{"id":14173,"date":"2019-04-08T15:43:43","date_gmt":"2019-04-08T15:43:43","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/04\/08\/the-navys-new-way-to-train-students-starts-today\/"},"modified":"2026-08-08T18:47:58","modified_gmt":"2026-08-08T18:47:58","slug":"the-navys-new-way-to-train-students-starts-today","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/08\/the-navys-new-way-to-train-students-starts-today\/","title":{"rendered":"The Navy\u2019s new way to train students starts today"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy\u2019s massive <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2016\/12\/28\/new-in-2017-navy-s-skills-training-overhaul\/\" target=\"_blank\">training overhaul<\/a> enters a new stage on Monday as the first of 51 revamped initial training pipelines starts pushing sailors to the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversion is expected to run through August but when it\u2019s done the Navy will have launched an innovative way to teach operations specialists. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Considered for now a pilot program, the OS training course will mix traditional instructor-led classes with interactive simulations that let sailors get hands-on experience before they report to the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the next two years, other sailors will begin this form of blended learning at their technical schools. Eventually, the Navy plans continuing education courses to continue on the waterfront and on board ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s all part of what the Navy terms <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2016\/12\/28\/new-in-2017-navy-s-skills-training-overhaul\/\" target=\"_blank\">\u201cReady Relevant Learning,\u201d<\/a> a series of reforms designed to overhaul how personnel are trained throughout their careers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019d say we\u2019re over the the initial cultural learning curve of transitioning to Ready Relevant Learning,\u201d <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=681\" target=_blank>Vice Adm. Bob Burke<\/a> the Navy\u2019s top uniformed personnel official, told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEach of the [Navy warfare] communities, studied it. They\u2019re comfortable with the the potential that it can bring in terms of faster learning, better retention and therefore better readiness. And that\u2019s really what we\u2019re after.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/02\/19\/get-to-the-fleet-faster-big-changes-coming-to-a-schools\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"243\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/training-overhaul-image-i.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Get to the fleet faster \u2014 Big changes coming to A schools<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy is pulling the trigger on radical changes to the way it trains the entire enlisted force. Sailors will get to the fleet far sooner \u2014 and with far less preparation \u2014 than with traditional A schools. After that, additional training will be spread over a sailor\u2019s career, coming in blocks given each time a sailor returns to sea. <\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For years, the Navy has operated an instruction system that forces everyone to go through the same training. For many of the Navy\u2019s ratings, these &#8220;A&#8221; schools were the only training a sailor would get during a long career, often learning concepts they wouldn\u2019t use for years \u2014 if at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ready Relevant Learning\u2019s reforms spread the training over an entire career, providing a fresh concept or sill when the sailor needs it. That slashes by 30 percent the time needed to bring new recruits to the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regardless of the school, the instruction is now broken into <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/04\/07\/navy-training-overhaul-passes-first-milestone\/\" target=\"_blank\">\u201cblocks\u201d<\/a> that are designed to deliver specific skills. New information technology tracks which blocks have been mastered and matches sailors to billets in the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s expected to increase mobility across the ratings because sailors will share certain blocks with peers. If they want to find better assignments or advance faster, they can train in the necessary blocks without repeating what they already know.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/04\/11\/navys-personnel-and-training-modernization-gaining-steam\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/26935488399_361aed9dca_o.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy\u2019s personnel and training modernization gaining steam<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy will soon incorporate technology that lets sailors negotiate new orders using a smartphone.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Burke said that 51 of the Navy\u2019s 87 ratings will rely on block learning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The remainder \u2014 such as Navy SEALs and divers \u2014 will continue to maintain their traditional training pipelines, although the sea service is investigating how to supplement their instruction with more simulation-based learning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke said that most of the schools slated for the move to block learning already restructured their curriculum and are now training in that mode. But some await the computer-based simulations assisted by interactive displays that let sailors learn by performing tasks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis year we used Ready Relevant Learning virtual technology to augment a lot of our legacy trainers in some of our most time intensive training tracks like surface sonarmen, and <a href=\"https:\/\/www.cool.navy.mil\/usn\/enlisted\/fca.htm\" target=_blank>Aegis fire controlmen<\/a>,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke shrugged off rumors that training will be transformed totally into high tech simulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not doing away with instructors,\u201d he said, adding that the Navy is only looking to infuse training with \u201cvirtual or augmented reality\u201d when that hikes learning.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/11\/24\/not-your-daddys-boot-camp-why-great-lakes-got-tougher-2\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lakes3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Not your daddy\u2019s boot camp \u2014 why Great Lakes got tougher<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Over the past 14 months, Navy leaders have made recruit training tougher. Senior leaders told Navy Times that they\u2019ve revamped more than 60 percent of the eight-week curriculum to return the enlisted rite of passage to the gritty fundamentals of physical fitness, standing watch and waging war at sea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Burke said that individual communities get to decide how to mix traditional classroom instruction and virtual learning. The Navy will provide the training and the tools, but the fleet will drive the curriculum, determining which skills are taught to sailors and when they receive the instruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reforms are partly driven by experiments at <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/11\/24\/not-your-daddys-boot-camp-why-great-lakes-got-tougher-2\/\" target=_blank>boot camp in Great Lakes<\/a>, where low tech training aids offer hands-on training in essential skills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople learn better by doing, if they can do reps and sets and just do it over and over again,\u201d Burke said. \u201cDo it in emergency conditions or in combat conditions on a simulator \u2014 hey, what better way to learn?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Monday\u2019s launch of the new blended training for operations specialist incorporates lessons learning in the wake of the 2017 <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/08\/27\/navy-swos-a-culture-in-crisis\/\" target=_blank>deadly collisions <\/a>involving the guided-missile destroyers John S. McCain and Fitzgerald, Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat course is a very robust course, lots of hands-on where there hadn\u2019t been before,\u201d Burke said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke hopes to \u201cget the 51 ratings all into that modern delivery type of method\u201d within the next two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fiscal year 2020, the Navy plans to roll out the blended training for <a href=\"https:\/\/www.cool.navy.mil\/usn\/enlisted\/ps.htm\" target=_blank>personnel specialists<\/a> and both surface and submarine <a href=\"https:\/\/www.cool.navy.mil\/usn\/enlisted\/yn.htm\" target=_blank>yeoman<\/a> ratings, plus the courses for the ship\u2019s servicemen and non-submarine logistics specialists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Revamped <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/enlisted\/community\/aviation\/Pages\/AZ.aspx\" target=_blank>aviation maintenance administrationman<\/a>, intelligence specialist and submarine logistics specialist schools follow in FY 2021 and submarine sonar technicians the next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re going to start rolling out pretty quickly after that,\u201d Burke said. \u201cWe\u2019ll get all those 51 in the new technology. Then we\u2019re going get them everywhere at the waterfronts.
