{"id":74829,"date":"2024-04-22T14:41:05","date_gmt":"2024-04-22T14:41:05","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2024\/04\/22\/former-uss-howard-co-was-fired-after-racially-harassing-comments\/"},"modified":"2026-08-08T20:22:55","modified_gmt":"2026-08-08T20:22:55","slug":"former-uss-howard-co-was-fired-after-racially-harassing-comments","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2024\/04\/22\/former-uss-howard-co-was-fired-after-racially-harassing-comments\/","title":{"rendered":"Former USS Howard CO was fired after \u2018racially harassing comments\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">An investigation into the former commanding officer of the Japan-based destroyer Howard who was <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2024\/02\/06\/navy-fires-co-of-uss-howard-for-the-second-time-in-less-than-6-months\/\" target=\"_blank\">relieved from command<\/a> in February substantiated allegations that the skipper made several \u201cracially harassing comments\u201d portraying \u201cderogatory stereotypes of African Americans,\u201d according to records obtained by Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When announcing Cmdr. Cameron Dennis\u2019 relief on Feb. 6, the Navy only said that it fired Dennis due to a \u201closs of confidence in his ability to perform his duties,\u201d just a few months after the officer assumed command of the warship in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But an investigation into Dennis, which Navy Times obtained through a Freedom of Information Act records request, reveals multiple incidents that preceded his ouster.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis could not be reached for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Howard conducted a ballistic missile defense training and certification event onboard the ship on Dec. 11. As the event unfolded, Dennis and the ship\u2019s command master chief \u2014 among others \u2014 met in Dennis\u2019 cabin and discussed one sailor who had received counseling from Dennis, the investigation said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the conversation wrapped up, the prior-enlisted Dennis said the counseled sailor\u2019s \u201cissue\u201d was that she walks \u201caround with BWA.\u201d Dennis said he meant \u201cblack woman attitude\u201d when those present asked him to clarify, the investigation said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis confirmed he did make the remark, and did mean \u201cblack woman attitude,\u201d according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It remains unclear who Dennis was referring to, due to redactions in the publicly released investigation copy.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2024\/02\/06\/navy-fires-co-of-uss-howard-for-the-second-time-in-less-than-6-months\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"227\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/8052364.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy fires CO of USS Howard for the second time in less than 6 months<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cmdr. Cameron Dennis took command of the warship in September.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The investigation also shows that Dennis and his spouse hosted a holiday potluck at their home in Yokosuka, Japan, on December 16, where the ship\u2019s department heads and their families attended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the party, attendees discussed their children and their children\u2019s temperament, with one officer describing their eldest son as a \u201cgentle soul.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would have thought your sons walk around with a blunt in their mouths, guns on their waist, and a 40 in their hands,\u201d Dennis replied, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officer replied that, \u201cI know this is hard to believe, but I never qualified for WIC or food stamps\u201d and \u201cI\u2019m not as ghetto as you think.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversation shifted topics shortly thereafter, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis and the other officers who attended the event and were interviewed all confirmed Dennis made the remark, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation states he expressed remorse for his comments, and had described himself to Howard\u2019s officers as a \u201csmart ass\u201d and \u201csarcastic,\u201d and told them \u201cyou can call me on it\u201d if he ever crossed a line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis said he felt \u201ccomfortable\u201d with the officer to \u201cengage in banter,\u201d and claimed he felt they had developed a rapport through shared experiences \u2014 such as both going to captain\u2019s mast as junior sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn that attempt to build camaraderie among a wardroom that he was just getting to know, CDR Dennis showed poor judgement in not recognizing that his banter included comments that a reasonable person would consider offensive,\u201d the investigation said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis also voiced regret that he was \u201cunable to resolve the allegations, informally or otherwise,\u201d with the officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation notes the difficulties a subordinate officer can face in calling out his CO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile CDR Dennis told his Department Heads and officers that he was \u2018a smart ass\u2019 and suggested that \u2018if I piss you off you can call me on it,\u2019 CDR Dennis did not recognize the difficulty an officer or Sailor may have in \u2018calling their Captain on it,\u2019 which allowed him to continue making jokes past a point of behavior that is unwelcome or offensive to a reasonable person,\u201d the investigation said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation also substantiated another allegation that Dennis referred to a department head at one point as a \u201cdummy\u201d during a replenishment at sea training event. Even so, the investigating officer determined the remark was not \u201cracially motivated.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis\u2019 removal from the Howard came less than six months after the Navy removed the previous skipper of the warship, Cmdr. Kenji Igawa, due to a loss of confidence. The ship suffered a \u201csoft grounding\u201d as it pulled into Bali for a scheduled port visit just days before Igawa\u2019s removal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dennis is one of at least <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2024\/03\/13\/navy-ousts-uss-ohio-commanding-officer\/\" target=\"_blank\">six commanding officers<\/a> the Navy has ousted this year.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Navy relieved Cmdr.
