Among them:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A new fixed loan\u2019s interest rate must be at least half a percentage point less than the previous loan. Adjustable-rate refinances must be at least 2 percentage points less.<\/li><li>The lender must certify that all costs and fees will be recouped by the borrower within 36 months of the loan date.<\/li><li>Veterans can\u2019t refinance to another VA-backed loan for 210 days (up from 180) or the date on which the sixth monthly loan payment is made, whichever is longer.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2018\/02\/09\/feds-put-9-lenders-on-notice-about-aggressive-misleading-va-loan-practices\/\">Regulators,<\/a> veteran advocates and many in industry have been concerned about a trend called <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/01\/10\/experts-va-loan-churning-can-hurt-vets-and-the-mortgage-market\/\">\u201cloan churning,\u201d<\/a> or \u201cserial refinancing,\u201d which encourages veterans to repeatedly refinance their VA home loans.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/home-hq\/va-loan-center\/2017\/11\/13\/7-reasons-to-consider-a-va-loan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"219\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635981343312539411-tns-house-for-salejpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">7 reasons to consider a VA loan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Starting your house-hunting homework? Here are some VA loan basics.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Some borrowers have been convinced to refinance their loan multiple times in a year, targeted with an onslaught of mortgage-refinance solicitations, often shortly after they\u2019ve closed on a VA home loan. There\u2019s <a href=\"https:\/\/militarytimes.mco.arcpublishing.com\/TEMP-LINK-TEMP\/\">no financial benefit <\/a>in many cases for the borrower; fees attached to the deals benefit the lenders, but can increase the overall loan amount for veterans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA rules affect any VA loan refinance application taken on or after May 25. If a loan doesn\u2019t meet the VA requirements, it won\u2019t be eligible for a guaranty by VA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to ensure veterans have the informed ability to take advantage of economic opportunities and make sound decisions that enable them to prosper when using their benefits,\u201d said Acting VA Secretary Peter O\u2019Rourke, in a VA announcement. \u201cThis is yet another tool that will help veterans meet their personal goals.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA doesn\u2019t provide the loan; private lenders such as banks, credit unions and mortgage companies do. VA guarantees a portion of the loan against loss and helps private lenders provide veterans with more favorable financing terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The action implements a law signed in May \u2015 the <a href=\"https:\/\/www.militarytimes.com\/home-hq\/2018\/05\/23\/these-changes-to-va-loan-refinancing-rules-are-heading-to-trumps-desk\/\">Economic Growth, Regulatory Relief,
