{"id":58980,"date":"2019-10-31T18:42:43","date_gmt":"2019-10-31T18:42:43","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/10\/31\/defense-spending-bill-stalls-in-senate-vote-over-border-wall\/"},"modified":"2026-08-07T22:25:05","modified_gmt":"2026-08-07T22:25:05","slug":"defense-spending-bill-stalls-in-senate-vote-over-border-wall","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/10\/31\/defense-spending-bill-stalls-in-senate-vote-over-border-wall\/","title":{"rendered":"Defense spending bill fails Senate vote in fight over border wall"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The Senate on Thursday failed to advance a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/28\/senate-dems-likely-to-block-defense-spending-in-border-wall-dispute\/\" target=\"_blank\">defense spending bill for 2020 <\/a>amid partisan fighting over the president\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/09\/25\/senate-again-votes-to-end-dod-dependent-border-emergency-bucking-veto-threat\/\" target=\"_blank\">use of military funding for the border wall<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The package of spending for the Department of Defense and for the departments of Labor and Health and Human Services failed on a procedural vote, as most Democrats withheld their support. The vote was 51-41, which fell short of the 60 votes needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was progress earlier Thursday when the Senate voted 84-9 to pass a package of fiscal 2020 domestic spending bills passed by the House. The package included measures for the Appropriations Subcommittees on Commerce, Justice, Science, and Related Agencies; Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Interior, Environment, and Related Agencies; and Transportation, Housing and Urban Development, and Related Agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Closed-door budget talks have showed signs of a thaw. On Tuesday, top aides to House and Senate appropriators, leadership from both parties, and White House officials met to find common ground on various policy issues, including the border wall and spending allocations for individual bills, called 302(b)s \u2015 which are essentially the details beyond the larger bipartisan, two-year, $2.7 trillion <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2019\/07\/22\/deal-sealed-on-federal-budget-ensuring-no-shutdown-default\/\" target=\"_blank\">budget deal<\/a> Congress reached in July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re talking seriously about the 302(b)s, and that\u2019s a renewed conversation,\u201d said Senate Appropriations Committee Chairman Richard Shelby, R-Ala. \u201cWe\u2019re talking now and we made that step today, but that is a step.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelby said he is also having ad hoc conversations with key Democrats to resolve smaller policy issues.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2019\/10\/31\/troops-2020-pay-raise-is-safe-despite-dire-talk-from-lawmakers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5872408.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Troops\u2019 2020 pay raise is safe, despite dire talk from lawmakers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The 3.1 percent paycheck hike is set to take effect on Jan. 1, with or without a broader budget deal.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Because Senate Majority Leader Mitch McConnell, R-Ky., held the vote on the areas of defense, labor, and health and human services ahead of a larger bipartisan agreement, Republicans were able to rhetorically blast Democrats, accusing them of being too consumed with the presidential impeachment inquiry to fund the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWashington Democrats have talked up a storm in recent days, criticizing the Trump administration\u2019s approach to Syria and the Middle East. Lots of talk,&#8221; McConnell said in a Senate floor speech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut apparently they are not concerned enough about the Middle East and fighting ISIS to actually vote for the funding that keeps those missions going,\u201d he added, using an acronym for the Islamic State group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate Appropriations Committee\u2019s top Democrat, Sen. Patrick Leahy, said Democrats would oppose the bill because it shortchanges domestic programs and shifts bills in defense spending away from military construction projects to President Donald Trump\u2019s southern border wall initiative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe oppose this bill because we are fighting to protect funding for the men and women in uniform,\u201d said Leahy of Vermont, calling Trump\u2019s effort to shift funds a \u201cshort-sighted cash grab.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Minority Leader Chuck Schumer, D-N.Y., warned that Trump\u2019s insistence on wall funding led to last year\u2019s record <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/01\/22\/senate-reaches-deal-to-end-government-shutdown\/\" target=_blank>government shutdown<\/a>. He exhorted McConnell to stop distorting Democrats\u2019 positions and engage in serious, bipartisan talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInstead of this bunk, Leader McConnell, my Republican friends, roll up your sleeves and work with us and get something done,\u201d Schumer said. \u201cAs is clear, the bills we are voting on where there&#8217;s agreement, we can move forward.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/it-networks\/2019\/10\/29\/army-network-fielding-plan-could-collapse-under-extended-continuing-resolution\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"186\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Nett-Warrior-cables.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army\u2019s plan to field its network could collapse under an extended continuing resolution<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Without a budget deal, the Army&#039;s modernized network is in jeopardy.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">With talks dragging and the likelihood that impeachment proceedings against Trump will dominate congressional business, lawmakers acknowledged they will likely need a <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/10\/25\/congress-mulls-spring-cr-to-avoid-government-shutdown\/\" target=\"_blank\">stopgap spending measure<\/a> that extends after the last funding patch expires Nov. 21, to avoid a government shutdown. Whether the patch will extend until the end of the calendar year or into February or March is under discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelby was unable to say Thursday whether Congress can manage both impeachment proceedings and pass the spending bills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would be a wonderful thing to do, do all of our approps, do all of that. The question is will it be done,\u201d Shelby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate\u2019s No. 2 Republican, Sen. John Thune, of South Dakota, told reporters Thursday that the linchpin to a larger deal is an agreement on funding allocations and that reaching such a deal before Nov. 21 \u201cis probably aspirational at this point.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thune expressed hope that impeachment proceedings would not further stall the appropriations process. \u201cWe\u2019re hoping that in light of everything else that\u2019s happening that we get a budget deal that gets [defense appropriations] across the finish line,\u201d he
