{"id":70670,"date":"2022-05-20T19:23:51","date_gmt":"2022-05-20T19:23:51","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2022\/05\/20\/army-makes-new-cohesion-assessment-teams-permanent\/"},"modified":"2026-08-08T03:24:54","modified_gmt":"2026-08-08T03:24:54","slug":"army-makes-new-cohesion-assessment-teams-permanent","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/05\/20\/army-makes-new-cohesion-assessment-teams-permanent\/","title":{"rendered":"Army makes new cohesion assessment teams permanent"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After a two-year pilot program, the Army has institutionalized its cohesion assessment teams, a culture and climate assessment program aimed to arm brigade and battalion commanders with the information they need to solve tricky problems in their ranks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CATs, as their Army People First Task Force founders call them, consist of about 20 experts who spend roughly 10 days on the ground assessing brigades from the top down to the platoon level through focus groups and interviews. Army Times interviewed the current CAT director, Col. Lisa Teegarden and their former lead, Col. Jennifer McDonough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each CAT assessment looks at an individual brigade, honing in on the headquarters and selecting two of its battalions for deeper assessment, Teegarden said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Teegarden, who fit the interview into a busy morning in <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/05\/05\/arctic-angels-the-11th-airborne-division-may-replace-army-alaska\/\" target=\"_blank\">Alaska<\/a>, where the CAT was conducting an assessment, explained that the teams use a pre-visit survey and their time on the ground to develop an understanding of the factors that make up a unit\u2019s climate \u2014 leadership, processes, awards programs, training tempo, culture, structure and more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subject matter experts, which include lawyers, <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2021\/10\/07\/tip-of-the-iceberg-army-announces-first-round-of-sharp-reforms\/\" target=\"_blank\">SHARP professionals<\/a>, behavioral health and other categories, conduct one-on-one interviews with key personnel across the units. The focus groups are divided by rank ranges and gender, and the one-on-one interviews go all the way to the lowest level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both colonels emphasized the differences between the CAT assessments and existing tools for assessing unit climate, like the mandatory <a href=\"https:\/\/www.armytimes.com\/news\/your-army\/2022\/02\/22\/top-army-public-affairs-officer-retiring-after-command-climate-inquiry\/\" target=\"_blank\">Defense Organizational Climate Survey<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not asking questions about compliance,\u201d said Teegarden. \u201cWe\u2019re saying, \u2018What\u2019s it like for you in this unit? What\u2019s going on? What do you look forward to? What\u2019s going well? What do you wish you had more of?\u2019 We\u2019re not only solely focused on the negative or asking them to provide any valuation about their peers or their supervisors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McDonough, who is now the People First Task Force\u2019s chief of staff, described the project as \u201cadditive\u201d to existing measures like the climate surveys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The key distinction, said Teegarden, is that the CAT works with commanders to address the root causes of problems it identifies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Traditional climate surveys] get back to a commander, they look at it, and they have no idea where to intervene to change those metrics&#8230;there\u2019s no context to [the underlying factors],\u201d Teegarden said. \u201c[Now], we take [CAT] survey results, marry them up with the context of the environment and what we\u2019re seeing and hearing on the ground, and then provide that back to the commanders.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CAT then presents leaders with \u201cwhat actions they can take that have the highest impact&#8230;and help them identify where those opportunities are within their unit,\u201d explained the program director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The team\u2019s feedback also analyzes which changes could have the highest impact for the least effort from commanders \u2014 giving them the most bang for their buck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re really targeted at the battalion and brigade commanders,\u201d said Teegarden. \u201cThere\u2019s more things to do \u2014 more problems to solve \u2014 than daylight allows, and everybody\u2019s limited on resources.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of making the CATs permanent, Army Training and Doctrine Command will take over their implementation on Jan. 1, said McDonough. TRADOC officials involved in the process attended the recent assessment in Alaska.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not clear yet how they will be manned in their permanent form, she said. Currently, the CAT pulls its bench of subject matter experts \u2014 lawyers, counselors, structure analysts and more \u2014 from other units on an as-needed basis rather than having them permanently assigned to the CAT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least one brigade will be happy to see the CAT next year, whatever their final form may be. McDonough is slated to take brigade command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will take brigade command next summer, and I hope to have the opportunity to have the [CAT] come to my
