Bill Moran didn\u2019t become the Navy\u2019s next CNO"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">For six years as the chief of naval personnel and the vice chief of naval operations, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/07\/08\/adm-bill-moran-out-as-navys-next-cno\/\" target=_blank>Adm. William Moran<\/a> violated Pentagon rules by conducting official business on a personal email account, including extensive conversations with an officer dogged by sexual harassment allegations, federal investigators have ruled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Released Wednesday<a href=\"https:\/\/s3.amazonaws.com\/static.militarytimes.com\/assets\/pdfs\/1567003088.pdf\" target=_blank>, the probe <\/a>by the Department of Defense\u2019s Office of Inspector General explained Moran\u2019s shocking July 7 request to suddenly retire from the sea service, despite breezing through Senate confirmation to fleet up and become the chief of naval operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG\u2019s report centers on Moran\u2019s email consultations with a former top public affairs officer who was removed from his post after he was accused of sexually harassing women during a boozy 2016 holiday party at the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report does not name this officer, but he has previously been identified as now-retired <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/12\/pentagon-probe-chides-navys-top-officer-for-his-handling-of-bad-santa-scandal\/\" target=\"_blank\">Cmdr. Chris Servello<\/a>, whose was nicknamed \u201c<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/12\/pentagon-probe-chides-navys-top-officer-for-his-handling-of-bad-santa-scandal\/\" target=\"_blank\">Bad Santa<\/a>\u201d by some lawmakers after investigators found he engaged inappropriately with female junior officers and civilians while dressed in a Santa suit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite Pentagon rules barring the practice, Moran also used his Gmail account to communicate with other Navy military, civilian and contractor employees, according to the IG.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/07\/08\/adm-bill-moran-out-as-navys-next-cno\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"184\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Moran5.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Adm. Bill Moran out as Navy\u2019s next CNO<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Moran abruptly announced his retirement Sunday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the wake of the Bad Santa scandal and under pressure from Congress, Servello had been pushed out of <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/02\/16\/cno-defends-hiding-scathing-internal-report-on-fitzgerald-collision-from-public\/\" target=\"_blank\">Chief of Naval Operations Adm. John Richardson\u2019s<\/a> staff and exiled to Maryland\u2019s Defense Media Activity, where he worked until his June retirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IG probe found Navy leaders allowed Servello to set up his own private consulting firm while still on active duty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, Moran was the vice chief of naval operations and continued to seek Servello\u2019s advice on a variety of topics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While IG ruled that Moran\u2019s use of his Gmail account to conduct business with Servello violated Pentagon policies, the investigation found that Moran\u2019s continued consultations with Servello were not misconduct, instead calling them a \u201cperformance issue\u201d to be addressed by his superiors, Secretary of the Navy Richard V. Spencer and the former Chief of Naval Operations Adm. John Richardson, who stepped down last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe found no applicable standard that prohibited ADM Moran from continuing his personal and professional relationships with (Servello) after his removal from CNO\u2019s staff,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still on active duty, Moran declined comment Wednesday through Cmdr. Jereal Dorsey, a Navy spokesman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adm. John Richardson of official wrongdoing, but notes that he could have handled the situation better.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Moran said he had known Servello since the officer was his public affairs officer when he was chief of naval personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe understood my voice really well, a hell of a good writer, and very good with the media, and incredibly strong instincts about Public Affairs, and the more we got to work together the more I appreciated his skills,\u201d Moran told investigators. \u201cJust the best I had ever come across.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Servello\u2019s Bad Santa allegations were \u201ca personal kick in the gut for me,\u201d Moran said, but he still wanted to take advantage of his former spokesman\u2019s talents, even after the PAO had been disciplined administratively and moved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHere\u2019s a guy who was held accountable,\u201d Moran said. \u201cHis career was ended. He got pushed out of the Navy but still on active duty, getting a Navy paycheck. But his talent is still his talent and I continue to have dialogues with him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran conceded that his continued murky relationship with Servello could suggest to outsiders that he didn\u2019t care about the women who complained to investigators about his ex-spokesperson\u2019s conduct. However, Moran said he\u2019d &#8220;expressed my personal disappointment to him, but I also cared for him.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome would argue I got out of balance on this from the optics standpoint,\u201d Moran added. \u201cI think I got it about right. (Mass Communication Specialist 2nd Class Kyle Hafer\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In June 2018, after Servello was banished from the CNO\u2019s inner circle and exiled to the Defense Media Agency at Fort Meade, Maryland, he stood up his private consulting firm, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legality of a Navy PAO on active duty starting his own public relations business was the subject of an inquiry by U.S. Rep. (Sgt. 1st Class Jim Greenhill\/Army National Guard)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But this summer, Richardson became \u201cdispleased\u201d when he learned that Moran continued to consult with Servello, especially since CNO already had told lawmakers that the Navy took seriously the PAO\u2019s behavior, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CNO had been stung last year by a separate \u201cBad Santa\u201d probe by IG, when investigators took him to task for a long lag between when allegations against Servello surfaced and his removal from Richardson\u2019s staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI made it very clear that we, Navy leadership, was not in contact with (Servello),\u201d Richardson told investigators. \u201cHe was not advising us. He was not in the inner groups. He was not providing strategic or public affairs guidance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Servello retired on June 1. Eleven days later, an unidentified reporter filed a Freedom of Information Act request for emails between Moran and Servello exchanged on Moran\u2019s personal account.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 16, Moran went to Richardson and presented CNO with a \u201cstack\u201d of the messages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the IG report, Richardson briefed Navy Secretary Spencer eight days later.
