{"id":14524,"date":"2019-07-30T23:15:08","date_gmt":"2019-07-30T23:15:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/07\/30\/why-wearable-technology-might-end-the-navys-fitness-test\/"},"modified":"2026-08-08T18:44:57","modified_gmt":"2026-08-08T18:44:57","slug":"why-wearable-technology-might-end-the-navys-fitness-test","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/07\/30\/why-wearable-technology-might-end-the-navys-fitness-test\/","title":{"rendered":"Why wearable technology might end the Navy\u2019s fitness test"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A former Navy top official is proposing the service scrap the semi-annual physical fitness test and instead monitor sailors\u2019 health through wearable tracking devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the six years between 2009 and 2015, <a href=\"https:\/\/www2.deloitte.com\/us\/en\/pages\/about-deloitte\/articles\/press-releases\/juan-garcia-joins-deloitte.html\" target=_blank>Juan M. Garcia III<\/a> was the assistant secretary of the Navy for manpower and reserve affairs \u2014 as well as a retired Navy Reserve captain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Working with several Navy chiefs of personnel trying to create fitness policy, he saw a sea service <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/02\/05\/goodbye-tape-test-sweeping-dod-fitness-review-underway\/\" target=\"_blank\">wrestling <\/a>with ways to build a true \u201cculture of fitness&#8221; and thinks technology might offer some solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe idea would be a shift from this twice-a-year crucible, with all the attendant dangers that go with that,\u201d Garcia told Navy Times. \u201cWe shift to a year-round culture of fitness using analytics to determine a sailor\u2019s fitness level.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/05\/31\/navy-votes-down-the-sit-up-for-prt\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/SU1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy votes down the sit-up for PRT<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Are you ready for some planks and the rowing machine?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Garcia\u2019s concerned that today\u2019s fitness tests have created their own culture by prodding sailors to take drastic measures such as \u201cbinge dieting, and folks getting into wraps and even surgeries to try to get through\u201d the Navy\u2019s body composition assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He fears too many sailors tough out their tests despite little or no preparation, what\u2019s often termed in the fleet as the \u201c3-mile-a-year program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/03\/20\/can-this-device-warn-sailors-about-an-injury-before-it-occurs\/\" target=_blank>Wearable technology<\/a> changes that because the Navy can track almost any fitness activity by measuring resting heart beats. Sailors can choose how they exercise and if the analytics match the standards set by the sea service, they\u2019re good to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPick whatever works for you, whatever motivates them the most,\u201d Garcia said. \u201cAre you a weightlifter, a swimmer, a hiker, or is your thing yoga?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt the end of the day, the device spits out what the docs call <a href=\"http:\/\/www.worldrowing.com\/news\/making-sense-breathing-vo2max-and-lung-capacity\" target=\"_blank\">\u2018VO2 max lung capacity<\/a>,\u2019\u201d he continued. \u201cIt\u2019s considered the gold standard in determining cardio-vascular strength and endurance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was the Air Force\u2019s primary fitness measurement in the 1990s, he said. Airmen would mount a stationary bike, strap on an oxygen mask and a doctor would monitor the tests that measured their lung capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey loved it,\u201d Garcia said. \u201cThey felt like it was the ground truth about the fitness level of their folks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But after the tempo of operations skyrocketed in the aftermath of the Sept. 11, 2001, terrorist bombings, the Air Force found it increasingly difficult to administer a cumbersome test that required extra manpower and hardware, so Garcia said \u201cthey turned it off\u201d and returned to traditional fitness exams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Garcia, today\u2019s wearable devices can do the same jobs that \u201ca bike, a hose and a doc\u201d did for the Air Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors can download their data to their command fitness leaders at regular intervals and the service can determine if they\u2019re in good shape or need some help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019d constantly know right where you stand with your fitness,\u201d Garcia said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/11\/24\/not-your-daddys-boot-camp-why-great-lakes-got-tougher-2\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lakes3.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Not your daddy\u2019s boot camp \u2014 why Great Lakes got tougher<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Over the past 14 months, Navy leaders have made recruit training tougher. Senior leaders told Navy Times that they\u2019ve revamped more than 60 percent of the eight-week curriculum to return the enlisted rite of passage to the gritty fundamentals of physical fitness, standing watch and waging war at sea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Wearable devices got a rocky start in the military as the fitness fad took off nationwide \u2014 not because they didn\u2019t work, but because many of the gadgets tracked the location of those wearing them, sometimes outing clandestine sites on the globe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Garcia said those functions can be turned off before anyone unwittingly violates OPSEC. He wants the Navy to consider a wearable tech test run for young men and women in the delayed entry program, before they ship to Recruit Training Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOnce they raise their hand, why not have the first piece of Navy gear they\u2019re issued be wearable fitness technology? The recruiters can track their fitness and determine if they are, in fact, ready and in shape enough to head off to boot camp,&#8221; he said.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/08\/06\/devices-and-apps-that-rely-on-geolocation-restricted-for-deployed-troops\/?utm_source=clavis\" class=\"smg-interstitial-link__fallback-link\">Fitbits and fitness-tracking devices banned for deployed troops<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">The Navy conducted a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2015\/12\/30\/sailors-to-put-fitness-trackers-to-the-test-in-2016\/\" target=_blank>tiny test<\/a> of wearable fitness technology in 2015. That was an effort to encourage \u201cyear-round fitness awareness\u201d among sailors by measuring their physical activity and allowing them to set goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that project was limited.
