Mike Rogers, R-Ala. and ranking member of the panel, said during a <a href=\"https:\/\/www.heritage.org\/defense\/event\/the-launch-the-heritage-foundations-2022-index-us-military-strength\" target=\"_blank\">Heritage Foundation event<\/a> on Wednesday that the issue of <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2021\/06\/29\/house-panel-backs-27-percent-pay-raise-for-troops-in-2022\/\" target=\"_blank\">military pay<\/a> will be a top priority in next year\u2019s discussions, both for Republicans and Democrats on the committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOne of the things that Chairman Adam Smith and I have been talking about \u2014 and we intend to lean into next year \u2014 is significantly increasing compensation and benefits packages, particularly for enlisted personnel,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want to maintain a professional military and we need to compensate them as professionals. And we aren\u2019t doing that right now, particularly in the enlisted ranks. So you\u2019re going to see us making some efforts to address some of those concerns.\u201d<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"\/\/Proposal%20to%20guarantee%20minimum-wage%20salaries%20for%20all%20troops%20fizzles\" class=\"smg-interstitial-link__fallback-link\">Drastic changes to military pay, benefits needed to meet rising personnel costs: report<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Rogers\u2019 office did not answer requests for specifics on what those compensation changes will include.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House and Senate lawmakers are currently finalizing plans for the fiscal 2022 defense authorization bill, which includes a 2.7 percent pay increase for all troops. That follows both the White House recommendation for the military pay boost and the federal formula for annual increases, based on the growth of salaries in the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For junior enlisted troops, the raise will amount to roughly $790 more a year in pay over 2021 levels. For senior enlisted and junior officers, it\u2019s about $1,400 more. An O-4 with 12 years service would see more than $2,600 extra next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military has seen pay raises matching the rate of civilian sector boosts for the last five years. However, outside advocates have argued that troops still lag behind their non-military peers in take-home pay, because of smaller raises in the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In July, during the House Appropriations Committee\u2019s mark-up of the fiscal 2022 defense budget bill, Rep. Mike Garcia, R-Calif., proposed adding language to the measure that would ensure all troops receive a base pay of at least $31,200 a year, roughly the equivalent of $15 an hour. The proposal was rejected because of legislative conflict issues.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/07\/15\/proposal-to-guarantee-minimum-wage-salaries-for-all-troops-fizzles\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21158461895430.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Proposal to guarantee minimum-wage salaries for all troops fizzles<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House leadership promised to look into the idea of at least $15 an hour in base pay for every service member.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Currently, the most junior enlisted troops earn about $20,000 in base pay. An E3 with less than three years experience brings home about $27,000 a year, still under that $15 an hour mark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That figure does not include other military compesation, such as housing and education allowances, which also factor into troops\u2019 total military compensation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Wednesday\u2019s event, Rogers said the pay issue was one of several Congress needs to deal with to recognize the strain and sacrifices of today\u2019s troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPeople have to remember that we\u2019ve been through two decades of war,\u201d he said. \u201cWe\u2019ve worn everything we\u2019ve got out, including our
