Clear, consistent standards are needed to judge how well\u00a0evaluate <\/span>voting assistance programs\u2019 success in<\/span>\u00a0are\u00a0giving troops and family members the tools and\u00a0information they need,\u00a0according to a DoD Inspector General report issued by the Defense Department Inspector General on <\/span>April 5.<\/p>\n\n\n\n

Department of Defense\u00a0voting assistance programs have the responsibility to <\/span>must ensure that service members and their <\/span>eligible dependents are aware of their right to vote, and have the tools needed to exercise it,\u00a0regardless of where they are stationed, and to provide the tools and resources they need to exercise their right to vote<\/span>. This includes\u00a0ey do this in a variety of ways, such as <\/span>voting assistance officers within units, voting assistance offices on installations,\u00a0and disseminating information electronically and in other ways to service members and family members <\/span>families.\u00a0<\/p>\n\n\n\n

By law, the Inspector General offices of each of the <\/span>service must conduct annual <\/span>reviews of<\/span> the compliance and\u00a0effectiveness of their<\/span> voting assistance programs each year, and an annual review of the compliance with the voting assistance programs<\/span>. \u00a0<\/p>\n\n\n\n

However, there is no standard definition of “compliance” in either federal law or in DoD regulations, which is causing inconsistencies, according to the IG. Each service IG determined and reported on their service’s voting assistance program compliance in a different manner.\u00a0<\/span>The different\u00a0processes that <\/span>the services use produced subjective results “that were difficult to understand or verify,” the IG reported stated. The law and DoD <\/span>No regulations don’t <\/span>specify the criteria or process for\u00a0to use to <\/span>assessing the voting assistance <\/span>programs.\u00a0<\/p>\n\n\n\n

As a result, the service determinations were difficult for the DoD IG to compare or verify.\u00a0These inconsistencies may make it difficult for members of Congress and others to determine whether the voting assistance programs are meeting requirements for assisting troops and families who want to vote.<\/p>\n\n\n\n

The IG recommends that the DoD’s Federal Voting Assistance Program (FVAP) <\/span>office work with the services’ Inspector General offices of each of the services \u00a0<\/span>on a DoD-wide\u00a0definition of compliance.\u00a0FVAP officials told Military Times they plan to do so.<\/p>\n\n\n\n

The IG office noted that because of the short timeframe of the assessment, they weren’t able to give the FVAP DoD Federal Voting Assistance Program <\/span>office the opportunity to officially\u00a0respond,<\/span> before publishing publication of <\/span>the final <\/span>report. They’ve asked for a written response.\u00a0<\/p>\n\n\n\n

FVAP officials will\u00a0work with service \u00a0inspectors general and other officials to help establish a standard DoD definition of what compliance with the voting assistance program means, said FVAP spokeswoman Mandi Richmond.\u00a0offer assistance to the services’ inspectors general and to the senior service voting representatives\u00a0to help establish a standard DoD definition of Voting Assistance Program compliance, said FVAP spokeswoman\u00a0Mandi Richmond, a spokeswoman for the Federal Voting Assistance Program, in a response to questions.\u00a0Thus <\/span>The service IGs will uniformly report to the DoD IG, which may help in the review of the <\/span>services’ compliance reviews,\u00a0said FVAP spokeswoman\u00a0Mandi Richmond.<\/p>\n\n\n\n

“As always, our ultimate goal is to help ensure every service member\u00a0and their families are aware of their right to vote, and have the tools and resources to successfully do so.”<\/p>\n\n\n\n

The inspectors general of all but one service \u2014 the Navy \u2014 found their services’ voting assistance programs to be in compliance in 2015.<\/p>\n\n\n\n

The Navy IG reported that its service’s voting assistance program was not fully compliant\u00a0and determined that the\u00a0Navy\u00a0needs a means of effectively communicating and quickly disseminating voting information.<\/p>\n\n\n\n

Some Navy installation voting assistance officers weren\u2019t providing voter assistance to all potentially eligible personnel, and the installation VAOs were not located in well-advertised areas extensively visited by personnel, family members and DoD civilians. Navy voting assistance program officials are currently assessing the locations, operating hours and marketing to increase awareness of the voting assistance resources and\u00a0are\u00a0working with the FVAP office\u00a0DoD Federal Voting Assistance Program office\u00a0<\/span>to increase the compatibility of the FVAP portal with Navy networks.<\/p>\n\n\n\n
