UNITED NATIONS \u2014 North Korea decried the stalled state of its nuclear standoff <\/a>with the United States and told the international community Monday that the fault lies with Washington\u2019s \u201cpolitical and military provocations.\u201d <\/p>\n\n\n\n

\u201cIt depends on the U.S.,\u201d North Korean Ambassador Kim Song said, whether the negotiations \u201cwill become a window of opportunity or an occasion that will hasten the crisis.\u201d <\/p>\n\n\n\n

Speaking at the U.N. General Assembly\u2019s major annual gathering<\/a>, he complained that the U.S. and South Korea are failing to follow through on separate summit pledges. <\/p>\n\n\n\n

\u201cThe situation on the Korean Peninsula has not come out of the vicious cycle of increased tension, which is entirely attributable to the political and military provocations perpetrated by the U.S.,\u201d the ambassador said. <\/p>\n\n\n\n

Negotiations between Washington and Pyongyang have apparently been frozen since a summit between Trump and leader Kim Jong Un broke down in February, though Trump and Kim met in June at the Korean border <\/a>in an effort to push things forward. Trump became the first U.S. president to set foot in North Korea.<\/p>\n\n\n\n

Trump said last week that another summit meeting with Kim \u201ccould happen soon<\/a>\u201d but didn\u2019t elaborate.<\/p>\n\n\n\n

Pyongyang wants relief from crushing sanctions imposed over its push for nuclear-armed missiles that can viably target the U.S. mainland, but Washington wants stronger nuclear disarmament steps first. <\/p>\n\n\n\n

Perhaps hoping for a thaw, both nations have struck more harmonious tones on the world stage than at the General Assembly two years ago, when Trump belittled Kim as \u201cRocket Man\u201d and threatened to \u201ctotally destroy\u201d his country. In response, North Korea issued a rare direct statement from Kim, vowing to \u201ctame the mentally deranged U. S. dotard with fire.\u201d <\/p>\n\n\n\n

In advance of Monday\u2019s speech, North Korea\u2019s foreign ministry said Friday that the U.S. had failed to follow through on summit agreements but that the North was placing hope in the U.S. president\u2019s \u201cwise option and bold decision.\u201d <\/p>\n\n\n\t
