{"id":82175,"date":"2014-09-15T13:34:40","date_gmt":"2014-09-15T13:34:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/militarytimes\/uncategorized\/2014\/09\/15\/three-ways-house-work-on-cr-syrian-rebels-plan-could-play-out\/"},"modified":"2026-08-08T07:48:57","modified_gmt":"2026-08-08T07:48:57","slug":"three-ways-house-work-on-cr-syrian-rebels-plan-could-play-out","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2014\/09\/15\/three-ways-house-work-on-cr-syrian-rebels-plan-could-play-out\/","title":{"rendered":"Three ways House work on CR, Syrian rebels plan could play out"},"content":{"rendered":"\n<p><span class=\"character dateline\">WASHINGTON \u2013 <\/span> Whether or not the federal national security apparatus shuts down in October suddenly is all about Saudi Arabia, the Islamic State, Syrian rebel forces and lawmakers&#8217; feelings about President Barack Obama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The clock is ticking on whether the House will approve a massive government-wide funding bill to avert a federal shutdown at 12 a.m. EDT on Oct. 1. The lower chamber is dead set on leaving town to hit the midterm campaign trail for seven weeks, meaning it would have to pass a continuing resolution by next Friday evening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If House members head to the airport without passing a stopgap spending measure, offices in the Pentagon and across the security complex will fall dark and quiet in October. And that will affect business in defense-industry offices in Rosslyn, Tyson&#8217;s Corner, Crystal City, and D.C.&#8217;s Navy Yard region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But just how the House might avoid that remains murky. That&#8217;s because the House Republican leadership might include Obama&#8217;s request for new authorities to train and equip Syrian rebels in Saudi Arabia to fight IS in its CR, a prospect that has led to objections from members of both parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next week looks to be a dramatic one on Capitol Hill. Here are three ways the CR and Syrian rebel training debate could play out, with some CongressWatch handicapping:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Most Likely: House passes two separate bills.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under this scenario, which is favored by Republicans and Democrats, the new authorities to train and equip some Syrian opposition forces would be stripped from the House&#8217;s CR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chamber would then, probably beginning as early as Wednesday, begin debating and holding votes on both measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the resulting &#8220;clean&#8221; CR would be less controversial, based on past scenarios, House leaders might put it on the floor first.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This would give members more time to hear from senior Obama administration and military officials during several hearings and briefings slated throughout the week on the White House&#8217;s plans to fight the Islamic State, including the Syrian rebel piece.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A late-week vote would then be held on the new train-and-equip authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the most likely outcome because House GOP and Democratic leaders, including Republican Speaker John Boehner, support the idea of averting a shutdown and giving the president what he wants to combat IS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boehner, when speaking to reporters on Thursday, did not rule out holding two votes. And, at a separate press conference, Senate Majority Leader Harry Reid, D-Nev., sounded open two getting two bills from the lower chamber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a television interview on Friday morning, Rep. Mike Mulvaney, R-S.C., said he and other members who have concerns simply want to move slowly on the train-and-equip language. That&#8217;s why they forced the CR vote to be delayed a few days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;re trying to be thoughtful,&#8221; Mulvaney said. &#8220;We are considering it as a decision whether or not to go to war.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Somewhat Likely: House sends one all-inclusive bill to the Senate.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an outside shot that Boehner and some of his top lieutenants will insist on keeping the train-and-equip plan in the continuing resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Boehner made clear Thursday he does not love the counter-IS plan Obama laid out Wednesday evening in a primetime address.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he then sent a message to his colleagues \u2013 especially the faction of conservative Republicans who have opposed just about anything Obama has proposed since 2010.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;At this point in time,&#8221; Boehner said, &#8220;it&#8217;s important we give the president what he&#8217;s asking for.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means Boehner could turn to Minority Leader Nancy Pelosi, D-Calif., for enough Democratic votes to push an all-inclusive CR through late next week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notably, Republicans are not keen on returning home to campaign, especially with Senate control in play, amid a government shutdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Least Likely: House passes nothing; government shuts down Oct. 1.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an outside chance that Boehner will determine the only way to &#8220;give the president what he&#8217;s asking for&#8221; will be to keep the train-and-equip provision in the CR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If members want to go home to campaign, they would have to swallow hard and vote yes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if Boehner insists on doing so with a majority of his GOP majority, things could get dicey. The new Republican leadership team&#8217;s early vote-counting efforts got off to a rocky start when an emergency supplemental spending bill had to be pulled from the floor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Counting Republican votes on a CR that would give Obama what he wants could be even more difficult.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a late-week vote on an all-inclusive measure has to be scrapped, the government would be placed on a trajectory to shutdown on Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of now, it is hard to image \u2013 for reasons political and operational \u2013 this scenario occurring. But given the political bitterness in Washington, it cannot be ruled out just yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, all of this could change \u2013 then change back before changing yet again \u2013 as next week progresses.
