The judge said the court did not find that any conflict-of-interest affected the procurement process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe conclude as well that the contracting officer\u2019s findings that an organizational conflict of interest does not exist and that individual conflicts of interest did not impact the procurement were not arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law,\u201d Bruggink wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DoD applauded the court\u2019s decision in a statement and reiterated that several components of the Defense Department are waiting for the JEDI Cloud to be implemented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis reaffirms the DOD\u2019s position: the JEDI Cloud procurement process has been conducted as a fair, full and open competition, which the contracting officer and her team executed in compliance with the law,&#8221; DoD spokeswoman Elissa Smith said. \u201cDOD has an urgent need to get these critical capabilities in place to support the warfighter and we have multiple military services and Combatant Commands waiting on the availability of JEDI.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/07\/10\/amazon-microsoft-wage-war-over-the-pentagons-war-cloud\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19189708799132.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Amazon, Microsoft wage war over the Pentagon\u2019s \u2018war cloud\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Amazon and Microsoft are battling it out over a $10 billion opportunity to build the U.S. military its first &quot;war cloud&quot; computing system. But Amazon&#039;s early hopes of a shock-and-awe victory may be slipping away.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The DoD has said it expects to award the contract in late August. Only Amazon Web Services (AWS) and Microsoft are finalists for the controversial contract that could be worth $10 billion over 10 years. The Pentagon has also said it plans to migrate 80 percent of its systems over to the JEDI Cloud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAWS, along with our partner community, stands ready to support and serve what\u2019s most important \u2013 the DoD\u2019s mission of protecting the security of our country,&#8221; an Amazon spokesperson said in a statement. \u201cThe DoD deserves access to the best technology in the world and we are unwavering in our support to their mission.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amazon entered the lawsuit on the side of DoD in December after Oracle alleged that former AWS employees in DoD steered the JEDI procurement process in AWS\u2019 favor. Amazon is the only cloud provider in the process that can meet the DoD\u2019s security requirements for the contract, though Microsoft has said that they will meet the security requirements if they win the award.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Microsoft declined to comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This filing comes two days after oral arguments were held in the
