{"id":46132,"date":"2019-05-23T21:36:26","date_gmt":"2019-05-23T21:36:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/05\/23\/senates-pentagon-budget-bill-would-obstruct-trump-from-leaving-nato\/"},"modified":"2026-08-07T22:10:37","modified_gmt":"2026-08-07T22:10:37","slug":"senates-pentagon-budget-bill-would-obstruct-trump-from-leaving-nato","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/05\/23\/senates-pentagon-budget-bill-would-obstruct-trump-from-leaving-nato\/","title":{"rendered":"Senate\u2019s Pentagon budget bill would obstruct Trump from leaving NATO"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 A provision in the Senate Armed Services Committee\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/05\/23\/senate-panel-advances-trumps-military-budget-boost-with-tough-road-ahead\/\" target=_blank>new defense policy bill<\/a> would make it tougher for President Donald Trump to pull the United States out of NATO, sending a strong sign of <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/04\/03\/nato-chief-faces-alliances-fractures-and-foes-in-address-to-congress\/\" target=_blank>bipartisan support<\/a> for the alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $750 billion bill, which passed the committee on Wednesday, includes language to bar funding for a year for a withdrawal from Europe, if the U.S. <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/19\/congress-would-stop-trump-from-nato-exit-key-senators-say\/\" target=_blank>initiates an exit<\/a> from NATO. The provision seems designed to hem in Trump, whose rhetoric has sent <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/23\/us-house-votes-overwhelmingly-to-bar-us-exit-from-nato\/\" target=_blank>mixed messages<\/a> about America\u2019s commitment to the 29-nation alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The panel\u2019s Readiness Subcommittee ranking member, Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/27\/bipartisan-bills-would-block-trump-from-quitting-nato-without-senates-ok\/\" target=\"_blank\">Tim Kaine<\/a>, D-Va., sponsored the language and said Thursday that it was embraced unanimously and on a bipartisan basis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To answer a report he had floated a NATO withdrawal, Trump <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/01\/17\/trump-says-us-backs-nato-100-after-report-he-discussed-withdrawal\/\" target=_blank>said<\/a> in January he was \u201c100 percent\u201d behind the alliance. Critics, however, have focused on his <a href=\"https:\/\/www.factcheck.org\/2018\/07\/trumps-false-claims-at-nato\/\" target=_blank>false claims<\/a> NATO allies owe the United States money, his <a href=\"https:\/\/www.defensenews.com\/pentagon\/2016\/07\/21\/world-reacts-to-trump-s-apparent-conditional-support-for-nato-allies\/\" target=_blank>long history<\/a> of jabs at NATO members for missing military spending targets and a <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/12\/trump-departs-nato-summit-we-are-very-happy\/\" target=_blank>threat<\/a> to withdraw during the 2018 NATO summit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re confused about their intent,\u201d Kaine said of the White House on NATO, adding, \u201cThis bill says if the president unilaterally tries to pull out, no funds can be expended to remove troops for a year. Thom Tillis, R-N.C., the SASC Personnel Subcommittee chair and co-leader of the recently revived NATO Observer Group, offered a mixed assessment of the bill language, which he said could give credence to a \u201cfalse narrative\u201d that the U.S. is leaving NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur NATO partners need to know our president has no intention of withdrawing from NATO. He does have every intention of making [allies] live up to their obligations,\u201d Tillis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[The Kaine provision is] a matter of making sure our partners understand that we\u2019re committed to them,&#8221; Tillis said, &#8220;but it\u2019s not like this is something we as members of the Senate Armed Services Committee said we had to do
