{"id":58938,"date":"2020-06-30T21:34:28","date_gmt":"2020-06-30T21:34:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/06\/30\/pentagon-to-increase-control-over-nuclear-weapons-funding-under-senate-proposal\/"},"modified":"2026-08-07T22:28:08","modified_gmt":"2026-08-07T22:28:08","slug":"pentagon-to-increase-control-over-nuclear-weapons-funding-under-senate-proposal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2020\/06\/30\/pentagon-to-increase-control-over-nuclear-weapons-funding-under-senate-proposal\/","title":{"rendered":"Pentagon to get more control over nuclear weapons funding under Senate proposal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Senate Armed Services Committee has proposed a radical change to how the nuclear weapons budget is formed every year, one which would give the Department of Defense a far stronger hand in crafting the funding for nuclear issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The language, contained in Section 3111 of the SASC\u2019s proposed National Defense Authorization Act, would give the Pentagon-led Nuclear Weapons Council a say in the budget development of the <a href=\"https:\/\/www.defensenews.com\/outlook\/2019\/12\/02\/nnsa-administrator-the-us-and-nuclear-threat-reduction\/\">National Nuclear Security Administration<\/a>. The NNSA is a semiautonomous agency within the Department of Energy that has oversight of America\u2019s nuclear warheads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move follows a contentious budget fight earlier this year between DOE and congressional supporters of the Pentagon, which ultimately resulted in NNSA <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/10\/trump-budget-requests-46-billion-for-nuclear-weapons-programs\/\">receiving a significant budget increase<\/a> over what Energy Secretary Dan Brouillette requested. During that disagreement, <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/01\/28\/trump-will-seek-20-budget-boost-for-nukes-says-inhofe\/\">Brouillette clashed with<\/a> Sen. Jim Inhofe, R-Okla., the SASC chairman who crafted the newest budget proposal.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/01\/23\/in-nuclear-spending-fight-its-trump-allies-vs-white-house-budget-office\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NNSA_lisA_GH.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">In nuclear spending fight, it\u2019s Trump\u2019s Hill allies vs. White House budget office<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Key Republicans in Congress are appealing to President Donald Trump for a significant budget boost for nuclear modernization.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The January flare-up over NNSA\u2019s budget was \u201ccertainly the driving factor\u201d in SASC\u2019s push to modify how the budget process works, according to a SASC aide, speaking on condition of anonymity ahead of NDAA negotiations. But the aide added that it has been \u201cfairly clear\u201d for a while that \u201cthe system as it\u2019s set up right now, in law and by practice, is not functioning very efficiently.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the proposal, NNSA\u2019s budget request would still be built within the DOE. But instead of the request then going to the Office of Management and Budget, which oversees the whole government budget process, NNSA\u2019s portion would be sent first to the Nuclear Weapons Council. The council would assess and make changes to the request in order to better align it with the Pentagon\u2019s views of what is needed, and then send the document back to the DOE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Energy Department would then be required to submit the language as marked up by the council to OMB. The SASC aide told Defense News that the request that arrives at OMB would be clearly marked as to what changes the DoD requested, in order to provide transparency surrounding the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The language would not change the ability for OMB and the president to ultimately have the final say on funding levels for the agencies. But it would give the Nuclear Weapons Council \u2014 chaired by the <a href=\"https:\/\/www.defensenews.com\/industry\/2020\/04\/30\/defense-industry-shutdowns-trend-upward-but-lord-watching-cash-flow\/\">undersecretary of defense for acquisition and sustainment<\/a>, and made up of five other top Pentagon officials and the NNSA administrator \u2014 a newly enlarged voice on formulating the budget, one that critics worry would focus on weapon modernization over all other matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf these provisions were to become law, other Energy Department national security missions, such as defense environmental cleanup, would be at greater risk from the budget ax,\u201d said Kingston Reif of the Arms Control Association. \u201cInstead of giving the council even freer rein, Congress should be seeking more transparency from the council about its deliberations and how it goes about <a href=\"https:\/\/www.defensenews.com\/smr\/nuclear-arsenal\/2020\/02\/24\/inside-americas-newly-revealed-nuclear-ballistic-missile-warhead-of-the-future\/\" target=_blank>generating requirements for the nuclear arsenal<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SASC aide countered that the language of Section 3112, which would require NNSA\u2019s budget be submitted as its own entity, separate from other nuclear weapon-related activities, was written with that issue in mind. The intent, per the aide, is to specifically avoid a situation where the Nuclear Weapons Council requests higher funding for NNSA\u2019s weapons programs, which in turn could come out of defense cleanup efforts elsewhere at DOE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In jurisdictional terms, the development of nuclear weapons falls under the House and Senate Armed Services committees and so should not require approval from the energy committees in Congress, the aide said. Roll Call <a href=\"https:\/\/www.rollcall.com\/2020\/06\/30\/defense-bill-would-give-pentagon-power-over-energys-nuclear-arms-budget\/\">reported Tuesday<\/a> that Brouillette, the energy secretary, wrote a letter to Inhofe flatly opposing the move on the grounds it \u201cleaves the Secretary with responsibility for the program, while removing his or her ability to effectively manage it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NNSA spokeswoman Ana Gamonal de Navarro said in a statement that the agency \u201cstrongly objects\u201d to the language in the NDAA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGranting the Department of Defense authority over the Department of Energy\u2019s annual budget undermines DOE\u2019s position as a separate and equal Cabinet-level agency,\u201d Navarro said. \u201cIt also subjects the priorities of NNSA to DoD\u2019s discretion, potentially causing setbacks and underfunding of other critically important missions of the DOE\u2019s NNSA and Environmental Management programs. We urge Congress to allow DOE and NNSA to continue to work together to deliver a budget that will support our mission and commitment to the American people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the language heads to the full Senate for a debate, supporters of the DOE are lining up to try and block the SASC language from moving forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Lisa Murkowski, R-Alaska, the chairwoman of the Energy and Natural Resources Committee, has teamed with the panel\u2019s ranking member, Sen. Joe Manchin, D-W.Va,. to oppose the language, according to Roll Call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And on Monday evening, energy committee member Sen. Maria Cantwell, D-Wash., blasted the proposed legislation as \u201creally egregious\u201d language that would \u201cwrestle away control of our nuclear arsenal and give it to the military.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of now, there is no corresponding language in the House Armed Services Committee, which heads for markup on Wednesday. It seems unlikely the House, controlled by Democrats who have expressed skepticism about Pentagon nuclear modernization efforts in recent years, would mirror the SASC language.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SASC aide said Inhofe had reached out to all the relevant players to try and preempt opposition, but \u201cgenerally, the Department of Energy was unwilling to acknowledge that there had been any issue in the process,\u201d the aide said. \u201cIn this case we believe it was necessary because otherwise nothing was
