As chairman, Smith may elevate the issue by inserting the language into the annual defense policy bill, and Warren\u2019s potential candidacy means the issue could reach the wider public on a future presidential debate stage.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2019\/01\/28\/trumps-new-nuclear-weapon-has-entered-production\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Tident_Missile.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump\u2019s new nuclear weapon has entered production<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The W76-2 will be launched by submarines.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Because the Trump administration\u2019s <a href=\"https:\/\/www.defensenews.com\/space\/2018\/02\/02\/nuclear-posture-review-puts-russia-firmly-in-crosshairs\/\" target=_blank>Nuclear Posture Review<\/a> states the U.S. reserves the right to use nuclear weapons in \u201csignificant non-nuclear strategic attacks,\u201d such as attacks on the U.S., its allies and its nuclear infrastructure, some lawmakers have criticized that policy as over-broad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur current nuclear strategy is not just outdated\u2014it is dangerous,\u201d Smith and Warren said in a joint statement. \u201cBy making clear that deterrence is the sole purpose of our arsenal, this bill would reduce the chances of a nuclear miscalculation and help us maintain our moral and diplomatic leadership in the world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both lawmakers have previously advocated for military restraint and signaled in recent weeks that such a move was coming. Warren, called for a \u201cno first use\u201d nuclear weapons policy in a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/14\/smith-aims-to-scrap-trumps-nuclear-weapons-policy\/\" target=_blank>speech<\/a> last month, and Smith did likewise in November, in a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/14\/smith-aims-to-scrap-trumps-nuclear-weapons-policy\/\" target=_blank>speech<\/a> to the Ploughshares Fund, an anti-nuclear weapons group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the <a href=\"https:\/\/fas.org\/sgp\/crs\/nuke\/IN10553.pdf\" target=_blank>arguments against<\/a> President Barack Obama adopting such a policy when he considered in 2016 was that declaring it could undermine allies\u2019 confidence in U.S. commitment to their defense\u2014and spur them to pursue their own nuclear weapons. Removing the threat of nuclear escalation could embolden countries like North Korea, China, or Russia, who might believe that they could overwhelm U.S. allies before the U.S. could respond, the thinking goes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Sen. Deb Fischer, R-Neb., a senior member of the Senate Armed Services Committee and the chairman of the Strategic Forces Subcommittee, blasted the proposed measure in a statement Wednesday. She pointed to presidents from both parties who have rejected it, \u201cbecause it erodes deterrence, undermines allied confidence in U.S. security guarantees and risks emboldening potential adversaries.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCalculated ambiguity has long been an element of U.S. nuclear declaratory policy,&#8221; Fischer said. \u201cWith Russia and China increasingly attempting to intimidate their neighbors \u2013 some of whom are U.S. allies \u2013 this is the wrong message to send. It betrays a na\u00efve and disturbed world view.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fischer quoted the 2009 bipartisan Congressional Commission on the Strategic Posture of the United States, saying \u201cPotential aggressors should have to worry about the possibility that the United States might respond by overwhelming means at a time and in a manner of its choosing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should Smith seek to include the language in the 2020 National Defense Authorization Act, it could trigger pushback from other key Republicans, such as HASC\u2019s ranking member, Rep. <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/05\/10\/house-panel-adopts-716-billion-defense-authorization-plan\/\" target=_blank>Mac Thornberry<\/a>, and Senate Armed Services Committee chairman Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/28\/inhofe-sets-collision-course-with-dems-on-defense-budget-nukes-and-transgender-troops\/\" target=_blank>Jim Inhofe<\/a>\u2014who have both been supportive of the Trump administration\u2019s direction on nuclear weapons. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-triad\/2018\/02\/21\/china-to-us-dont-use-us-as-an-excuse-to-alter-your-nuclear-strategy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"190\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635641010873381866-dfn-china-subjpg.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">China to US: Don&#8217;t use us as an excuse to alter your nuclear strategy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">China\u2019s no-first-use policy was reiterated by Chairwoman of China\u2019s National People\u2019s Congress Foreign Affairs Committee Fu Ying, who expressed puzzlement at the U.S. characterization of China in the Nuclear Posture Review, noting that there \u201cis no reason whatsoever for China to threaten the United States.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Union of Concerned Scientists hailed Smith and Warren\u2019s bill in a statement on Wednesday. The organization said that such a policy would \u201creduce the risk of miscalculation during a crisis with Russia, China or North Korea; strengthen the Nuclear Nonproliferation Treaty by demonstrating the United States is serious about reducing the role of nuclear weapons in its security policy, and reduce risks associated with the president\u2019s sole authority to order the use of nuclear weapons by removing the option of using them first.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe purpose of US nuclear weapons is to deter a nuclear attack on the United States and its allies. Any other purpose simply makes nuclear war more likely,\u201d said Stephen Young, Washington representative for the UCS Global Security
