{"id":51813,"date":"2018-03-16T16:04:27","date_gmt":"2018-03-16T16:04:27","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2018\/03\/16\/updated-drone-export-policy-could-come-within-weeks\/"},"modified":"2026-08-07T22:10:21","modified_gmt":"2026-08-07T22:10:21","slug":"updated-drone-export-policy-could-come-within-weeks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/03\/16\/updated-drone-export-policy-could-come-within-weeks\/","title":{"rendered":"Updated drone export policy could come within weeks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. State Department\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/08\/03\/trump-administration-launches-review-of-drone-export-regulations\/\" title=\"\" class=\"\" target=\"_blank\">updated drone export policy<\/a> could be out as quickly as the next month, a top department official said Friday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about the timetable for the new guidance on how unmanned systems are sold abroad, Michael Miller, acting deputy assistant secretary with the bureau of political military affairs, said: \u201cCould be a week, could be a month.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Miller acknowledged he had expected the new drone policy \u201cwas going to be sooner,\u201d but pledged it would likely be \u201csoon\u201d that the unclassified version of the guidance would be released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not being cagey for the sake of it \u2014 I honestly don\u2019t know. But we have been working on something to amend the current policy,\u201d he told Defense News after an event at the Center for Strategic and International Studies. \u201cI don\u2019t have a date.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News first reported in August that the Trump administration was taking a look at rules governing unmanned system exports, <a href=\"https:\/\/www.defensenews.com\/air\/2015\/02\/21\/new-armed-uav-export-rules-help-us-firms\/\" title=\"\" class=\"\" target=\"_blank\">put in place in 2015<\/a>, with an eye on making it easier to sell the systems to partners abroad. At the time, sources believed changes could come as early as September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Producers of unmanned systems in the U.S. have <a href=\"https:\/\/www.defensenews.com\/air\/2015\/10\/29\/hunter-renews-call-for-uav-sales-to-jordan\/\" title=\"\" class=\"\" target=\"_blank\">argued for years<\/a> that they are handicapped on the global marketplace by restrictions that other drone exporters, most notably China and Israel, are not, and the Trump administration has made increased weapon sales abroad part of its plan for economic growth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shifting that 2015 guidance to make it easier for industry to sell abroad is a relatively easy change, but another, larger change is also being sought by the Trump administration. In December, Defense News broke that the administration was also seeking a change for the <a href=\"https:\/\/www.defensenews.com\/air\/2017\/12\/19\/heres-how-the-trump-administration-could-make-it-easier-to-sell-military-drones\/\" title=\"\" class=\"\" target=\"_blank\">Missile Technology Control Regime<\/a>, an agreement among 35 nations that governs the export of missiles and unmanned systems. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the terms of the MTCR, any \u201ccategory-1\u201d system capable of carrying 500-kilogram payloads for more than 300 kilometers is subject to a \u201cstrong presumption of denial.\u201d The administration is seeking to change rules so that an air vehicle that flies at a speed of less than 650 kph would drop to \u201ccategory-2\u201d and thus be subject to approval on a case-by-case
