{"id":45578,"date":"2020-03-30T14:37:46","date_gmt":"2020-03-30T14:37:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/03\/30\/pentagon-seeks-to-classify-future-year-defense-spending-plans\/"},"modified":"2026-08-07T21:58:23","modified_gmt":"2026-08-07T21:58:23","slug":"pentagon-seeks-to-classify-future-year-defense-spending-plans","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/03\/30\/pentagon-seeks-to-classify-future-year-defense-spending-plans\/","title":{"rendered":"Pentagon seeks to classify future year defense spending plans"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon has asked Congress to allow it to classify its Future Year Defense Program <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/10\/pentagon-budget-request-increases-rd-funding-cuts-legacy-planes\/\" target=\"_blank\">spending projections<\/a>, new documents have revealed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FYDP numbers, which project five years into the future, are considered essential information for the public to see where the Department of Defense expects to invest in the future, and to hold the department accountable when those <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/03\/05\/heres-how-much-the-us-navy-saves-by-cutting-the-first-4-lcs-more-than-a-decade-early\/\" target=\"_blank\">spending plans change<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Information on the request was <a href=\"https:\/\/fas.org\/blogs\/secrecy\/2020\/03\/ndaa-fydp\/\" target=_blank>published Monday<\/a> by Steven Aftergood of the Federation of American Scientists. Aftergood wrote that the proposal would \u201cmake it even harder for Congress and the public to refocus and reconstruct the defense budget.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its request to Congress, the Pentagon wrote that an unclassified FYDP \u201cmight inadvertently reveal sensitive information,\u201d despite the fact the numbers have been unclassified since 1989.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the ready availability of <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2019\/08\/15\/lets-talk-analytics-a-response-to-deputy-defense-secretary-norquist\/\" target=_blank>data mining tools and techniques<\/a>, and the large volume of data on the Department\u2019s operations and resources already available in the public domain, additional unclassified FYDP data, if it were released, potentially allows adversaries to derive sensitive information by compilation about the Department\u2019s weapons development, force structure, and strategic plans,\u201d the DoD wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It added that there is a commercial concern with the FYDP providing too much information to industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Department is also concerned about the potential harm to its interactions with commercial interests by release of FYDP information prior to the budget year. Exposing resources allocated to future acquisition plans may encourage bids and other development activities not beneficial to the Government,\u201d the proposal read.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seamus Daniels, a budget analyst with the Center for Strategic and International Studies, <a href=\"https:\/\/twitter.com\/SeamusDaniels\/status\/1244627521322258433\" target=_blank>said in a tweet<\/a> that \u201cDoD\u2019s proposal to eliminate the unclassified FYDP severely limits the public\u2019s ability to track how strategy aligns with budgets and how program plans change over time. Serious step backwards in transparency from the department.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, the No. 2 uniformed officer in the Pentagon railed against the department\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/01\/29\/unbelievably-ridiculous-four-star-general-seeks-to-clean-up-pentagons-classification-process\/\" target=_blank>tendency toward overclassification<\/a>, calling it \u201cunbelievably ridiculous.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon has requested a number of legislative changes this year, in addition to the FYDP classification attempt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the notable requests are one that would remove the requirement for the defense secretary to \u201cnotify the Senate and House Armed Services Committees whenever the Secretary establishes or modifies an end-of-quarter strength level;\u201d a request for the ability to add an additional 15 general officer billets in the combatant commands and three general officer billets on the Joint Staff, to be filled exclusively by reserve component officers; and a request to rename the assistant secretary of defense for special operations and low-intensity conflict as the assistant secretary of defense for \u201cSpecial Operations and Irregular
