{"id":41282,"date":"2014-10-24T21:05:47","date_gmt":"2014-10-24T21:05:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2014\/10\/24\/vehicle-shipper-still-at-odds-with-subcontractor\/"},"modified":"2026-08-08T05:39:52","modified_gmt":"2026-08-08T05:39:52","slug":"vehicle-shipper-still-at-odds-with-subcontractor","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/2014\/10\/24\/vehicle-shipper-still-at-odds-with-subcontractor\/","title":{"rendered":"Vehicle shipper still at odds with subcontractor"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A month after the end of the peak moving season, troubles continue for International Auto Logistics, the new contractor that is responsible for shipping troops&#8217; cars on reassignment moves to and from overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IAL, which has been plagued by problems virtually from the moment it took over the Defense Department vehicle shipping contract May 1, is now in a dispute over payments with the subcontractor that provides ocean carriage services for IAL.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the subcontractor, Liberty Global Logistics, threatened to stop work, IAL filed a complaint in federal court last Sunday and obtained a restraining order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In IAL&#8217;s complaint filed in U.S. District Court the Brunswick Division of the Southern District of Georgia, IAL alleged that LGL &#8220;has indicated that it intends to hold the Department of Defense&#8217;s global transportation program to transport the privately owned vehicles of its service men and women ransom if IAL does not meet its demands.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Wednesday, the judge lifted the restraining order at the agreement of both parties, and the issue has been put on hold for two weeks while the companies confer. The judge ordered them to report on the status of their negotiations no later than Nov. 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Troops have complained for months about late delivery of vehicles and IAL being unresponsive to inquiries about their vehicles&#8217; status. In early August, U.S. Transportation Command, which oversees the contract, set up a special team to address the problems. Among other things, there was a bottleneck at U.S. Customs because of IAL&#8217;s incorrect procedures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IAL officials have said they&#8217;ve corrected a number of deficiencies and the backlog of vehicles in U.S. Customs had been significantly reduced and &#8220;is very near to normal clearance timelines.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Sen. Mark Warner, D-Va., is not satisfied with the progress. He met with TRANSCOM commander Air Force Gen. Paul Selva on Monday and expressed &#8220;serious concerns about the lack of preparation and substandard performance of the contractor, International Auto Logistics, and oversight by TRANSCOM,&#8221; according to a statement from Warner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I made it clear to General Selva that unless the performance improves, all options must be on the table, including renegotiating or terminating the contract. It is shocking that military members and their families have had to endure months of delays while the contractor apparently remains unprepared to provide acceptable service,&#8221; Warner said in the statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said more than a dozen of his constituents have waited more than 100 days for their vehicles \u2014 some of which were delivered to the wrong country. Over the last several months, Warner&#8217;s office has worked with about 160 constituents who have asked for help, and has provided information to TRANSCOM in hopes of getting updates for service members about where their vehicles are located, along with estimated delivery dates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, whatever progress IAL is making in getting the backlog of vehicles delivered to troops still remains unclear. As of Thursday, IAL data indicate that 4,003 vehicles have been delivered to their owners in the previous week, and another 2,947 are at vehicle processing centers awaiting pickup by their owners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since IAL took over the contract May 1, the company says it has delivered 29,503 vehicles to their owners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, IAL said nearly 11,000 more vehicles were dropped off for shipment by troops and civilians just in the past week \u2014 which would represent about 22 percent of the total 49,998 vehicles that have been dropped off since May 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither IAL nor TRANSCOM could immediately explain that single-week spike, which is all the more unusual coming almost a month past the end of the military&#8217;s peak permanent change-of-station season.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With those 11,000 vehicles added to the mix, IAL currently has 17,548 vehicles in transit. How many of those are late deliveries is unknown.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"360\"
