{"id":69690,"date":"2020-01-17T03:27:45","date_gmt":"2020-01-17T03:27:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2020\/01\/17\/op-ed-when-it-comes-to-china-lets-not-become-alarmists\/"},"modified":"2026-08-08T19:44:24","modified_gmt":"2026-08-08T19:44:24","slug":"op-ed-when-it-comes-to-china-lets-not-become-alarmists","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/commentary\/2020\/01\/17\/op-ed-when-it-comes-to-china-lets-not-become-alarmists\/","title":{"rendered":"Op-ed:  When it comes to China, let\u2019s not become alarmists"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Dr. Sarah Paine\u2019s 2012 book \u201c<a href=\"https:\/\/pacificaffairs.ubc.ca\/book-reviews\/the-wars-for-asia-1911-1949-by-s-c-m-paine\/\">The Wars for Asia<\/a>\u201d is a meticulously researched and fascinatingly narrated first-rate piece of scholarship that belongs on the top shelf of any serious China watcher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I was therefore very disappointed to read <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/12\/21\/op-ed-if-you-seek-peace-with-china-prepare-for-war\/\">her recent piece<\/a> with Dr. Bruce Elleman in Navy Times, in which the authors espouse an ultra-alarmist view of the China challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By their telling, China has embarked on imperial subjugation of its neighbors, is engaged in <a href=\"https:\/\/foreignpolicy.com\/2019\/04\/25\/chinas-debt-diplomacy\/\">debt-trap diplomacy<\/a> to project power and influence abroad, and has global ambitions to construct a \u201c24-hour surveillance state for us all.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The good doctors even draw a parallel of modern China to Nazi Germany.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wow. What a menace! We should all be very wary of such a threat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem with the narrative above is that it\u2019s a caricature that relies on highly misleading interpretations of Chinese behavior, and it\u2019s free of the nuance with which we must treat a complex challenge like China.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/12\/21\/op-ed-if-you-seek-peace-with-china-prepare-for-war\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Chinese-carrier.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Op-ed:  If you seek peace with China, prepare for war<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Like Imperial Japan in its heyday, which misjudged its sea power position and adopted a failed continental strategy, China seems intent on subjugating its neighbors and poorest trading partners, the authors warn.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">To be sure, China is clearly doing things that are contrary to our interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is eroding American military preeminence in the Asia-Pacific, failing to improve global governance standards by offering conditions-free financial assistance to poor countries, and pushing a notion of \u201ccyber sovereignty\u201d that is at odds with our vision of an open internet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also employs strong-arm economic tactics at home by restricting market access to foreign firms. It mandates joint ventures and technology transfers. It engages in rampant intellectual property theft for economic advantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These initiatives plainly deserve very serious pushback. But to claim that China is a global danger \u2014 reminiscent of Nazi Germany and intent on ensnaring us in a network of worldwide surveillance \u2014 is sheer paranoia.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/03\/14\/speed-forward-fight-close-and-hit-hard-how-china-won-the-battle-of-the-paracel-islands\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"164\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Paracel2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Speed forward, fight close and hit hard\u2019 \u2014 How China won the Battle of the Paracel Islands<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With U.S. troops gone from South Vietnam, China made a move at sea in 1974. The ripple effects are still being felt.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s start with China\u2019s behavior towards its neighbors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Paine and Elleman, China \u201cseems intent on subjugating its neighbors and poorest trading partners,\u201d and has employed the Belt and Road Initiative to trap participants in a debt spiral from which they can\u2019t recover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Really? The numbers don\u2019t bear this out \u2014 not even one bit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China is one of the largest trading partners of every single member country in the <a href=\"https:\/\/asean.org\/\" target=_blank>Association of Southeast Asian Nations<\/a>; its bilateral trade with this bloc has grown steadily year after year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has no military bases in any ASEAN country, has no coercive power over the governmental decision-making in any Southeast Asian nation, and does not forcibly extract finances or resources from anywhere in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If this is imperial subjugation, it\u2019s of an awfully soft variety. Indeed, most Southeast Asian countries \u2014 while rightly wary of China\u2019s growing influence and presence \u2014 are quite happy to continue trading with China and do not wish to be forced to choose between the two superpowers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the much maligned debt-trap diplomacy \u2014 by which China hooks its prey on debt in order to channel its influence abroad \u2014 turns out to be a fiction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to <a href=\"https:\/\/www.nytimes.com\/2019\/04\/26\/opinion\/china-belt-road-initiative.html\" target=_blank>research<\/a> done at Johns Hopkins University\u2019s School of Advanced International Studies and Boston University\u2019s Global Policy Development Center, China is the majority debt-holder in a total of four countries worldwide and Sri Lanka \u2014a key concern of the professors \u2014 is not one of them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fabled <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/03\/22\/when-a-string-of-pearls-becomes-a-noose\/\" target=\"_blank\">Hambantota <\/a>port had been planned by Sri Lanka long before China \u2014 which accounts for a tiny portion of Sri Lankan debt \u2014 got involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To be clear, Chinese expansion into the Indian Ocean merits close attention by the U.S. However, a sober analysis of global finance indicates that China is, for the most part, not responsible when debt-distressed countries exceed <a href=\"https:\/\/imf.org\/\">International Monetary Fund<\/a> <a href=\"https:\/\/www.imf.org\/external\/pubs\/ft\/dsa\/\">debt sustainability standards<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather, European and American banks tell most of the story regarding the world\u2019s rising debt levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Debt-trap diplomacy, quite simply, does not exist, at least not in China\u2019s repertoire of foreign policy instruments.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2644\" height=\"1763\" src=\"\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg\" alt=\"\" class=\"wp-image-41398\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg 2644w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Uighurs.jpg.jpg?resize=2048,1366 2048w\" sizes=\"auto, (max-width: 2644px) 100vw, 2644px\" \/><figcaption class=\"wp-element-caption\">In this Dec. 3, 2018,photo, a guard tower and barbed wire fences are seen around a facility in the Kunshan Industrial Park in Artux in western China&#8217;s Xinjiang region. (Ng Han Guan\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The doctors also warn us of the danger of China\u2019s pivot to the sea, and urge us to \u201ccounter this imperial expansion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from the inexplicable reference to imperialism \u2014 China isn\u2019t <a href=\"https:\/\/www.britannica.com\/topic\/imperialism\" target=_blank>an expanding imperial power today<\/a> \u2014 their exhortation seems to be predicated upon a zero-sum view of seapower: If China is gaining, then we are losing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But seapower is and can be cooperative. Countries can work together to enhance maritime security, conduct multilateral naval diplomacy and build partnerships. There is no reason why the U.S. and China can\u2019t work together at sea to reach these ends.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The doctors will respond: How can we work together with an authoritarian country that represses its own people and engages in regionally destabilizing behavior?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My answer: We work with Saudi Arabia all the time. KSA is more repressively autocratic and regionally destabilizing than China by a long shot, and we have no problem working with them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having like-minded governments has never been a prerequisite for cooperative seapower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The good doctors also urge us to be fully ready for war with China. This is admittedly a prudent exhortation \u2014 we should always be ready for military combat operations against a strategic competitor that might threaten our allies and partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taiwan presents an especially compelling case of a democracy that America should be fully prepared to defend against Chinese aggression. However, the doctors also seem to be urging us to establish and maintain a constant war footing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a time when American cities are under urgent threat from climate change, when rabid nationalism is threatening the<a href=\"https:\/\/www.foreignaffairs.com\/articles\/2018-08-07\/real-history-liberal-order\" target=_blank> liberal rules-based international order<\/a>, and when economic inequality is tearing at our political and social fabric, we do not have the resources or the national will to maintain a permanent war footing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Climate change and the preservation of the rules-based international order are issues where we should be seeking Chinese cooperation, not antagonizing China to foreclose the possibility of such cooperation.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/01\/04\/well-see-how-frightened-america-is-chinese-admiral-says-sinking-us-carriers-key-to-dominating-south-china-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/32040053268_00e7f307f8_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018We\u2019ll see how frightened America is\u2019 \u2014 Chinese admiral says sinking US carriers key to dominating South China Sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">&quot;What the United States fears the most is taking casualties,\u201d the admiral said.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Paine and Elleman accuse Beijing of aspiring to surveil the entire world, but that\u2019s rooted in the Chinese Communist Party\u2019s conduct at home, which can be characterized as a hard but responsive form of authoritarianism (admittedly edging towards totalitarianism in Xinjiang).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s practices at home are paralleled by a global resurgence in authoritarian populism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hungary and Poland have explicitly stated their goals to construct \u201c<a href=\"https:\/\/www.journalofdemocracy.org\/articles\/illiberal-democracy-and-the-struggle-on-the-right\/\" target=_blank>illiberal democracies<\/a>.&#8221; The Philippines used extrajudicial killings of suspected drug-offenders as a routine tactic in a counter-drug war. Russia has doubled down on its repression of journalists and opposition politicians after successfully interfering in the U.S. election on behalf of Moscow\u2019s preferred candidate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not to excuse Beijing\u2019s harsh and discriminatory practices, but it is important to note that the CCP is not alone in repressing civil society and vulnerable minorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More to the point, China has not demonstrated any intent to export its version of authoritarianism abroad. Walker,  U.S. Naval History and Heritage Command)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Take a moment to consider that perhaps as many as<a href=\"https:\/\/www.sciencespo.fr\/mass-violence-war-massacre-resistance\/en\/document\/japanese-mass-violence-and-its-victims-fifteen-years-war-1931-45\" target=_blank> 15 million Chinese died<\/a> during a 15-year occupation by Japanese forces before World War II ended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That imponderable death toll left a deep wound in the Chinese psyche.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bogeyman theories about a web of global surveillance run up against the reality that China has remained at peace with the rest of the world since <a href=\"https:\/\/thediplomat.com\/2017\/02\/the-bitter-legacy-of-the-1979-china-vietnam-war\/\" target=_blank>its border conflict with Vietnam<\/a> ended in 1991.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s a record of admirable restraint that is unmatched by the other great powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To the extent that China has global ambitions, they can best be characterized as maintaining a stable geopolitical environment for continued economic growth at home. Accusations that China wants to encircle the world in a web of global surveillance represent an absurd caricature of China that <a href=\"https:\/\/www.foreignaffairs.com\/articles\/china\/2019-12-06\/new-china-scare\" target=_blank>finds no basis in the recent historical record of Chinese behavior<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I have trouble countenancing Paine and Elleman\u2019s comparison of China to Nazi Germany as a serious assertion. However, it is of a piece with the recent <a href=\"https:\/\/www.asiatimes.com\/2019\/04\/opinion\/rethinking-us-sinophobia\/\" target=\"_blank\">Sinophobia<\/a> that has infected policy circles in and out of American government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cglobal menace\u201d that confronts us is a significant <a href=\"https:\/\/peacekeeping.un.org\/en\/troop-and-police-contributors\" target=_blank>contributor of troops and police<\/a> to United Nations peacekeeping forces and is a signatory to the Paris Climate Accords and the Joint Comprehensive Plan of Action, and actively participates in counter-piracy missions in the Middle East and East Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is worth remembering that, on the global stage, this menace has actually acted quite responsibly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China is a conditional supporter of the rules-based international order and is competing with the US for regional primacy and global legitimacy.
