It outlines a half-dozen guidelines through which military officials may share information with Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo appears to have been inspired by concerns that lawmakers, who have security clearances, will not safeguard military plans. An unnamed defense official told the newspaper that the process in the memo was intended to provide more openness about special operations activities, not less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry and Smith said the idea that Congress is a security risk for classified information \u201cis both inexcusable and inaccurate.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Department is not in a position to evaluate Defense committees\u2019 worthiness to receive classified information, nor characterize our ability to appropriately protect it,\u201d the lawmakers said. \u201cWe intend to address this matter in the National Defense Authorization Act.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2018\/03\/20\/air-force-secretary-defends-clampdown-on-public-engagements\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"206\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3943069.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force secretary defends clampdown on public engagements<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Air Force\u2019s top official on Tuesday stood behind a controversial decision to scale back media engagements while its public affairs apparatus goes through additional operational security training.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Reporters and watchdogs have been critical of decreasing transparency at the Pentagon and restrictied information about troop deployments, specifically during Defense Secretary Jim Mattis\u2019 tenure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On May 31, it will be a year since a Pentagon spokesperson or defense secretary held an on-camera briefing. Traditionally, spokespeople would hold on-camera briefings at least once a week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One problem with the new policy is it lacks protections for whistleblowers, according to Irvin McCullough, a national security analyst for the Government Accountability Project. The concern is that the new policy could inhibit DoD employees from speaking out about misconduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McCullough\u2019s organization and the nonpartisan organization Open the Government have reported the policy proposal to the Office of Special Counsel, the government agency charged with investigating and correcting violations of whistleblower laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re afraid that DoD could use this memo to punish whistleblowers who talk to Congress about violations of law, rule, or regulation,\u201d
