{"id":44195,"date":"2022-05-23T07:55:00","date_gmt":"2022-05-23T07:55:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2022\/05\/23\/new-marine-unit-added-to-decades-old-philippines-military-exercise\/"},"modified":"2026-08-08T20:43:11","modified_gmt":"2026-08-08T20:43:11","slug":"new-marine-unit-added-to-decades-old-philippines-military-exercise","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/05\/23\/new-marine-unit-added-to-decades-old-philippines-military-exercise\/","title":{"rendered":"New Marine unit added to Philippines military exercise"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">For nearly 40 years, Marines have <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2022\/05\/12\/dispersed-more-lethal-what-marine-infantry-battalion-experiments-have-shown-so-far\/\" target=\"_blank\">joined<\/a> <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/10\/09\/american-troops-begin-annual-military-exercise-with-philippine-japan-forces\/\" target=\"_blank\">counterparts <\/a>in the Philippine-led bilateral exercise known as Balikatan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the late-March to early April exercise saw a new development when it included the inaugural deployment of the Marine littoral regiment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 3rd Marine Littoral Regiment is the Corps\u2019 purpose-built unit to develop its new way of war-fighting. That\u2019s a plan to counter peer adversaries such as China in the close-to-shore littoral space, leveraging allies and partners such as the Philippine military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2019\/04\/16\/does-training-money-help-readiness-heres-why-the-marine-corps-cant-say\/\" target=\"_blank\">Marine Corps Times<\/a> interviewed Marines by email at various echelons and units who participated in the exercise after its conclusion and following Commandant Gen. David Berger\u2019s release of the 2022 update to Force Design 2030: the Corps\u2019 transformation plan.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2018\/08\/09\/pentagon-triples-military-spending-in-philippines\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Philippines-exercise1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pentagon to spend nearly $5M on Marine Corps mission in the Philippines<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. military assets, mostly special operations forces, continue to aid Philippine forces in hunting down ISIS.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Col. Christopher Haar heads Combat Logistics Regiment 3 and commanded all Marine forces during the Balikatan exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 30-year active duty veteran planned joint, combined interoperability events, and signed off on any high-risk training, as well as working with Philippine counterparts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the interesting developments was seeing U.S. Army joint partners load MIM-104 Patriot Systems aboard ship to provide air defense during the exercise. That\u2019s not been the typical route and for decades most units in combat theaters had little to worry about when it came to air defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s not the case anymore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Being inside the first island chain on China\u2019s periphery opens up units to attack. Air defense is a must.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur forces worked together to increase our capabilities across the warfighting functions to help (Philippine military) on their mission to become a world class military by 2028,\u201d Haar wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The exercise provided an early testing ground as the Corps builds the Marine littoral regiment and flows in capabilities such as a land-based naval strike missile, counter electronic warfare and a host of information warfare-based platforms into all of its formations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"7008\" height=\"4672\" src=\"\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg\" alt=\"\" class=\"wp-image-26717\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg 7008w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-running-balikatan.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 7008px) 100vw, 7008px\" \/><figcaption class=\"wp-element-caption\">U.S. and Philippine Marines move to establish defensive positions at a bilateral amphibious landing during Balikatan 22, Claveria, Philippines, March 31, 2022. Madison Santamaria\/Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMoving the MLR Headquarters into the first island chain to partner with the Armed Forces of the Philippines is a great opportunity to lay the framework for future employment of the MLR,\u201d said Col. Timothy Brady, 3rd Marine littoral regiment commander.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brady added that lessons from the exercise will help refine concepts as the unit evolves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAdapting to change is not easy,\u201d Brady said. \u201cThe days of showing up to a fully established forward operating base are gone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Col. Dan Eagan deployed as part of Balikatan in 2012, 2013 and 2014. The operations officer was also part of major regional exercises such as Pacific Blitz 19, Pacific Fury 17 and Large Scale Exercise 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cProbably the biggest surprise for me was the level of interoperability we were able to achieve with the (Philippine military) despite having nearly zero opportunities to work together over the past two years,\u201d he said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This recent exercise is likely to feed into his next major training event. That\u2019s because Balikatan used the northern Luzon area extensively, and later this year the Kamandag-6 exercise will be working similar locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The big picture piece of the exercises get a lot of attention, but Eagan noted that lower level tactical work helps a ton. Marines and Philippine troops ran amphibious operations and littoral maneuver.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s where the rubber meets the road, or the keel cuts the water, in maritime terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capt. Steven Anderson commanded the 3rd Reconnaissance Battalion detachment for the exercise and 1st Platoon, Force Recon Company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Months of planning went into the variety of joint and partner exercises, from tactical to operational level work, multiple interviewees wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anderson met with his Filipino counterpart, Capt. Allen Waeyen each night before the next day\u2019s training. The Filipino teams not only had exercise training but also supported their nation\u2019s own national security missions at the same time, Anderson wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anderson was pleasantly surprised that communication was not an issue, which it can be when working with allies and partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe moment we started training we were running, it was a blast and we got a lot more done than I expected,\u201d Anderson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Marine recon units, Army Special Forces units, Royal Australian Army commandos all conducted a joint heliborne raid on Corregidor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI learned how proficient our partners are,\u201d Anderson wrote. \u201cFilipino Marines are hard, battle hardened and proud and they are definitely one of the better organizations I have ever worked with.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sgt. Brent Stephens worked as both the team leader for 3rd Force Recon Company and the sniper subject matter expert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a lot of early mornings and late nights. A familiar rhythm for recon Marines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was no slow transition to the weather, to become familiar with the terrain and to exchange personal pleasantries with this partner force,\u201d Stephens wrote. \u201cIt was full equipment and full immersion on day one, which is how it should be.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stephens and his Marines saw firsthand how for the Filipino Marines, information is vital. They have used their tactics, not as ideas, but as doctrine, because that\u2019s what\u2019s saved their lives in intense fighting such as the 2017 Battle for Marawi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need this experience just as much as the Filipino forces,\u201d Stephens wrote. \u201cBy rolling directly into the exercise, it added another layer of realism to find solutions on the ground and stay fluid with a constantly evolving situation.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This was the inaugural exercise for the new Marine littoral
