{"id":60849,"date":"2021-09-24T10:35:46","date_gmt":"2021-09-24T10:35:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2021\/09\/24\/milley-us-should-explore-more-military-talks-with-russia\/"},"modified":"2026-08-20T16:07:24","modified_gmt":"2026-08-20T16:07:24","slug":"milley-us-should-explore-more-military-talks-with-russia","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/09\/24\/milley-us-should-explore-more-military-talks-with-russia\/","title":{"rendered":"Milley: US should explore more military talks with Russia"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ABOARD A U.S. MILITARY AIRCRAFT (AP) \u2014 The U.S. should explore ways to expand its military contacts with the Russians, potentially to include allowing observers from each country to watch the other\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/05\/30\/as-russia-tensions-simmer-nato-conducts-massive-war-games\/\" target=\"_blank\">combat exercises<\/a>, in a broad effort to increase transparency and reduce the risk of conflict, the top U.S. military officer said Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Gen. Mark Milley, chairman of the Joint Chiefs of Staff, <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/09\/22\/milley-meets-russian-counterpart\/\" target=\"_blank\">met in Finland for six hours Wednesday<\/a> with his Russian counterpart, Gen. Valery Gerasimov, chief of the Russian General Staff. Speaking to two reporters traveling with him back to the U.S., Milley said that military contacts between the two great powers are currently largely limited to senior leaders such as the defense secretary, the chairman and the supreme allied commander for Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he said the U.S. might look into allowing the military service chiefs to form stronger relationships with their Russian counterparts \u2014 which is currently not allowed. That way, for example, naval leaders could reach out to avoid conflict when there are <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/05\/14\/russian-admiral-frets-over-us-military-presence-provocative-nato-drills\/\" target=\"_blank\">tensions at sea.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to put in place policies and procedures to make sure that we increase certainty, to reduce uncertainty, increase trust to reduce distrust, increase stability to reduce instability in order to avoid miscalculation and reduce the possibility of great power war,\u201d Milley said. \u201cThat\u2019s a fundamental thing that we should try to do, and I am going to try to do it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allowing observers at exercises and other changes, he said, are worth exploring. \u201cWe might not do it, but we should at least take a look at it,\u201d Milley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley declined to detail the contents of his talks with Gerasimov, but a Joint Staff statement appeared to suggest that transparency was discussed. The statement said the meeting was focused on the military and that \u201cboth sides seek increased transparency to reduce misunderstanding and increase stability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley\u2019s comments Thursday come in the midst of a furor over calls he made during the final turbulent months of Donald Trump\u2019s presidency to assure his Chinese counterpart that the United States was stable and wasn\u2019t going to suddenly go to war with or attack China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley has argued that the calls were routine and \u201cperfectly within the duties and responsibilities\u201d of his job to reassure an adversary and ensure strategic stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump, however, has labeled his calls to the Chinese as treasonous, and some Congress members have called for him to step down. As the debate roiled in D.C., however, Milley was thousands of miles away doing much of the same thing: speaking to his military counterparts \u2014 both allies and adversaries \u2014 in a series of meetings in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">America\u2019s relationship with Russia has been precarious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After a period of post-Cold War cooperation on nuclear security and other defense issues, the relationship between Washington and Moscow took a nosedive, particularly after Russian forces entered the former Soviet republic of Georgia in 2008. Tensions spiked with Russia\u2019s annexation of Crimea in 2014 and its military intervention in eastern Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More recently, the U.S. has blasted Russia\u2019s attempts to interfere in American elections and linked Moscow to widespread cyberattacks, including the SolarWinds espionage campaign that exposed 80 percent of the email accounts used by the U.S. attorneys\u2019 offices in New York and several other departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the Ukraine invasion, Congress in 2016 severely limited military cooperation with Russia. The law prohibits \u201cmilitary-to-military cooperation\u201d until the secretary of defense certifies that Russia \u201chas ceased its occupation of Ukrainian territory\u201d and \u201caggressive activities.\u201d The law was later amended to state that it does not limit military talks aimed at \u201creducing the risk of conflict.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley on Thursday said that military-to-military contacts with Russia have worked in the past to de-escalate tense situations. Without being specific, he said there were \u201ca couple of incidents that occurred between us and the Russians over the last two years\u201d that triggered calls between Milley and Gerasimov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such calls, he said, are done with the full knowledge of the administration, and often are at the White House\u2019s request. In those cases, he said, the calls were successful in calming things down. \u201cThat could have never happened had I not gotten to know him a little earlier,\u201d said Milley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite all the friction between the two countries, the U.S. also finds itself <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/07\/13\/russia-warns-us-against-deploying-troops-in-central-asia-near-afghanistan\/\" target=\"_blank\">looking to Russia<\/a> for some possible help in fighting extremists in Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. is struggling to secure basing rights and other counterterrorism support in countries bordering Afghanistan.
