Bill Moran has been nominated for a fourth star and <span class=\"rte rte-comment\">has been <\/span>named<span class=\"rte rte-comment\">,\u00a0pending the approval of Congress,<\/span> to replace Adm. Michelle Howard as the vice chief of naval operations, pending c<span class=\"rte rte-comment\">C<\/span>ongressional approval.<\/p>\n\n\n\n<p>Howard is <span class=\"rte rte-comment\">is <\/span>expected to be nominated for <span class=\"rte rte-comment\">come <\/span>U.S. Naval Forces Europe, but has yet to be formally nominated for the post.\u00a0<\/p>\n\n\n\n<p>Moran<span class=\"rte rte-comment\">, the current chief of naval personnel<\/span> took over as the Navy\u2019s top uniformed personnel officer just as the Navy manpower structure was suffering from <span class=\"rte rte-comment\">from <\/span>the fallout from the 2011 enlisted retention boards, which\u00a0forced out nearly 3,000 mid-career sailors and increased anxiety for everyone else.<span class=\"rte rte-comment\">and\u00a0personnel hangover caused in part by 2011\u2019s Enlisted Retention Boards.\u00a0<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">The cascading effects of the ERB, which number among them overshooting the drawdown and exacerbating manning gaps at sea, set \u00a0<\/span>When he took over in 2013,\u00a0Moran&#8217;s <span class=\"rte rte-comment\">set his\u00a0early <\/span>agenda was to <span class=\"rte rte-comment\">in the job as one of <\/span>re-establish<span class=\"rte rte-comment\">ing<\/span> trust with the rank and file<span class=\"rte rte-comment\"> on the deckplates<\/span>.<\/p>\n\n\n\n<p>Since then, Moran has overhauled the Meritorious Advancement Program, delivered a special pay for sailors serving on long deployments, and eased body fat rules. Moran has made it a signature to delegate more personnel decisions to Navy commands, and his initiatives like loosening the tattoo rules have been hailed inside the service for their common sense.\u00a0<span class=\"rte rte-comment\">and\u00a0In the past year, he\u2019s overseen some very popular &#8220;common sense&#8221; moves that have involved loosening tattoo rules and saving commanding officer the right to meritoriously advance their top sailors. Pushing as many personnel decisions down to the command level has been a common theme of many initiatives throughout his time as CNP.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran is a career P-3 pilot who graduated from the Naval Academy in 1981 and has commanded Patrol Squadron 46 and Patrol and Reconnaissance Wing 2.<\/p>\n\n\n\n\n\n\n\n<p>The officer named to take his place is <span class=\"rte rte-comment\">Getting the nod to relieve Moran as CNP is <\/span>Rear Adm. Robert <span class=\"rte rte-comment\">P. <\/span>Burke, a career submariner currently serving as one of Moran&#8217;s deputies. Burke has directed the\u00a0<span class=\"rte rte-comment\">is currently one of Moran\u2019s deputies, serving as director of \u00a0Moran\u2019s director, <\/span>military personnel plans and policy division since August. If confirmed to his new post,\u00a0Burke will don a third star.<span class=\"rte rte-comment\">, a position he\u2019s held since last summer.\u00a0<\/span><\/p>\n\n\n\n<p>A native of Portage, Michigan, Burke has commanded <span class=\"rte rte-comment\">Burke commanded <\/span>the Norfolk-based <span class=\"rte rte-comment\">fast-<\/span>attack submarine Hampton and later was commodore of Submarine Development Squadron 12 in Groton, Connecticut.\u00a0<\/p>\n\n\n\n<p>While in command, Burke received the <span class=\"rte rte-comment\">was the recipient of the United States Submarine League\u2019s with the Jack Darby Award for Leadership for 2004, and the following year was awarded the Vice Admiral James Bond <\/span>Stockdale Award for Inspirational Leadership, which is regarded as the fleet&#8217;s top leadership prize.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before taking over his current post, he was the deputy commander of 6th Fleet, director of operations for\u00a0U.S. Naval Forces Europe-Africa and commander of Submarine Group 8.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Vice Adm.
