Mick Mulvaney,\u00a0has a track record of fighting the use of the Pentagon&#8217;s war account\u00a0to skirt budget caps.<br\/><br\/> Mulvaney, R-S.C., over the last two years led\u00a0an alliance of\u00a0Republican deficit hawks and liberal Democrats in the House pushing back on what they saw as abuses of the\u00a0overseas contingency operations (OCO) account.\u00a0<br\/><br\/> Budgeteers have used the account as a relief valve for non-emergency funds, fueling criticism that it has become a slush fund.<br\/><br\/> President-elect Donald Trump tapped Mulvaney on Saturday.<br\/><br\/> Though some members of the House Freedom Caucus have shown some flexibility on defense spending,\u00a0not so much\u00a0Mulvaney.\u00a0A member of the fiscally hawkish group, Mulvaney for the second year in a row\u00a0co-sponsored an amendment to the annual\u00a0defense policy bill rebuking the practice.\u00a0<br\/><br\/> &#8220;I&#8217;ve worked for many years to bring attention to the slush fund that is the War Budget,&#8221;\u00a0Mulvaney\u00a0said in a May 19 press release. &#8220;It&#8217;s past time to do away with the slush fund entirely. While this amendment doesn&#8217;t go that far, yet, I&#8217;m proud to work with my colleagues to at least bring some accountability to how the Pentagon spends taxpayer dollars right now.&#8221;<br\/><br\/> Mulvaney&#8217;s <a class=\"\" href=\"https:\/\/mulvaney.house.gov\/media-center\/press-releases\/mulvaney-van-hollen-lee-sanford-amendment-helps-prevent-abuse-oco-slush\" target=\"_blank\" title=\"Link: https:\/\/mulvaney.house.gov\/media-center\/press-releases\/mulvaney-van-hollen-lee-sanford-amendment-helps-prevent-abuse-oco-slush\">co-sponsors<\/a> included Reps.\u00a0Chris Van Hollen, D-Md., the ranking member of the House Budget Committee;\u00a0Barbara Lee, D-Calif., and Mark Sanford, R-S.C.<br\/><br\/><\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Combined with Trump&#8217;s recent messages on social media disparaging cost overruns on the F-35, one Democratic House\u00a0staffer\u00a0predicted Mulvaney, leading\u00a0OMB, would be\u00a0Trump&#8217;s &#8220;attack dog&#8221; against high-profile programs\u00a0with significant overruns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Tweeting that these\u00a0multibillion-dollar programs are over-budget really riled up his base,&#8221; the staffer said of Trump. &#8220;This fits with Trump&#8217;s overall\u00a0narrative that you, the taxpayer, are getting screwed.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gordon Adams, who oversaw defense budgeting for the Clinton administration, said\u00a0while\u00a0Mulvaney is likely to be tougher on OCO, he\u00a0will have an uphill climb trimming defense overall. Trump has said publicly he wants to lift statutory budget caps, and both Vice-President-elect Mike Pence and defense secretary nominee retired Marine Corps Gen. Jim Mattis are likely to want defense increases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The stars are not aligned for disciplining the defense budget,&#8221; Adams said. &#8220;It&#8217;s
