{"id":64471,"date":"2023-08-07T22:27:37","date_gmt":"2023-08-07T22:27:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2023\/08\/07\/expeditionary-air-base-teams-to-begin-deploying-in-october\/"},"modified":"2026-08-07T21:15:44","modified_gmt":"2026-08-07T21:15:44","slug":"expeditionary-air-base-teams-to-begin-deploying-in-october","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2023\/08\/07\/expeditionary-air-base-teams-to-begin-deploying-in-october\/","title":{"rendered":"Expeditionary air base teams to begin deploying in October"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Two years ago, in the midst of the U.S. military\u2019s frantic withdrawal from its two-decade war in Afghanistan, the Air Force unveiled a new, <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2023\/01\/03\/new-in-2023-air-force-overhauls-how-it-prepares-for-the-next-fight\/\" target=\"_blank\">sweeping effort to change<\/a> how it deploys airmen overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force\u2019s <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2023\/08\/04\/for-expeditionary-center-airmen-a-new-challenge-in-the-pacific\/\" target=\"_blank\">force generation plan<\/a>, or \u201cAFFORGEN,\u201d aims to lay the foundation for the shrinking service to take on a faster, less predictable era of warfare after more than 20 years in multiple conflicts across the greater Middle East.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/news\/your-air-force\/2023\/08\/04\/for-expeditionary-center-airmen-a-new-challenge-in-the-pacific\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"166\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/cr.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">For Expeditionary Center airmen, a new challenge in the Pacific<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;We\u2019ve got a real sense of the \u2018tyranny of distance\u2019 and how familiar we have yet to become with this theater,&quot; Maj. Gen. John Klein said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">No longer would airmen be thrown into rotation after rotation, wearing down people and planes and leaving little time for training or home life. Under AFFORGEN, the service wants airmen to spend 18 months in <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/10\/03\/air-force-overhauls-pre-deployment-training-for-a-new-era-in-combat\/\" target=\"_blank\">increasingly intensive training<\/a> before entering a six-month stretch when they can deploy on short notice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each step of the four-part program lasts six months, meaning units would ideally go more than a year between deployments. Aircrews and maintainers have already started heading overseas under that model, for taskings such as the NATO air patrols to keep Russian jets from threatening Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we are making progress on how we are generating forces, we still need to work on how we present forces to the joint force,\u201d Air Force spokesperson Capt. Rachel Salpietra said in an email. \u201cWe also need to work on how we are training forces to work together as task-organized teams.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now the service is preparing to introduce a central tenet of the AFFORGEN plan. Starting in October, it will begin dispatching new groups known as \u201cexpeditionary air base teams\u201d to replace air expeditionary wings after more than 20 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Air Force has used air expeditionary wings since the 1990s, when they became a way to keep several different air capabilities at one base to quickly react to crises in a region. Staff at those bases were chosen piecemeal from various wings. Ashley Sokolov\/Air Force)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Cohesive teams<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Now service leaders envision sending airmen to existing bases \u2014 or to new camps set up on the fly \u2014 in teams that are small enough to be flexible and trained in a wide variety of jobs \u2014 which the Air Force calls \u201cagile combat employment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But instead of bringing together airmen from several wings, the Air Force will send out a group of people from the same base, known as an expeditionary air base team. Each will be composed of engineers and other personnel who can prepare a base for flight operations, the supporting airmen needed to run the base, and leadership \u2014 the wing commander, a command chief and wing staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those teams can also pull from units at nearby installations, to improve regional training inside the U.S. before going overseas, the service said in <a href=\"https:\/\/www.youtube.com\/watch?v=ktR9J7wMldk\">a March video<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ten different expeditionary air base groups will be available to deploy at any given time, depending on what capabilities regional commanders need. Once a site is established, the Air Force can bring in airmen with other skills as needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its motivation is twofold: to shrink the footprint of existing brick-and-mortar bases that could become targets; and to capitalize on the camaraderie and trust of airmen who have lived and worked together stateside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also makes what the Air Force has to offer clearer to the other military branches, when the Joint Staff or a combatant commander is considering what combination of forces to throw at a problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is sometimes difficult to convey a finite capacity, especially within base operating support,\u201d Maj. Gen. Clark Quinn, deputy commander of Air Forces Central, <a href=\"https:\/\/www.afa.org\/sites\/default\/files\/2023-03\/Building%20High-End%20Readiness-Deploying%20Under%20the%20Air%20Force%20Generation%20Model%20%28Transcript%29.pdf\">said at a conference in March.<\/a> \u201cIt\u2019s very easy to go, \u2018We have this many fighter squadrons. This many are deployed already. (Senior Airman Callie Norton\/Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re no longer focusing on individual flights, squadrons, groups or wings, but on force elements,\u201d Air Combat Command, which manages most of the service\u2019s deployed aircraft, <a href=\"https:\/\/www.defensedaily.com\/force-elements-key-to-future-u-s-air-force-posture\/air-force\/\">told Defense Daily in 2021<\/a>. \u201cForce elements are a composition of multiple [specialties] that [represent] an operational capability and are aligned to the Air Force\u2019s assigned roles and missions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some airmen are optimistic about the changes so far; others say it\u2019s simply a rebranded version of the past that won\u2019t affect their deployments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome fields will still need to support more frequently or have different dwell cycles,\u201d Air Force Reddit user KlaussVonUllr commented. \u201cThere are a lot of pros. Big picture, I think it\u2019s a great model.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m tired of being a reactionary force,\u201d Reddit user b3lkin1n added. \u201cLet us train constantly and be ready. \u2026 You are a soldier\/Marine before your [job] and they are all trained to fight. Why can\u2019t we?\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Easing the burden<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen. John Healy, the head of the Air Force Reserve, noted at a conference in March that more predictability in uniform will lend the Reserve\u2019s part-time airmen more stability at their civilian jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Air National Guard boss Lt. Gen. Michael Loh added that while AFFORGEN may not help the Guard\u2019s around-the-clock operations in their home states, it would ease the burden of overseas ops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe uncertainty of deploying that came from the previous model put a lot of stress on the [medical group] to medically clear airmen in time,\u201d said Lt. Col. (Airman 1st Class Johnny Diaz\/Air Force)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Still, airmen in the mobility community have complained on social media that the seemingly never-ending pace of cargo and refueling operations mean they still travel more than they rest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked if AFFORGEN is taking a backseat to real-world demands, Air Mobility Command spokesperson Lindsey Wilkinson said airlift and tanker crews are adopting it like the rest of the force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, she noted, those airmen are also beholden to the daily needs of U.S. Transportation Command, as they were before AFFORGEN began.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like the Air National Guard\u2019s 24\/7 operations, that means mobility airmen still have to help ferry the joint force and U.S. leaders around the world \u2014 even if they aren\u2019t stationed outside the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Salpietra acknowledged that means mobility aircrews will have to be \u201cuniquely managed to optimize readiness\u201d while fulfilling TRANSCOM\u2019s mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cShort-notice deployments will always be a fact of life in the Air Force,\u201d she said. \u201cAFFORGEN provides us with a tool for selecting those units best able to meet the operational requirements, while communicating the risks associated with doing so.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Changes in training<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">AFFORGEN has also spurred the service to revamp airmen\u2019s pre-deployment training. (Courtesy photo via Air Force)\n<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The active duty Air Force must adopt the \u201cReady Airman Training\u201d framework by October 2024, while the Air Force Reserve and Air National Guard have another two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How much training an airman has to do depends on how up-to-date they are on those skills. That ranges from 15 hours for people in staff jobs or who are nondeployable, to 40 hours for those deemed inexperienced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the Air Force has tried not to be too prescriptive in how units should check off those training requirements, some airmen are confused about what\u2019s expected of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe vague training requirements are the most annoying, such as the 4-8 small-arms requirements with no set standard on how to accomplish most of them,\u201d <a href=\"https:\/\/www.reddit.com\/r\/AirForce\/comments\/11n942c\/what_is_yalls_opinions_on_the_new_afforgen\/\">Reddit user MisterHEPennyPacker wrote.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. Albert Miller, the service\u2019s training and readiness director, told Air Force Times last year that a unit could bake lessons in proper handling, sight alignment and clearing barrels into an exercise, or invite an expert to discuss it at a commander\u2019s call.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s little reminders of what they learned when they were at the range [in] the initial training, to keep that level of readiness up over time,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some units have begun parlaying those instructions into new learning opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, a group of engineers from California\u2019s Beale AFB recently learned their way around search-and-rescue helicopters in a cursory rotary-wing safety course \u2014 information that could come in handy if a deployment requires them to fly on an HH-60.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In another instance, the Air Force Civil Engineer Center tried out a crash course in airfield repair for airmen from other careers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tracking progress<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Whether AFFORGEN will have a sizable impact on airmen\u2019s well-being and military readiness remains to be seen. (Samuel Robbins\/Air Force) \n<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Force Generation hasn\u2019t been in place long enough to know how it affects readiness metrics, like mission-capable rates \u2014 the percentage of a fleet that can perform at least one of their core missions, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the initiative will fully come to fruition remains to be seen. The Air Force first estimated it would be ready for initial operations in 2023; it recently told Congress that deadline would come in 2024. It\u2019s unclear what the service wants to accomplish as part of that milestone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Salpietra said Air Force leaders would assess AFFORGEN\u2019s progress so far and flesh out future benchmarks at the service\u2019s \u201cCorona\u201d conference of general officers, which was held June 12-15 in Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Corona and beyond, they\u2019ll try to answer the questions that stand in the way of making AFFORGEN a sustainable reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do you pull that manpower out of squadrons, to build teams that can train together and deploy together as teams, without an excessive impact to the installation?\u201d Lt. Gen.
