Ford<\/a> was fired last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But why, exactly, Capt. Ron Rutan was relieved on July 1 remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naval Sea Systems Command officials would only say that he was removed from the position \u201cdue to performance over time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rutan, who took the position in <a href=\"https:\/\/www.dau.edu\/library\/defense-atl\/DATLFiles\/Nov-Dec2018\/Razetti.pdf\" target=_blank>August 2018<\/a>, declined to comment via public affairs officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He will be moved to a spot on the NAVSEA staff, while Capt. Brian Metcalf will take his place, command spokesman Rory O\u2019Connor said in an email.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/01\/08\/timeline-set-to-get-troubled-flattop-ford-to-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" carrier.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As full ship shock trials loom in fiscal 2021, O\u2019Connor said the command \u201cmust ensure that the team takes the opportunity to recharge and allow for fresh eyes on upcoming challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile there is no perfect time for leadership transitions, it is prudent to bring in renewed energy now to lead the CVN 78 team through the challenges ahead,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While declining to say why Rutan was fired, O\u2019Connor praised progress made on the troubled future carrier during the post-shakedown availability under Rutan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe subsequent 8 months of CVN 78\u2032s post-delivery test and trials period has been impressively ahead of plan,\u201d O\u2019Connor added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an October <a href=\"https:\/\/www.navy.mil\/submit\/display.asp?story_id=111313\" target=_blank>Navy press release<\/a> announcing the successful completion of the post-shakedown availability, Rutan acknowledged the challenges Ford presents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the first new aircraft carrier design in more than 40 years, this ship is a test bed for the warfighting technology essential for air dominance in the 21st century,\u201d Rutan said in the release. \u201cIt takes some patience on the front end to give the Navy a ship with the flexibility and resilience it will need during the next 50 years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plagued by delays and cutting-edge equipment that has not worked, Ford\u2019s cost was initially capped at $10.5 billion but has since ballooned to more than $13 billion.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a be criminal.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a House Armed Services readiness subcommittee hearing last fall, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/10\/24\/secnav-lawmaker-trade-barbs-on-ford-flattop-woes\/\" target=_blank>U.S. Rep. Elaine Luria<\/a> \u2014 a Virginia Democrat and retired surface warfare officer \u2014 grilled the brass on Ford\u2019s long journey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vice Adm.
