{"id":49714,"date":"2022-07-14T21:41:32","date_gmt":"2022-07-14T21:41:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2022\/07\/14\/heres-how-the-navy-says-its-going-to-fix-sailor-pay-issues\/"},"modified":"2026-08-08T19:07:53","modified_gmt":"2026-08-08T19:07:53","slug":"heres-how-the-navy-says-its-going-to-fix-sailor-pay-issues","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/07\/14\/heres-how-the-navy-says-its-going-to-fix-sailor-pay-issues\/","title":{"rendered":"Here\u2019s how the Navy says it\u2019s going to fix sailor pay issues"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Big Navy is pledging to do better when it comes to systemic shortfalls impacting sailor pay, including Basic Allowance for Housing, special pay entitlements and permanent change of station travel pay, as well as separation and retirement processing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a task order announced Thursday by the commanders of U.S. Fleet Forces Command, U.S. Pacific Fleet and Naval Forces Europe-Africa, leadership pledged to \u201cquickly improve the timeliness and accuracy of Sailors\u2019 pay.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur Sailors and their families must be paid accurately, consistently, reliably and, most importantly, on time,\u201d the task order states. \u201cThis is both a quality of life and a readiness issue, and it is certainly Commanders\u2019 business.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most significantly for the men and women out in the fleet, by Dec. 31 \u201call Sailors will receive pay and entitlements within 14 days of becoming eligible for the pay or entitlement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You can read the task order at the link below.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/s3.amazonaws.com\/static.militarytimes.com\/assets\/pdfs\/1657822214.pdf\" class=\"smg-interstitial-link__fallback-link\">Coordinated Task Order<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">\u201cGood, bad or ugly, it is important that we get after issues that are impeding readiness and our ability to be the best Navy in the world,\u201d said Adm. Daryl Caudle, the commander of U.S. Fleet Forces Command, in a statement. \u201cInput from our fleet Sailors made it very clear that our pay system is not running smoothly, which is impacting Sailor and family readiness. Timely and accurate pay for our Sailors is a no-fail mission and the task order is our initial plan to get after it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These issues stem from a lack of standard processes, inadequate training for pay administrators and \u201cimmature information technology\u201d coupled with an over-centralization of transaction service and regional support centers, the commander of MyNavy Career Center, Rear Adm. Stu Satterwhite, said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All these issues were aggravated by \u201ca surge of high-priority transactions\u201d supporting families in the wake of the Red Hill fuel spill in Hawaii, leading to \u201ca large number of pay transactions\u201d that need to be drawn down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials did not respond to Navy Times\u2019 follow-up questions regarding the precise number of sailors affected by deadline, but the broad and high-profile nature of Thursday\u2019s task order suggests these are not isolated incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBottom line, the amount of work in waiting is completely unacceptable, and we are working toward quickly drawing it down and getting our Sailor Pay program back on track,\u201d Satterwhite said in the statement. \u201cWe are in the process of transitioning to a more modern program that manages timely and accurate pay for our Sailors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to pay issues, the task order states that other lines of effort regarding sailor services during maintenance availabilities and unaccompanied housing will also be addressed \u201cin the coming weeks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect every supporting Commander to aggressively correct problems within his or her area of responsibility and complete assigned tasks with a sense of urgency and enthusiastic passion,\u201d the order states. \u201cIf a barrier is discovered that is beyond your ability to resolve, rapidly elevate it.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a messed up by \u2018unanticipated errors\u2019 this summer<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The issues arose last month as Big Navy transitions over to a new personnel system.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The admirals plan to work with the chief of naval personnel in the near term to get rid of a backlog of overdue PCS and separation and retirement claims, ensuring sailors have their DD-214s in hand before they leave the service, no later than Dec. 15.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, they plan to make sure no claims older than 30 days are in the queue by that date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy also plans to transition its MyNavy Career Center enterprise to a new Human Resources Information System by the end of 2022, which will aim to provide \u201ctimely and accurate Sailor Pay and entitlements within 14 days of that initial documented submission without the need to resubmit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy is also bringing sailors in for training at centers where claims are processed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the training, these \u201cwaterfront tiger teams\u201d will head back to their commands to serve as a point person for such transactions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those teams will start coming into place by the end of the month, according to the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort will also include returning pay and personnel administration and release authority to the commands by Oct. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Times has reported on these issues repeatedly in the past year, but Chief of Naval Personnel public affairs officers have regularly framed the widespread problems as temporary blips on the way to a more modern and efficient pay and personnel network.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.federaltimes.com\/pay-benefits\/2021\/09\/14\/some-newly-retired-sailors-pay-and-tricare-benefits-affected-by-technical-glitches\/?contentFeatureId=f0fmoahPVC2AbfL-2-1-8&#038;contentQuery=%7B%22section%22%3A%22%2Fhome%22%2C%22exclude%22%3A%22%2Fpay-benefits%22%2C%22from%22%3A5%2C%22size%22%3A10%7D\" class=\"smg-interstitial-link__fallback-link\">Some newly retired sailors\u2019 pay and Tricare benefits affected by technical glitches<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">In August, CNP spokesman Capt. Dave Hecht told Navy Times that \u201cunanticipated errors\u201d last summer occurred as Big Navy transitioned its personnel systems, leaving some sailors unpaid, without ID cards and unable to access Tricare benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hecht said then that most of the issues had been resolved, but that the problems stemmed from the Navy consolidating its Navy Enlisted System and Officer Personnel Information System into a streamlined Navy Standard Integrated Personnel System, or NSIPS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnfortunately, there were errors and issues which impacted Sailors,\u201d he said. \u201cAs errors were identified, they have been aggressively worked.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"714\" src=\"\/wp-content\/uploads\/2026\/08\/air-sailors.webp_.jpg\" alt=\"\" class=\"wp-image-56434\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/air-sailors.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/air-sailors.webp_.jpg?resize=300,214 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/air-sailors.webp_.jpg?resize=768,548 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Aviation sailors aboard the aircraft carrier George Washington in 2019. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Back then, Hecht said any remaining pay issues were expected to be resolved by Sept. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe complexities of these very old legacy systems were known, and challenges were anticipated,\u201d Hecht said. \u201cIssues impacting pay receive the highest priority to ensure that every Sailor receives everything to which they are entitled, and actions were taken within 24 hours of issue identification to resolve the issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But pay issues have stubbornly persisted, as have delays in sailors receiving their DD-214 paperwork upon leaving the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Understandably frustrated sailors and spouses have regularly taken to trolling the MyNavy HR Facebook page for what they perceive as a lack of answers or clarity regarding the timeline for fixing such critical problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a video posted to the page last month, Fleet Master Chief for Manpower, Personnel, Training and Education Delbert Terrell gave a nod to the trolling and said the comments \u201ccut right to the bone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re absolutely right to be critical of our performance,\u201d Terrell said. \u201cIt\u2019s your pay, it\u2019s your benefits, it\u2019s your career. \u2026 When we don\u2019t hit the mark, it has a direct impact on you, your shipmates and your families.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/06\/29\/mynavy-hr-facebook-to-sailors-please-stop-trolling-us\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">MyNavy HR Facebook to sailors: please stop trolling us<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Facebook page has morphed into a motley array of justifiable sailor snark<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One recently retired sailor told Navy Times in September that he got his first retired paycheck Sept. 11, nearly six weeks after it was supposed to start on Aug. 1. While he said he was fine financially before the retired pay kicked in, he is concerned about others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI remain concerned about their process,\u201d he said. \u201cWhy not put effort into communicating problems rather than staying quiet? \u2026 I could really see this having an effect on people. \u2026 This could be crippling for someone with dependents and limited emergency savings.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One officer who had her pay affected by the system outage last summer wondered why Big Navy wasn\u2019t better prepared for these challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel privileged that my spouse can pay our bills, but I know there are people who probably aren\u2019t so fortunate to have someone else that they can rely on,\u201d the officer told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officer, who noted the local personnel support office reported being flooded with \u201ca lot of angry calls\u201d about the system outage, questioned whether everyone was in the loop about the transition and its issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe most disappointing part is that the people who are tasked with bringing people into the Navy and doing what we think is important work, to take care of our sailors, they weren\u2019t prepared to do their jobs,\u201d the officer added. \u201cInstead, \u2018Joe Shmoe\u2019 is fielding tons of angry phone calls from people like me. They\u2019re trying to do their jobs, and the Navy didn\u2019t prepare to do that.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a class=\"smg-interstitial-link__title\">Navy personnel and pay system upgrades will make it easier to use, officials promise<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors will experience more automation the next time they log into NP2, a move designed to streamline the PCS process.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Under the task order, every command will be ordered to submit weekly pay transaction reports that will include \u201cthe number of transactions in the queue, the oldest pay transaction, the number of transactions returned that week, and the average days to process entitlements from initiation to payment,\u201d according to the task order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commanders will also have to report any outstanding pay claims that have not been processed or submitted to the career center within two weeks, including corrective actions and causes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each fleet\u2019s manpower and personnel department, or N1, will also be responsible for tracking trends, providing training and
