Kristi Noem did this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill\u2019s language took aim at the Republican&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/06\/29\/private-donation-will-fund-cost-of-sending-south-dakota-national-guard-troops-to-texas\/\">governor\u2019s decision to accept a $1 million donation from a Tennessee billionaire<\/a>&nbsp;in July to send National Guard troops to the U.S. border with Mexico in response to a request from Texas and Arizona. The&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/12\/15\/congress-passes-defense-policy-bill-with-budget-boost-military-justice-reforms\/\">$768.2 billion defense bill that cleared Congress<\/a>&nbsp;on a bipartisan vote Wednesday contains a section that prohibits National Guard units from being ordered to cross state borders if their deployment is funded privately unless it is for a natural disaster as designated by the Federal Emergency Management Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Noem\u2019s decision was met with intense scrutiny.&nbsp;<a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/06\/30\/a-privately-funded-national-guard-deployment-is-legal-but-is-it-ethical\/\">Military experts raised concerns<\/a>&nbsp;that the practice could allow wealthy patrons to effectively turn National Guard troops into soldiers-for-hire for their own political agendas. It also contained $15 million for a National Guard training center in Sioux Falls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. John Thune, speaking on the Senate floor Wednesday, criticized the practice of amending the bill without taking a vote, but said the final product had been strengthened by Republicans, who pushed for a larger defense budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve made a lot of progress over the past several years on rebuilding our military,\u201d he
