{"id":58803,"date":"2021-04-28T09:30:00","date_gmt":"2021-04-28T09:30:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2021\/04\/28\/seapower-backers-propose-25b-to-fix-us-shipyards\/"},"modified":"2026-08-07T22:25:17","modified_gmt":"2026-08-07T22:25:17","slug":"seapower-backers-propose-25b-to-fix-us-shipyards","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/04\/28\/seapower-backers-propose-25b-to-fix-us-shipyards\/","title":{"rendered":"Sea power backers propose $25 billion to fix US shipyards"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 As the U.S. Navy grapples with outdated maintenance facilities and a fleet stretched by maintenance backlogs, a bipartisan, bicameral group of lawmakers are proposing a $25 billion cash infusion for public and private shipyards timed for Congress\u2019 debate on a massive infrastructure package.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The additional money would fully fund <a href=\"https:\/\/www.defensenews.com\/naval\/the-drift\/2020\/12\/12\/a-maintenance-house-of-card-the-drift-s-ii-vol-xxxiv\/\" target=_blank>the Navy\u2019s ongoing 20-year, $21 billion public shipyard recapitalization plan<\/a> in a single year, with flexibility to spend that money over time. Another $4 billion for private shipyards that build and maintain the fleet makes up the rest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 11-page Shipyard Act, introduced Wednesday, comes after President Joe Biden proposed a $2.25 trillion infrastructure package and Republicans made a $568 billion counteroffer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sponsors \u2015 all from shipbuilding states \u2015 pointed to both the economic value of the yards and how improvements would support a larger fleet to counter China\u2019s growing naval ambitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Roger Wicker, R-Miss., is leading the legislation with Democrats Tim Kaine of Virginia and Jeanne Shaheen of New Hampshire; as well as Maine Sens. Angus King, an independent, and Susan Collins, a Republican. Rep. Rob Wittman, who is the top Republican on the House Seapower and Projection Forces Subcommittee, is sponsoring a House version with Rep. Mike Gallagher, R-Wis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs lawmakers consider ways to improve our nation\u2019s infrastructure, the facilities that support our Navy fleet should be a part of the conversation,\u201d Wicker said in a statement. \u201cCongress has already taken the important step of committing to a larger Navy, but our shipyards are having trouble servicing today\u2019s 296-ship fleet, and are clearly insufficient to maintain the 355-ship or larger fleet we need to counter China, Russia, and other adversaries. Now is the time to provide our Navy leaders the support they need to grow and preserve our fleet for generations to come.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2021\/03\/19\/the-us-navys-shaky-plan-to-save-its-shipyards-is-getting-overhauled\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"211\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ghwb.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Navy\u2019s shaky plan to save its shipyards is getting overhauled<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy&#039;s Shipyard Infrastructure Optimization Plan may need more funds to accommodate a larger fleet.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The lawmakers argue their bill will help address a backlog of modernization, maintenance and expansion projects the Navy has identified at public shipyards, as well as provide flexibility to support capital improvement projects and other investments at the commercial yards needed to maintain and grow the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVirginia\u2019s public and private shipyards are crucial to strengthening our national security,\u201d said Kaine, who chairs the Senate subpanel on military readiness. \u201cThis legislation would ensure that our sailors, shipbuilders, and ship repairers have the most up-to-date tools, equipment, and facilities to ensure our Navy remains ready to protect our nation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bills are meant to cover improvements to shipyard infrastructure, construction of new dry docks and other items to enable shipyards used by the Navy to keep pace with the service\u2019s needs. It would provide flexible, multiyear funding through the Defense Production Act, which could be spent at the Navy secretary\u2019s discretion, to include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>$21 billion to accelerate the Navy\u2019s Shipyard Infrastructure Optimization Program, or SIOP, aimed at improving its four public shipyards in Portsmouth, Virginia; Kittery, Maine; Pearl Harbor, Hawaii; and Bremerton, Washington. (It would follow the $1.8 billion already spent on SIOP since 2018.)<\/li><li>$2 billion to upgrade commercial shipyards, subcontractors and suppliers that maintain and repair the Navy\u2019s fleet. There are about 20 major repair shipyards, mainly in Alabama, California, Florida, Hawaii, Mississippi, South Carolina, Virginia, Washington and Wisconsin.<\/li><li>Another $2 billion would upgrade the commercial shipyards, subcontractors and suppliers that build the fleet. Those are Ingalls Shipbuilding in Mississippi, Austal USA in Alabama, Newport News Shipbuilding in Virginia, Electric Boat in Connecticut and Rhode Island, Bath Iron Works in Maine, Fincantieri Marinette Marine in Wisconsin, and NASSCO General Dynamics in California.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy and industry will likely welcome the proposal, as private shipyards need to expand capacity to build a larger fleet, Jerry Hendrix, a retired U.S. Navy captain and an analyst with The Telemus Group, said in a recent op-ed for the Wall Street Journal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere simply isn\u2019t enough capacity to expand and service the fleet, which is why the Navy hasn\u2019t grown much even as its budget has expanded,\u201d Hendrix wrote. \u201cThe production of Virginia-class fast-attack submarines and Burke-class destroyers has fallen six to 12 months behind schedule even as lawmakers say they want to buy more of these ships.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"3245\" height=\"2170\" src=\"\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg\" alt=\"\" class=\"wp-image-65925\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg 3245w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg?resize=300,201 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg?resize=768,514 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg?resize=1024,685 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg?resize=1536,1027 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mississippi.jpg.jpg?resize=2048,1370 2048w\" sizes=\"auto, (max-width: 3245px) 100vw, 3245px\" \/><figcaption class=\"wp-element-caption\">The Virginia-class attack submarine Mississippi in the Atlantic Ocean. (U.S. Navy photo courtesy of General Dynamics Electric Boat)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While it\u2019s not explicit in the legislation, the idea behind investing taxpayer dollars in private shipyards is that the government would come to a cost-sharing arrangement with the companies involved. The thinking goes that without a funding boost, companies aren\u2019t necessarily incentivized to undertake major capital investments like building new dry docks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As to maintenance, the proposal comes a month after service officials disclosed they were reworking the SIOP plan and acknowledged that its public shipyards can\u2019t meet the needs of the current fleet, let alone accommodate a growing fleet. The head of Naval Sea Systems Command, <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/03\/19\/the-us-navys-shaky-plan-to-save-its-shipyards-is-getting-overhauled\/\" target=_blank>Vice Adm. Bill Galinis, told lawmakers<\/a> the sea service was studying how much money it would need to accelerate SIOP by five or 10 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, <a href=\"https:\/\/www.heritage.org\/defense\/report\/us-navy-shipyards-desperately-need-revitalization-and-rethink\" target=_blank>the Heritage Foundation\u2019s Maiya Clark reported<\/a> on how many of the Navy\u2019s dry docks are not suitable for the task of even <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/09\/19\/is-the-us-navy-winning-the-war-on-maintenance\/\" target=_blank>maintaining the current fleet<\/a>. For example, many dry docks that can currently service the Los Angeles-class attack submarines are too short to service the newest Block V Virginia-class submarine, which is 83 feet longer than earlier variants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The argument for the legislation is that any delay will worsen the Navy\u2019s maintenance shortfalls, as documented by multiple government watchdog agencies. Fewer ships were available for operations because the Navy\u2019s four shipyards, from 2015 through 2019, completed 75 percent of maintenance periods late for aircraft carriers and submarines, <a href=\"https:\/\/www.defensenews.com\/news\/your-navy\/2020\/08\/21\/watchdog-75-percent-of-sub-and-aircraft-carrier-maintenance-ended-late-in-recent-years\/\" target=_blank>a 2020 Government Accountability Office report found<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.cbo.gov\/publication\/57026\" target=_blank>Congressional Budget Office report <\/a>on submarine maintenance delays at the Navy\u2019s understaffed four shipyards recommended increasing capacity by hiring more workers and shifting more maintenance to private yards. Infrastructure improvements weren\u2019t a recommendation, but it did acknowledge the Navy projects SIOP improvements would yield a 5 percent efficiency gain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Chief of Naval Operations Adm. Michael Gilday in December acknowledged the dry dock shortfalls and said the Navy considers SIOP a \u201chigh priority,\u201d adding that the service plans to invest nearly $1 billion in military construction dollars per year across the four shipyards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese dry docks on average, as you know, are over 100 years old and we\u2019ve neglected them for too long,\u201d he said. \u201cAnd this is a strategic decision by the department to make this a priority and put the money where we need to, or we can\u2019t sustain the fleet of the future.
