{"id":62053,"date":"2015-10-15T19:58:41","date_gmt":"2015-10-15T19:58:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2015\/10\/15\/officials-can-help-parents-having-issues-with-kids-schools\/"},"modified":"2026-08-08T07:08:27","modified_gmt":"2026-08-08T07:08:27","slug":"officials-can-help-parents-having-issues-with-kids-schools","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/off-duty\/2015\/10\/15\/officials-can-help-parents-having-issues-with-kids-schools\/","title":{"rendered":"Officials can help parents having issues with kids&#8217; schools"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The military does not have authority to enforce the interstate\u00a0compact that helps ease the transitions of military children moving from school to school, but officials still want to hear\u00a0families&#8217; concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the commission that does have authority to enforce the compact wants to hear from those families, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All 50 states have adopted the Interstate Compact for Educational Opportunity for Military Children, but that doesn&#8217;t mean all issues are resolved\u00a0and every school is following the compact&#8217;s provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military officials are doing what they can to encourage school districts to follow the compact when issues do come up, Army Chief of Staff Gen. Mark Milley\u00a0told a family forum Oct. 12 at the Association of the U.S. Army&#8217;s annual convention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For families of children in grades K through 12, &#8220;if you&#8217;re seeing where a given state is not adhering to the compact, don&#8217;t assume that I know,&#8221; Milley said. &#8220;Get the information to me.&#8221;<\/p>\n\n\n\n<p>He noted that he now has the ability to call members of Congress, governors<span class=\"rte rte-comment\">,<\/span> and others. &#8220;I will not hesitate,&#8221; he said. &#8220;I like to help people.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the military cannot officially employ legal sanctions, Milley said\u00a0school liaison officers do monitor whether schools are abiding by the compact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commands may work with the schools to let them know about the compact&#8217;s provisions, he said, and there are other options, such as talking about the issues &#8220;in the public sphere.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We prefer states do it of their own volition,&#8221; he said. &#8220;I think for the most part, that is being done. That&#8217;s good news &#8230; (but) we do have to monitor it.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the compact structure, a commission was formed to enforce its\u00a0provisions, with voting members from each participating state.\u00a0For the most part, states have fully implemented the basic provisions, said retired Army Brig. Gen. Steve Hogan, executive director of the\u00a0interstate compact commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The challenge we find is in connecting to military families,&#8221; Hogan said, adding that the commission has begun to increase its outreach efforts. &#8220;If the chief of staff of the Army is hearing frustrations that we haven&#8217;t heard, we need to have a better connection,&#8221; he acknowledged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials say that in areas with larger numbers of military children, issues tend to be fewer; problems are more likely to surface in areas with only a relative handful of military students,\u00a0especially if those schools are not familiar with the compact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In general, Hogan said, there are fewer issues with enrollment and graduation requirements now compared to a few years ago,\u00a0but there are still some issues with eligibility for activities such as sports, and with placement in certain areas such as Advanced Placement and special education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Issues also can arise when military parents have unrealistic expectations of what the compact does, Hogan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, &#8220;Some people think they get identical services they had at the previous school, but that&#8217;s not necessarily true,&#8221; he said, noting that in some cases, those services may not be available at the new school.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He advised\u00a0parents to contact the commission as soon as they believe their child&#8217;s school is not following the provisions of the compact, rather than taking matters into their own hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There have been times when I&#8217;ve been personally involved with a service member who was so frustrated, he alienated the local school officials,&#8221; Hogan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The state commissioners are the engines of success for this compact,&#8221; he said, adding that the commissioners will work with parents,\u00a0schools and districts &#8220;to determine the ground truth.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To contact the commission, visit <a href=\"http:\/\/www.mic3.net\/\">www.mic3.net<\/a> and click &#8220;contact.&#8221; To reach a\u00a0specific state commissioner, click on &#8220;Commission,&#8221; then &#8220;contact&#8221;.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NOTE: POSSIBLE Sidebar?: \u00a0Transitions of military children in grades K-12 aren&#8217;t the only frustration for military families: in-state tuition for military spouses and children is another issue, said Secretary of the Army John McHugh. &#8220;There, too, we have no legal way to enforce that, but we have tried to use various methods to encourage states\u2026 to provide military families with those benefits,&#8221; he said. &#8220;A growing number of them are doing more and more, particularly for Guard and Reserve forces, but we have a ways to go on the in-state tuition benefit,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In-state tuition is mandated by federal law. In 2008, the &#8220;Higher Education Opportunity Act&#8221; included a provision requiring states that receive federal funding to allow military members, children and spouses to receive in-state tuition rates at public colleges and universities. Typically, schools charge higher rates for students whose homes are out of state, and military families were at a disadvantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law requires that for military members who have been on active duty for more than 30 days, states must allow in-state tuition for them, their spouses and
