{"id":79082,"date":"2019-06-20T16:09:36","date_gmt":"2019-06-20T16:09:36","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2019\/06\/20\/thousands-of-veterans-had-education-derailed-when-for-profit-college-chains-abruptly-closed\/"},"modified":"2026-08-08T03:48:33","modified_gmt":"2026-08-08T03:48:33","slug":"thousands-of-veterans-had-education-derailed-when-for-profit-college-chains-abruptly-closed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2019\/06\/20\/thousands-of-veterans-had-education-derailed-when-for-profit-college-chains-abruptly-closed\/","title":{"rendered":"Thousands of veterans had education derailed when for-profit college chains abruptly closed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">More than 12,000 GI Bill users have had their education plans derailed since for-profit college chains <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/03\/16\/corinthian-students-will-only-see-partial-loan-relief\/\" target=_blank>Corinthian Colleges<\/a> and <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/08\/03\/vets-hurt-by-school-shutdowns-would-get-benefits-restored-under-new-forever-gi-bill-law\/\" target=_blank>ITT Technical Institute<\/a> first closed their doors a few years ago, a Veterans Affairs Department said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As recently as April, approximately 1,700 students may have been affected by the shuttering of 18 Art Institutes and Argosy University, formerly owned by the for-profit Education Management Corp.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Charmain Bogue, executive director of education service at the VA, reported the figures during a hearing on Capitol Hill with members of the House Veterans\u2019 Affairs Committee in a discussion aimed at tackling the toll <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/your-military\/2018\/12\/06\/another-for-profit-college-chain-popular-with-gi-bill-users-closes-suddenly\/\" target=_blank>school closures<\/a> can take on student veterans, who, in many cases, are left with meaningless credits that don\u2019t transfer to other schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt saddens me that we must be here today, and it saddens me to hear the stories about how school closures have continued to impact veterans\u2019 dreams of earning their degree,\u201d said <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/04\/16\/gi-bill-late-fees-could-become-a-thing-of-the-past\/\" target=\"_blank\">Rep. Gus Bilirakis<\/a>, R-Fla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to statistics from 2006 to 2016 provided by Melissa Emrey-Arras, director of education, workforce and income security at the Government Accountability Office, the vast majority of school closures have come from the for-profit sector.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2018\/11\/21\/feds-reinstate-for-profit-college-accreditor-cut-under-obama\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/For-Profit-2-RESIZED.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Feds reinstate for-profit college accreditor cut under Obama<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">ACICS had previously certified now-defunct for-profit chains including Corinthian Colleges and ITT Technical Institute, which educated thousands of student veterans when they closed.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">These schools, which operate as businesses, enrolled about 23 percent of the nearly 700,000 GI Bill users in fiscal 2017. Still, these types of institutions made up the largest share of schools with the most GI Bill students but trailed behind public and private schools in graduation and retention rates, the GAO found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats and Republicans have long clashed over how much regulation to put on the for-profit sector. Yet, <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2019\/02\/19\/vet-groups-are-blasting-trumps-education-secretary-heres-why\/\" target=\"_blank\">veterans groups have been vocal<\/a> about their concerns with <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/11\/15\/what-will-the-trump-era-mean-for-for-profit-schools\/\" target=\"_blank\">Education Sec. Betsy DeVos\u2019 recent actions<\/a> to roll back Obama-era regulations to hold for-profit schools accountable \u2014 in particular her decision not to enforce a rule that required these schools to prove their graduates were gainfully employed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA is limited in its ability to keep students from certain schools, Bogue said. However, the agency\u2019s online <a href=\"https:\/\/www.va.gov\/gi-bill-comparison-tool\/\" target=_blank>GI Bill Comparison Tool<\/a>, which has had more than 1 million unique users, uses caution flags to alert prospective students that a school may be in trouble.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the VA doesn\u2019t have the authority to close schools or remove approval for GI Bill benefits that ultimately comes from <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2019\/01\/25\/millions-of-gi-bill-dollars-are-going-to-questionable-schools-and-it-could-soon-be-billions-va-watchdog\/\" target=\"_blank\">State Approving Agencies<\/a>, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the department did, \u201cthen we could protect students sooner in the process versus waiting for a school to slowly die out,\u201d Bogue said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/veterans\/2019\/01\/25\/millions-of-gi-bill-dollars-are-going-to-questionable-schools-and-it-could-soon-be-billions-va-watchdog\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-questionable.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Millions of GI Bill dollars are going to questionable schools \u2014 and it could soon be billions: VA watchdog<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The state-based agencies tasked with approving school programs for GI Bill funds have potentially let millions go toward educating student veterans at ineligible, delinquent schools, a recent audit by the Department of Veterans Affairs Office of Inspector General has found.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2019\/01\/25\/millions-of-gi-bill-dollars-are-going-to-questionable-schools-and-it-could-soon-be-billions-va-watchdog\/\" target=\"_blank\">Joe Wescott<\/a>, national legislative director for the National Association of State Approving Agencies, said these agencies have recently been tasked with completing compliance surveys. He has told Military Times previously that these surveys, mostly financial in nature, take time away from visiting schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He advocated Wednesday for surveys that are broader in nature, getting at things like accreditation, graduation rates, and student veteran growth and employability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur interest is to get at the quality of education, not just how the payments were made,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recent <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/08\/16\/trump-signed-the-forever-gi-bill-here-are-11-things-you-should-know\/\" target=\"_blank\">Forever GI Bill<\/a> addressed school closures by <a href=\"https:\/\/rebootcamp.militarytimes.com\/education-transition\/education\/2017\/08\/03\/vets-hurt-by-school-shutdowns-would-get-benefits-restored-under-new-forever-gi-bill-law\/\" target=\"_blank\">restoring GI Bill benefits<\/a> to Corinthian- and ITT-era students who were unable to transfer credits after their schools closed mid-semester. So far, the <a href=\"https:\/\/rebootcamp.militarytimes.com\/news\/education\/2018\/05\/07\/why-arent-more-vets-applying-to-get-gi-bill-restored\/\" target=\"_blank\">VA has restored<\/a> 16,000 months of benefits to 2,000 students, Bogue said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation, an overhaul of the Post-9\/11 GI Bill, isn\u2019t as generous for students who encounter the issue now because it only recovers the benefits they lost during the semester their school closes. It\u2019s a provision Bilirakis said he intends to revisit in future legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, what can be done to prevent school closures from happening in the first place \u2014 and who is ultimately responsible \u2014 remains to be answered.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The vast majority of school closures have come
