Tillerson\u2019s successor, Mike Pompeo, canceled the plan this month, and the office will stay an independent entity until at least December, when there will be a new review, said the officials, who weren\u2019t authorized to discuss the plan publicly and spoke on condition of anonymity.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/24\/us-led-coalition-isis-may-be-resurgent-on-russias-turf-but-not-ours\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"159\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screen-Shot-2018-04-24-at-13.11.27.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US-led coalition: ISIS may be resurgent on Russia\u2019s turf, but not ours<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Islamic State is almost \u201ccompletely defeated\u201d in some areas, an Army spokesman says.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The office reports directly to the secretary of state and the president, and the planned shift would have undercut its status and the priority of its mission. It could have led to staffing and budget cuts as well as the departure of the special envoy, Brett McGurk. He is now expected to remain in his job at least through the end of the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the officials said Trump\u2019s intent to reduce the U.S. military and civilian stabilization presence in Syria has not changed and is, in fact, accelerating. The State Department has ended all funding for stabilization programs in Syria\u2019s northwest. <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/05\/10\/iraqi-forces-capture-5-top-isis-leaders-in-cross-border-raid\/\" title=\"\" class=\"\" target=\"_blank\">Islamic State militants<\/a> have been almost entirely eliminated from the region, which is controlled by a hodgepodge of other extremist groups and Syrian President Bashar Assad\u2019s government forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least some of the U.S. money for those projects is expected to be redirected Syria\u2019s northeast <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/05\/08\/us-backed-syrian-fighters-spotted-in-mraps-prior-to-isis-assault\/\" title=\"\" class=\"\" target=\"_blank\">where ISIS fighters remain<\/a>, the officials said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"667\" src=\"\/wp-content\/uploads\/2026\/08\/AP18140529641543.jpg.jpg\" alt=\"\" class=\"wp-image-54653\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18140529641543.jpg.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18140529641543.jpg.jpg?resize=300,195 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18140529641543.jpg.jpg?resize=768,500 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">In this June 7, 2017, file photo, Brett McGurk, the U.S. envoy for the global coalition against ISIS, speaks during a news conference at the U.S. Embassy Baghdad, Iraq. (Hadi Mizban\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The conflicting moves of retaining McGurk\u2019s office while pulling out of the northwest illustrate how the administration is being pulled in different directions by Trump\u2019s two competing interests: extricating the U.S. from messy Mideast conflicts and delivering a permanent defeat to the Islamic State group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has said<a href=\"\/TEMP-LINK-TEMP\/\" title=\"\" class=\"selected-link\"> the United States will be withdrawing from Syria<\/a> \u201clike very soon.\u201d In late March, the State Department, the Pentagon and intelligence agencies tried to dissuade him from pulling troops out immediately, warning there was a risk ISIS would manage to regroup. Trump relented slightly, but told aides they could have only five months or six months to finish off ISIS and get out.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/25\/trump-backtracks-on-syria-after-talks-with-french-leader\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18114654711421.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Trump backtracks on Syria after talks with French leader<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">So much for an abrupt U.S. pullout from Syria.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The U.S. announced in September 2014 that it was forming a coalition of nations to defeat the nascent extremist group that had taken over vast swathes of Iraq and Syria. Days later, President Barack Obama named retired Marine Gen. John Allen the first special presidential envoy for the coalition. McGurk, his deputy, replaced him in 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost four years later, ISIS no longer controls territory in Iraq, though U.S. officials say its ideology remains a threat there. The final vestiges of the self-proclaimed caliphate are in Syria, where civil war has made it far trickier to wrest the militants from the few pockets of territory they still control.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, as Trump\u2019s administration eyes an exit as soon as ISIS is vanquished, the broader situation in Syria is not getting any better as far as American interests are concerned.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"846\" src=\"\/wp-content\/uploads\/2026\/08\/AP18137690010402.jpg.jpg\" alt=\"\" class=\"wp-image-54657\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18137690010402.jpg.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18137690010402.jpg.jpg?resize=300,248 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP18137690010402.jpg.jpg?resize=768,635 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Russian President Vladimir Putin, left, shakes hands with Syrian President Bashar al-Assad during their meeting in the Black Sea resort of Sochi, Russia, Thursday, May 17, 2018. Moscow is solidifying its influence, even hosting Assad for a surprise visit Thursday to Russia, where he met with President Vladimir Putin. And an outbreak of direct fighting between Israel and Iranian forces based in Syria has catalyzed concerns about Tehran\u2019s involvement in Syria and the potential for a broader regional conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHopefully, Syria will start to stabilize,\u201d Trump said last week as he met with NATO\u2019s secretary-general at the White House. \u201cYou see what\u2019s been happening. It\u2019s been a horror show.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2018\/04\/30\/major-combat-operations-against-isis-in-iraq-have-ended-what-happens-now\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-iraq-ops-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Major combat operations against ISIS in Iraq have ended. What happens now?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With the furling of a flag, top U.S. military leaders marked the \u201cend of major combat operations against ISIS in Iraq\u201d and a change to the U.S.-led coalition\u2019s mission in the country.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Nevertheless, there are no signs that Trump is backing away from his determination to limit U.S. involvement to the narrow task of defeating ISIS, leaving to others the longer-term challenges of stabilizing the country, restoring basic services and resolving the civil war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A $200-million pledge that Tillerson made in February for stabilization programs in Syria remains on hold on Trump\u2019s orders and is under review. Tillerson, who had advocated for maintaining the U.S. presence, was fired shortly after he made the pledge at a conference in Kuwait.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the administration this month decided to halt funding U.S. military and reconstruction programs in the Syrian northwest, the officials said. Pending the results of the overall review, the canceled money is expected to be shifted to programs in northeast Syria, where U.S. troops are still battling ISIS, and civilian teams from the State
