{"id":51835,"date":"2020-06-23T17:14:39","date_gmt":"2020-06-23T17:14:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/06\/23\/congress-has-questions-about-the-air-force-and-navys-next-generation-fighter-programs\/"},"modified":"2026-08-07T22:11:10","modified_gmt":"2026-08-07T22:11:10","slug":"congress-has-questions-about-the-air-force-and-navys-next-generation-fighter-programs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/06\/23\/congress-has-questions-about-the-air-force-and-navys-next-generation-fighter-programs\/","title":{"rendered":"Congress has questions about the Air Force\u2019s and Navy\u2019s next-generation fighter programs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The House Armed Services Committee wants to limit the amount of money the Air Force and Navy get for <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/farnborough\/2018\/07\/16\/whats-going-on-with-americas-next-fighter-designs\/\" target=_blank>their respective sixth-generation fighter programs<\/a> until it gets some answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy and Air Force are leading separate efforts to develop a follow-on fighter jet to the F-35, with both services calling their programs \u201c<a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/21\/speed-and-range-could-be-key-for-navys-next-fighter-jet\/\" target=_blank>Next Generation Air Dominance<\/a>.\u201d Both projects are in the early stages of development, with the services hoping to ramp up activities this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But HASC intends to fence off 85 percent of the fiscal 2021 funding requested for the NGAD until the committee receives an independent review performed by the Pentagon\u2019s director of cost assessment and program evaluation, according to the Tactical Air and Land Forces Subcommittee\u2019s markup of the FY21 defense policy bill.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/2019\/09\/16\/the-us-air-forces-radical-plan-for-a-future-fighter-could-field-a-jet-in-5-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AF5.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Air Force\u2019s radical plan for a future fighter could field a jet in 5 years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Air Force is seeking rapid-fire plane production as it tries to surpass the capabilities of near-peer competitors like Russia and China.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A committee aide told reporters on Monday that the stipulations are \u201cnothing out of the ordinary\u201d and are meant to allow lawmakers to gain further insight into the programs, not to permanently strip funding from the efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen they field their capabilities, we just want to make sure that they\u2019ve thought them through, that the department has determined that they are affordable and that anything else that is already in the budget into the future that\u2019s high priority as well is not going to get pushed out unintentionally if they have unexpected cost growth or run into problematic issues when they field the capabilities,\u201d the aide said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>How\u2019s the Air Force effort going?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, Air Force acquisition executive Will Roper said the service is on track <a href=\"https:\/\/www.defensenews.com\/air\/2020\/06\/09\/this-summer-could-be-a-make-or-break-moment-for-the-air-forces-next-fighter-program\/\" target=_blank>to finalize a business case <\/a>for its NGAD program this summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force envisions NGAD as a family of systems that could include aircraft, drones and other advanced technologies. But when it comes to developing new advanced aircraft, Roper wants to pursue a new strategy he calls the \u201cDigital Century Series\u201d that would have multiple companies continuously developing new jets and competing against each other for small-batch contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The business case, which is being put together by the program executive office for advanced aircraft, will explore whether the Digital Century Series idea is technically feasible, how the development and procurement process should be structured, and whether it would be cheaper than traditional contracting methods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is going to really help us, I hope, because we\u2019ll show that data and argue that it is not just better from a \u2018competing with China and lethality\u2019 standpoint. It\u2019s just better from a business standpoint,\u201d Roper said. \u201cIf it breaks even or is less [than traditional methods], I will be exceptionally happy. If it\u2019s more expensive \u2014 and I hope not exceptionally more \u2014 then we\u2019re going to have to argue\u201d on behalf of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has asked for $1 billion for its NGAD program for FY21. It received $905 million for the program in FY20.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>How\u2019s the Navy\u2019s effort faring?<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s NGAD program, also known as F\/A-XX, is more mysterious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its FY21 budget rollout this year, the <a href=\"https:\/\/www.defensenews.com\/air\/2020\/06\/01\/at-a-budgetary-crossroads-the-us-navys-aviation-wing-must-choose-between-old-and-new\/\" target=_blank>service announced it would curtail its Super Hornet buy<\/a>, purchasing a final 24 F\/A-18E\/Fs and then using the savings from a planned 36 jet buy from FY22 to FY24 to invest in its own future fighter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Little is known about the Navy\u2019s requirements. The service completed an analysis of alternatives in June 2019, as well as broad requirements and guidance for a concept of operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort is now in <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2019\/05\/06\/whats-killing-the-us-navys-air-wing\/\" target=_blank>the concept development phase<\/a>, during which defense companies explore ideas \u201cthat balance advanced air dominance capabilities and long-term affordability\/sustainment,\u201d Navy spokesman Capt. Danny Hernandez told Defense News earlier this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has signaled that it may not be willing to allow the Navy to stop buying Super Hornets in future years. HASC inserted language into the FY21 defense policy bill urging the Navy to continue buying new Super Hornets, warning the service that next-generation fighter procurement does not always proceed according to plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe committee recalls the Navy curtailed F\/A-18 procurement approximately 10 years ago with aspirational goals to maintain strike-fighter inventory levels with planned procurement of F-35C,\u201d the committee said. \u201cThat plan was not realized due to F-35 program execution and subsequently required the Navy to procure additional F\/A-18E\/F aircraft to reduce operational risk. The committee expects a similar outcome may occur with the Navy\u2019s current plan for FA-XX due to affordability and technological challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also directs the chairman of the Joint Chiefs of Staff and the Defense Department\u2019s inspector general to provide more information on the operational risk incurred by not buying additional
