But to win a great sea battle, the Navy\u2019s leaders first must win the homefront battle for the best recruits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are clearly in a war for talent,\u201d <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=681\" target=_blank>Vice Adm. Robert Burke<\/a>, the Navy\u2019s top personnel official, told Congress earlier this year. \u201cCurrent forecasts based on leading economic indicators suggest difficult times ahead.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dynamic economy not only deters some teenagers from enlisting in the Navy but it attracts sailors away from the fleet and into the civilian workforce. Although Burke said the Navy\u2019s enlistment efforts are shipshape for now, his service is taking steps to expand the potential pool of recruits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke is revamping the service\u2019s recruiting policies, ramping up the numbers or recruiters in the field and expanding heavily into cyber-recruiting young digital natives online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy leaders have hiked enlistment bonuses and continue to scrub medical requirements to scrap outdated policies that might block otherwise good recruits from enlisting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials say that retention is a key part of their manpower strategy, too. And for those who do leave, the Navy is looking for ways to entice them back into uniform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those challenges are compounded by the Navy\u2019s drive to build <a href=\"https:\/\/www.navytimes.com\/opinion\/2017\/11\/03\/naysaying-detracts-from-355-ship-buildup\/\" target=\"_blank\">a 355-ship fleet<\/a>, a nearly 25 percent jump over today\u2019s warship roster.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke estimates up to 35,000 more sailors will be needed to operate, support and sustain the new ships.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1199\" height=\"629\" src=\"\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png\" alt=\"\" class=\"wp-image-44945\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png 1199w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=300,157 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=768,403 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hearing_jowers_0214.png.png?resize=1024,537 1024w\" sizes=\"auto, (max-width: 1199px) 100vw, 1199px\" \/><figcaption class=\"wp-element-caption\">Vice Adm. (DoD video screen shot)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">During an interview with Navy Times, Burke was proud that his service reached its goal of recruiting all 39,000 of its recruits by May \u2014 only eight months into Fiscal Year 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he warned the Navy continues to monitor critical specialties such as the nuclear fields, special operations, advanced electronics, aviation and cyber warfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo I challenged Recruiting Command to keep going because I have to get 7,500 more in end strength in [FY19], so everything I can make in FY18 takes down that ramp for \u201919 and makes their mission lower,&#8221; Burke said. &#8220;So they\u2019ve made even another 1,000 toward the already steep goal that I got for them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke\u2019s head start means that the Navy will edge close to being 2,000 recruits over the end strength authorized by Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that\u2019s allowed by law and the surplus helps to prime the service for reaching its goal of enlisting 44,000 new sailors in Fiscal Year 2019.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"693\" src=\"\/wp-content\/uploads\/2026\/08\/Recruit3.jpg.jpg\" alt=\"\" class=\"wp-image-63237\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruit3.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruit3.jpg.jpg?resize=300,173 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruit3.jpg.jpg?resize=768,444 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruit3.jpg.jpg?resize=1024,591 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">A recruit posts as a road guard to stop traffic for his division as they march in formation at Recruit Training Command in Great Lakes, Illinois, on Oct. 29. McLane<\/a>, who took the helm of Navy Recruiting Command in July, is waging his own war against teenage America\u2019s disinterest in military service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the top challenges Navy Recruiting encounters now is a declining propensity to serve among our young people,\u201d McLane told Navy Times. \u201cWe expect this trend to continue into the future unless we take action now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The former commanding officer of the guided-missile destroyer Carney when it won both the Battle E and the prestigious Battenberg Cup, McLane pointed to Pentagon surveys of the 21 million young adults between the ages of 17 and 21. Only about 20 percent of them \u2014 roughly 4.5 million people \u2014 are qualified to serve, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And only about 375,000 even want to do so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interest in joining the military <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/09\/11\/a-person-born-on-sept-11-2001-can-now-enlist-to-fight-in-the-war-that-day-spawned\/\" target=_blank>is waning<\/a>. Conducted in late 2017, the most recent internal Defense Department research reveals that only 11 percent of young adults say they are likely to join the military, the lowest rate in nearly a decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about their interest in specific services, only 7 percent of young Americans indicate a likelihood of enlisting in the Navy, a rate similar to those eyeing the Army and Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy competes with the other services as well as colleges, universities, and private sector employers for the top talent among this group,\u201d McLane said. \u201cThe bottom line: There\u2019s a lot of stiff competition out there for a very limited pool of candidates.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he sees some bright spots gleaming in the darkening data. For example, many young people who are qualified are not opposed to military service; they just lack the awareness, motivation or encouragement to join, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI call these 1.7 million qualified men and women the \u2018fence-sitters,\u2019 and we are increasing our recruiting efforts to reach them,\u201d McLane said. \u201cOur marketing strategies are increasingly tailored towards providing these individuals with the right data points to make an informed decision on how the benefits of the Navy can bring them closer to their goals and aspirations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bulk of the eligible population are the generation nicknamed the \u201cCentennials,\u201d those born around or after the turn of the century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They\u2019ve never known life without the internet or hand-held technology. As a result, they\u2019re most comfortable, and tend to get their information from digital and social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCentennials live in the digital domain more than any prior generation, and we\u2019ve recalibrated which mediums to meet them in,\u201d he said. \u201cWe have now 70 percent of our marketing aimed at digital platforms, which are more familiar to today\u2019s young people \u2026 where they are most comfortable, so we can increase their propensity to serve.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1165\" height=\"685\" src=\"\/wp-content\/uploads\/2026\/08\/Recruiting2.jpg.jpg\" alt=\"\" class=\"wp-image-63242\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruiting2.jpg.jpg 1165w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruiting2.jpg.jpg?resize=300,176 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruiting2.jpg.jpg?resize=768,452 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Recruiting2.jpg.jpg?resize=1024,602 1024w\" sizes=\"auto, (max-width: 1165px) 100vw, 1165px\" \/><figcaption class=\"wp-element-caption\">Rear Adm. (Chief Mass Communication Specialist Travis Simmons\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">To meet future recruiting mission numbers, Burke said they\u2019re expanding the recruiting force, including hiking the numbers of recruit division commanders whose job it is to turn raw recruits into sailors at Recruit Training Command in Great Lakes, Illinois.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2009, during the most recent economic recession, the Navy began trimming its force of 4,200-strong active-duty recruiters. The ranks dwindled to 2,900 in 2016 and began to inch up. There are 3,100 recruiters now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNavy Recruiting is expecting a ramp-up of 200 recruiters per year for the next two years,\u201d said Lt. Cmdr. Jessica L. McNulty, spokeswoman for Navy Recruiting Command. \u201cOnce the 400 plus-up is complete, the total active-duty production recruiters will be 3,364 in FY 2019, which is still 836 less than FY 2009. We are projected to be at 3,550 in FY 2020.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has sweetened the pot for those opting for recruiting duty. They\u2019re raising Special Duty Assignment pay, allowing sailors to collect between $300 and $525 extra per month, depending on the recruiter\u2019s skill level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also offer many other perks such as quarterly meritorious advancements and extra uniform allowances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then there are the \u201ccyberspace recruiters,\u201d sailors who are physically located at Navy Recruiting Command headquarters in Millington, Tennessee, but who ply their persuasive trade online, where the Centennials spend much of their free time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThrough the website, prospective applicants are able to chat directly with a cyberspace recruiter,\u201d McLane said. \u201cThe Centennial generation are digital natives and expect to communicate with others in this medium versus talking on the phone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These chat sessions are considered to be an initial basic interview \u2014called a \u201cblueprint\u201d \u2014 to ensure that the applicant meets the Navy\u2019s basic eligibility requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the applicants meet entry requirements \u2014 including education levels and height and weight standards \u2014 the cyber recruiter passes the information to field recruiters near where the young people live, McLane said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1186\" height=\"671\" src=\"\/wp-content\/uploads\/2026\/08\/motherewagewag.jpg.jpg\" alt=\"\" class=\"wp-image-63246\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/motherewagewag.jpg.jpg 1186w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/motherewagewag.jpg.jpg?resize=300,170 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/motherewagewag.jpg.jpg?resize=768,435 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/motherewagewag.jpg.jpg?resize=1024,579 1024w\" sizes=\"auto, (max-width: 1186px) 100vw, 1186px\" \/><figcaption class=\"wp-element-caption\">Curtis Abbott and his mother, Melissa Ensey, get sworn into the Navy at MEPS in Kansas City, Missouri. Burke ordered his staff take a hard look at all the Navy\u2019s recruiting policies. But he refused to budge on what he considers what\u2019s most important to the Navy \u2014 their armed services entry test scores.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;re not going to sacrifice quality,&#8221; Burke said. &#8220;What we&#8217;ve done, though, is taken a good hard look at self-imposed policies that limit the spectrum of candidates that we look at.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That included medical requirements that seemed to disqualify many otherwise good potential recruits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re engaging with our medical experts to make sure that our medical standards \u2014 the Navy\u2019s side of the medical standards are up to date with societal norms, making sure that we\u2019re not negatively impacting fleet readiness,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor example, were doing creative things such as waivers where our medical policy was \u2018old school,\u2019 such as ADHD [attention-deficit-hyperactive disorder] when you were little or an asthma inhaler when you were 5 \u2014 outdated medical policy thinking that [the Navy\u2019s Bureau of Medicine] was really helpful as we thought these through.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke told lawmakers that Navy leaders continue to see how far they can stretch existing policy on age limits, working with Congress to allow the service to commission older officers with critical skills with critical skills, such as doctors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some jobs won\u2019t garner waivers, such as pilots and officers joining the nuclear programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut, everywhere else, we\u2019ve opened them up to the full latitude in enlisted programs, as well,\u201d Burke testified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s pushing to modernize single-parent policies, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Where you have an older single parent, where they&#8217;ve demonstrated they can responsibly care for those children and could translate that into military service,&#8221; Burke told Congress. &#8220;So we&#8217;ve opened up our doors to those sorts of situations, as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke\u2019s plan of attack also includes increased enlistment bonuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s budget for extra recruiting enticements this fiscal year is nearly $82 million, up from about $26 million in Fiscal Year 2014. (Mass Communication Specialist 2nd Class Spencer Fling\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Another area the Navy\u2019s has begun to mine is the ranks of veterans, those who separated from the service but might not realize that they can return to the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy recruiters have offered some enlisted sailors what they call a \u201cGolden Ticket\u201d that\u2019s good for expedited re-entry for a year after they separate, provided they remain affiliated with the reserves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Burke said there are more sailors out who simply wanted to reenter civilian life, only to grow to regret the decision a year or two after exiting the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe work to keep track of many of these sailors and engage with them occasionally to let them know what the opportunities are that are open to them,\u201d Burke told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recruiters also are hunting for veterans of the Navy and other services who earned college degrees or learned advanced skills while civilians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past five years, the service has wooed 314 Navy veterans \u2014 and 195 vets from the sister services \u2014 to join the fleet.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"670\" src=\"\/wp-content\/uploads\/2026\/08\/hair2.jpg.jpg\" alt=\"\" class=\"wp-image-63252\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hair2.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hair2.jpg.jpg?resize=300,168 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hair2.jpg.jpg?resize=768,429 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/hair2.jpg.jpg?resize=1024,572 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">A newly-arrived recruit gets his hair cut on Sept. 19 at  the Golden Thirteen Recruit In-Processing Center.
