The attack killed 36 and injured another 71 Afghans, investigators with the United Nations mission to Afghanistan said in a report this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/unama.unmissions.org\/sites\/default\/files\/unama_protection_of_civilians_special_report_2_april_aerial_operations_final.pdf\" target=_blank>UN report<\/a> on the incident determined 30 of the dead were children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The incident highlights one of the major problems facing the Afghan air force, which has made significant technological strides in the three years since it received strike aircraft but still garners headlines that showcase possible negligence on the part of Afghan pilots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Afghan government, the airstrike was intended to target senior Taliban leaders, as well as members of the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/01\/04\/commandos-raid-red-unit-in-ongoing-campaign-against-taliban-financial-network\/\" target=\"_blank\">Taliban\u2019s \u201cRed Unit,\u201d<\/a> which the government alleges were gathering for an operation against <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/03\/11\/u-s-airstrike-in-kunduz-signals-a-new-chapter-in-afghanistan\/\" target=\"_blank\">Kunduz city<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO\u2019s Resolute Support mission to Afghanistan doesn\u2019t participate in combat operations, but it does continue to take up the mantle of training Afghan government forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile our advisers are not directly involved with Afghan combat employment, they continue to assist in the development of doctrine that guides that process,\u201d a public affairs official with Resolute Support\u2019s Train, Advise, Assist Command-Air said in an email.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/02\/25\/un-report-afghan-jtacs-needed-to-curb-civilian-deaths\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Afghan_ATAC.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">UN report: Afghan JTACs needed to curb civilian deaths<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">While the overall number of Afghan civilian casualties has declined by 9 percent, the number of civilian deaths caused by air operations has gone up.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIn an effort to avoid CIVCAS [civilian casualties], the Afghans continuously work to positively identify targets, conduct pattern of life assessments to ensure non-combatants are not present, and estimate collateral damage risks levels,&#8221; the public affairs official said. &#8220;Additionally, [Afghan] pilots are empowered to call-off strikes based on their immediate assessment of the battlefield. Approximately, 1 in 5 missions are canceled by pilots due to CIVCAS concerns.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Afghan air force\u2019s rapid increase in strike capability appears to have simultaneously driven up the rate of collateral damage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/unama.unmissions.org\/sites\/default\/files\/unama_poc_midyear_update_2018_15_july_english.pdf\" target=_blank>July report<\/a> by the UN mission documented 149 civilian deaths and 204 wounded from air operations in Afghanistan in the first six months of 2018. That\u2019s a 52 percent increase from the same period in 2017, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the UN report shows that air operations only result in 7 percent of the total civilian causalities in the country, most of which occur from suicide attacks and non-suicide improvised explosive devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOf particular concern, women and children continued to comprise more than half of all aerial attack civilian casualties and the number of child casualties from these attacks increased by 64 percent compared to the first half of 2017,\u201d the report reads.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1500\" height=\"864\" src=\"\/wp-content\/uploads\/2026\/08\/3809418.jpg.jpg\" alt=\"\" class=\"wp-image-39302\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3809418.jpg.jpg 1500w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3809418.jpg.jpg?resize=300,173 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3809418.jpg.jpg?resize=768,442 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3809418.jpg.jpg?resize=1024,590 1024w\" sizes=\"auto, (max-width: 1500px) 100vw, 1500px\" \/><figcaption class=\"wp-element-caption\">An Afghan A-29 pilot walks toward his aircraft on the flightline Sept. 10, 2017, at Kandahar Airfield, Afghanistan. In that time, the fleet of pilots have started dropping laser-guided bombs, and regularly plan and implement their own missions without NATO advisers, TAAC-Air officials previously told Air Force Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Afghan air force MD-530 Cayuse Warriors, a small but lethal attack helicopter, conduct the majority of strikes in-country, however, said Lt. Col. Justin Williams, the 438th Air Expeditionary Advisory Squadron commander, in June.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[MD-530s] are employed more often, and they strike more often to defend people in crisis, whereas the A-29 is more of a strategic asset striking specific targets,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/flashpoints\/2018\/06\/04\/the-afghan-air-force-may-be-one-of-the-few-success-stories-in-a-17-year-war\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Capture4.JPG_1004e0.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Afghan Air Force may be one of the few success stories in a 17-year war<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After a scathing report to Congress cast more doubt on the security situation in Afghanistan, few things in the wayward country appear to be going well, except, that is, for the Afghan Air Force.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Those MD-530s were what struck the religious ceremony in Kunduz on April 2, according to the UN mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TAAC-Air public affairs official said in the email that an increase in available platforms will help the Afghan air force perform more effective intelligence, surveillance and reconnaissance in support of their fleet of attack assets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of a modernization program, Afghan officials plan to triple the size of the air force over the next five years. The country\u2019s fleet of aircraft will be bolstered by 159 UH-60 Black Hawk helicopters, some of which will be fixed-forward firing, as well as new AC-208 reconnaissance aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis will enhance the [Afghan air force\u2019s] ability to determine civilian activity from that of combatants and provide more reliable, near real-time information to pilots both prior to and during mission execution,\u201d the public affairs official said. \u201cAdditionally, the recent introduction of the laser-guided bombs has given pilots the ability to strike with extreme precision. The continual use of this capability is intended to help give commanders the desired effect on the battlefield while limiting civilian
