{"id":14196,"date":"2019-09-19T16:49:58","date_gmt":"2019-09-19T16:49:58","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/09\/19\/explainer-why-russias-recent-municipal-elections-could-spell-trouble-for-putin\/"},"modified":"2026-08-08T19:03:03","modified_gmt":"2026-08-08T19:03:03","slug":"explainer-why-russias-recent-municipal-elections-could-spell-trouble-for-putin","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/09\/19\/explainer-why-russias-recent-municipal-elections-could-spell-trouble-for-putin\/","title":{"rendered":"Explainer:  Why Russia\u2019s recent municipal elections could spell trouble for Putin"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Russian President Vladimir Putin\u2019s ruling party, United Russia, <a href=\"https:\/\/www.vox.com\/2019\/9\/9\/20856872\/moscow-election-results-navalny-putin-united-russia\" target=_blank>eked out a majority in the Moscow municipal legislature in elections<\/a> on Sept. 8.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Putin\u2019s regime touted the outcome as a victory, the election posed a significant challenge to what is called <a href=\"https:\/\/www.journalofdemocracy.org\/articles\/the-kremlin-emboldened-what-is-putinism\/\" target=_blank>Putinism<\/a>, a system that emerged in Putin\u2019s second term to reassert Kremlin control over Russian politics. It included the creation of a dominant party, <a href=\"https:\/\/www.britannica.com\/topic\/United-Russia\" target=_blank>United Russia<\/a>, in 2001, and the centralization of political power in the Kremlin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putinism relies on the president\u2019s popularity to ensure regime stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">United Russia may have won, but the fact that the <a href=\"https:\/\/meduza.io\/en\/feature\/2019\/09\/09\/moscow-s-election-results\" target=_blank>election was so close revealed the party\u2019s weakness<\/a> and challenged its absolute control over policy. AFP PHOTO\/ ALEKSEY CHERNYSHEV        (Photo credit should read ALEKSEY CHERNYSHEV\/AFP\/Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Unexpected power<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Putin\u2019s 2014 annexation of the Crimean Peninsula and incursion into Eastern Ukraine generated a <a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2014\/09\/09\/explaining-putins-popularity-rallying-round-the-russian-flag\/\" target=\"_blank\">rally-around-the-flag effect<\/a>, and revived his presidency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But by 2017, normal politics returned. A protracted recession and declining wages created popular discontent. <a href=\"https:\/\/www.rferl.org\/a\/russians-trust-in-putin-sinks-to-new-low\/29962673.html\" target=_blank>Trust in President Putin<\/a> fell to its lowest level since 2006.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Moscow, citizens contested <a href=\"https:\/\/www.vice.com\/en_us\/article\/ywyy77\/moscow-has-a-garbage-crisis-its-literally-making-people-sick\" target=\"_blank\">dangerous pollution from trash incineration<\/a>. A policy to tear down <a href=\"https:\/\/www.nytimes.com\/2017\/05\/14\/world\/europe\/protesters-hit-moscows-streets-to-fight-mass-renovation-plan.html\" target=\"_blank\">Moscow\u2019s Soviet-era housing<\/a> also produced large protests. <a href=\"https:\/\/www.rferl.org\/a\/russia-navalny-protests-new-generation\/28394359.html\">Young supporters of opposition leader Alexey Navalny<\/a> demonstrated to contest corruption. A year later, they protested when the <a href=\"https:\/\/www.npr.org\/sections\/parallels\/2018\/02\/08\/584369719\/banned-from-election-putin-foe-navalny-pursues-politics-by-other-means\" target=\"_blank\">Central Election Commission barred Navalny from running<\/a> in presidential elections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rising protest and September\u2019s close election demonstrated the opposition\u2019s growing capacity to capitalize on discontent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the nationwide protests demanding fair elections in 2011 and 2012, opposition leaders, including Navalny\u2019s team, have continuously reinvented <a href=\"http:\/\/www.ponarseurasia.org\/article\/why-alexey-navalny-important-russia-and-world\" target=_blank>campaign models<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Activists meet voters in their neighborhoods and on public transport. They link online activism to off-line persuasion. In 2017, Moscow\u2019s opposition used <a href=\"https:\/\/www.themoscowtimes.com\/2017\/09\/08\/small-election-big-political-movement-a58879\" target=_blank>new models of campaigning<\/a> to score unexpected wins in neighborhood council elections. This summer a slate of young candidates employed a similar model, cooperating to collect signatures to surpass high ballot registration hurdles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their efforts made politics relevant for voters alienated by corrupt elections. The effect was strongest <a href=\"https:\/\/www.levada.ru\/2019\/09\/11\/rossijskoe-eho-moskovskih-protestov\/\" target=_blank>among young people<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fearing loss, Russia\u2019s Central Electoral Commission controlled by Putin and his party barred <a href=\"https:\/\/www.rferl.org\/a\/protesters-russia-opposition-candidates-moscow-election\/30067105.html\" target=_blank>30 opposition candidates from competing<\/a>. Bureaucrats relied on outdated information and mistakes in the states\u2019 lists to disallow valid signatures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/meduza.io\/en\/feature\/2019\/08\/05\/lies-and-logical-fallacies\" target=_blank>Handwriting experts<\/a> identified signatures allegedly forged by a single person. Used against the entire opposition slate, these tactics raised alarms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opposition called supporters to the streets. Throughout Moscow\u2019s hot summer, police repression escalated. On July 27, more than <a href=\"https:\/\/www.vox.com\/2019\/8\/13\/20802093\/moscow-protests-city-concil-opposition-putin\" target=_blank>1,300 demonstrators were arrested<\/a>. Some detainees, charged with rioting, faced long prison sentences. Pollster Denis Volkov found that the level of police violence <a href=\"https:\/\/www.levada.ru\/2019\/09\/11\/rossijskoe-eho-moskovskih-protestov\/\" target=_blank>discouraged even regime supporters<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Support for the opposition grew. On Aug. 10, more than 60,000 Muscovites took to the streets to support fair elections. This was the largest protest since 2012.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Linking elections and protest is a crucial element of opposition strategy. Capitalizing on protest crowds and press attention, Navalny created a digital <a href=\"https:\/\/www.politico.eu\/article\/putins-party-takes-hit-in-moscow-election\/\" target=_blank>Smart Vote<\/a> tool. Voters registered at the website and received a text identifying a candidate who could win against a United Russia rival. The system leveraged a common strategy in developed democracies: asking voters to support their second choice to prevent the victory of a less preferred candidate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Smart Vote also renewed <a href=\"https:\/\/www.themoscowtimes.com\/2019\/08\/27\/what-appeared-to-be-a-united-opposition-during-moscows-vote-protests-is-fraying-again-a67028\" target=\"_blank\">conflict among opposition leaders<\/a>. Many feared that popular support for candidates from nondemocratic organizations such as the Communist Party compromised <a href=\"https:\/\/www.nytimes.com\/2019\/09\/03\/opinion\/putins-nightmare-the-ballot-box.html\" target=\"_blank\">opposition morality<\/a>. (Pavel Golovkin\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Citizens respond<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Smart Vote did not increase turnout, it influenced the election\u2019s outcome. Putin\u2019s party may still have won a majority, but it lost a lot of races.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anticipating popular backlash against United Russia, party candidates threw off the label and <a href=\"https:\/\/www.politico.eu\/article\/putin-russia-party-pulls-election-disappearing-act\/\" target=\"_blank\">ran as independents<\/a>. Despite this ploy, the party lost 15 of its 40 seats. Voters ousted high-profile candidates such as <a href=\"https:\/\/meduza.io\/en\/feature\/2019\/09\/09\/moscow-s-election-results\" target=\"_blank\">Andrey Meletsky<\/a>, the chairman of the Moscow United Russia Organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Opposition strategy created important longer-term dynamics. The opposition faction in the City Council rose from 12.5 percent to 44 percent, revealing Russians\u2019 potential to make demands on government. Around the world, when biased elections become competitive, <a href=\"https:\/\/www.cambridge.org\/core\/journals\/american-political-science-review\/article\/deliberate-disengagement-how-education-can-decrease-political-participation-in-electoral-authoritarian-regimes\/192AB48618B0E0450C93E97BE8321218\" target=_blank>disengaged voters quickly reengage<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Controlled elections should not be assessed solely in terms of winners and losers. The contest was a battle of strategy won by the opposition. The regime was forced to create a legal way for state candidates to run as independents. The change provided an opportunity for opposition inroads.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The election also shaped national leadership battles. Moscow Mayor Sergei Sobyanin is seen as a potential successor to Vladimir Putin in 2024. His inability to stop protests or safeguard vote support led Kremlin rivals to <a href=\"https:\/\/www.themoscowtimes.com\/2019\/07\/30\/moscow-protests-are-good-news-for-the-opposition-and-the-hardliners-a66629\" target=_blank>attack him<\/a>. Despite extensive advantages, autocrats\u2019 electoral strategies can reveal new evidence of opposition strength. Banning opposition candidates demonstrates incumbents\u2019 fears about their popularity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voters responded by protesting and voting against the regime\u2019s candidates. This election revealed that the old system of electoral control is breaking down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, one election does not suggest imminent revolution. Russian voters remain wary of sudden change. The Kremlin has proven adept at strategic adaptation. Its challenges to <a href=\"https:\/\/meduza.io\/en\/feature\/2019\/09\/12\/russian-senators-say-political-interference-should-make-google-and-facebook-shiver-in-their-spines\" target=_blank>Google and Facebook<\/a> are one way to short-circuit Smart Vote copycats. The <a href=\"https:\/\/meduza.io\/en\/feature\/2019\/09\/12\/intimidation-and-robbery\" target=_blank>raids against Navalny allies<\/a> across the country suggest a more aggressive tactic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But increased repression makes Putinism appear brittle. Russian voters are looking beyond President Putin and Putinism for solutions to everyday problems.
