{"id":45476,"date":"2020-09-22T23:20:13","date_gmt":"2020-09-22T23:20:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/09\/22\/air-force-moves-to-cancel-contracts-for-training-on-white-privilege\/"},"modified":"2026-08-07T20:44:47","modified_gmt":"2026-08-07T20:44:47","slug":"air-force-moves-to-cancel-contracts-for-training-on-white-privilege","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2020\/09\/22\/air-force-moves-to-cancel-contracts-for-training-on-white-privilege\/","title":{"rendered":"Air Force moves to cancel contracts for training on \u2018white privilege\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2020\/05\/27\/air-force-punished-black-airmen-more-report-says-and-covered-it-up\/\" target=_blank>Air Force<\/a> is taking the first steps toward canceling any contracts for diversity and <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2020\/07\/09\/air-force-announces-first-changes-from-diversity-task-force\/\" target=_blank>unconscious bias<\/a> training that include segments on <a href=\"https:\/\/www.airforcetimes.com\/opinion\/commentary\/2020\/05\/09\/the-marine-corps-always-faithful-to-white-men\/\" target=_blank>white privilege<\/a> and other controversial subjects, as called for by the White House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s move follows <a href=\"https:\/\/www.federaltimes.com\/management\/hr\/2020\/09\/08\/trump-moves-to-end-un-american-diversity-training-for-feds\/\" target=_blank>a Sept. 4 memo<\/a> from Office of Management and Budget Director Russell Vought, which alleged executive branch agencies have spent millions of taxpayer dollars \u201c&#8217;training&#8217; government workers to believe divisive, anti-American propaganda.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vought ordered agencies to identify, and then look for ways to cancel or defund, contracts or agency spending for training on critical race theory, white privilege, \u201cor any other training or propaganda effort that teaches or suggests either \u2026 that the United States is an inherently racist or evil country or \u2026 that any race or ethnicity is inherently racist or evil.\u201d Vought also called such courses &#8220;un-American propaganda training sessions.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/newsletters\/daily-news-roundup\/2020\/07\/09\/army-investigates-handout-suggesting-trump-campaign-slogan-constitutes-covert-white-supremacy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"214\" height=\"300\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/CongBrooks1.png.png?w=214\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army investigates handout suggesting Trump campaign slogan constitutes \u2018covert white supremacy&#8217;<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Army officials say the handout \u201cincluded two unapproved pages that were sent out in error and immediately recalled.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">An Air Force judge advocate document obtained by Air Force Times, dated Sept. 10, said that Air Force organizations should look at any existing or planned training, including diversity and unconscious bias training, to see if it meets the criteria barred by the OMB memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a Tuesday email, Air Force spokeswoman Ann Stefanek said the Air Force is complying with the guidance laid out in the OMB memo, and is looking to identify and cancel contracts that run afoul of the memo\u2019s guidance. Stefanek also confirmed the JA issued guidance to other judge advocates throughout the Department of the Air Force, which includes the Space Force, about the OMB memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Department of the Air Force continues to provide unconscious bias training in accordance with Department of Defense directives and is reviewing all course material to ensure it is compliant with the OMB memorandum,\u201d Stefanek wrote in a Tuesday email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has for years tried to improve diversity in its ranks. CQ Brown began in his heartfelt video.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s inspector general is also in the process of a major review of racial disparities in the ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear how much Air Force training teaches airmen that the United States is inherently racist or evil. However, the unofficial Facebook page <a href=\"https:\/\/www.facebook.com\/AirForceForum\/photos\/a.432721196901526\/1662060983967535\/\" target=_blank>Air Force amn\/nco\/snco last month<\/a> posted a slide from a presentation at Joint Base Langley-Eustis in Virginia, that listed some examples of white privilege.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The slide asked airmen to \u201cplease take a moment and understand\u201d the concept of white privilege. The slide showed two news stories about burglary suspects, with a group of white suspects pictured wearing suits and ties, and the Black suspects portrayed in police mug shots. <a href=\"https:\/\/taskandpurpose.com\/news\/air-force-white-privilege-training-slide\" target=_blank>Task and Purpose<\/a> confirmed the slide was part of a presentation at Langley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the OMB memo, Vought cited unnamed press reports that federal employees have been \u201crequired to attend trainings where they are told that \u2018virtually all White people contribute to racism\u2019 or where they are required to say that they \u2018benefit from racism.&#8217;\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2016\/03\/01\/race-and-the-air-force-the-truth-about-how-minorities-get-promoted\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"210\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/07\/635923541178161850-201602173h4a6105jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Race and the Air Force: The truth about how minorities get promoted<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">As a young African-American officer, Larry Spencer regularly sought out career advice from black senior officers. All too often, the message he received was unsettling.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Vought also said that, in some cases, the training materials have further claimed there is racism embedded in the belief that America is the land of opportunity or the belief that the most qualified person should receive a job.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force JA memo noted that examining training on issues of race, and whether that training contains elements barred by the OMB memo, \u201ccan be subjective.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This memo said the JA does not believe that training consistent with the principles laid out in the Defense Department\u2019s diversity management and equal opportunity and Air Force equal opportunity guidelines violates the criteria laid out in the OMB memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means, the JA said, that training on the Air Force providing opportunities for all of its personnel to reach the highest level of responsibility their abilities will allow does not cross the boundaries laid out in the OMB memo. Training on equal opportunity, diversity and inclusion initiatives to increase opportunities for personnel, and against unlawful discrimination, harassment or reprisal on the basis of race is also not barred by the memo, the JA said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the Air Force memo said, any training that teaches \u201cvirtually all White people contribute to racism,\u201d requires service members or civilians to say they \u201cbenefit from racism,\u201d includes \u201cwhite privilege\u201d or \u201ccritical race theory,&#8221; teaches or suggests \u201cthe United States is an inherently racist or evil country,\u201d or teaches or suggests that \u201cany race or ethnicity is inherently racist or evil\u201d is out of bounds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The JA\u2019s memo cites the dictionary definition of white privilege as \u201cthe set of social and economic advantages that white people have by virtue of their race in a culture characterized by racial inequality.\u201d And it says critical race theory, in general, \u201cis a theoretical framework which posits the belief that institutional racism is engrained in
