Robert P. Burke told Congress in a written statement submitted to the Senate Armed Services Committee on Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe continue to face challenges within some historically retention-challenged communities, particularly among aviators in specific model\/type\/series platforms,\u201d Burke said in his statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The communities at risk include strike fighter (VFA), electronic attack (VAQ) and helicopter mine countermeasure (HM) squadrons. Burke said these squadrons did not retain enough O-4 pilots to meet operational department head requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reserves are facing aviator shortages in the same communities, as well as in maritime patrol (VP) and fleet logistics (VR) squadrons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke told Congress that aviation incentive pay and bonuses are the most effective incentives for retaining pilots, but the Navy is also considering non-monetary incentives like geographic stability for orders and training and educational opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aviation readiness has been a persistent problem for the Navy. Last October, only one-third of the Navy\u2019s Super Hornet fighter jets were <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/11\/09\/only-one-third-of-super-hornets-ready-to-fight-tonight-as-of-october-admiral-says\">fully mission-capable<\/a> and ready to fight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last March, Burke spoke before Congress about the need to increase retention bonuses for O-4 fighter, electronic attack and mine countermeasure pilots, the same communities facing retention shortfalls today.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/03\/30\/navy-looking-to-shell-out-big-bucks-to-keep-pilots\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"192\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pilot-in-cockpit.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy looking to shell out big bucks to keep pilots<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Vice Adm. Robert Burke, the chief of naval personnel, said some pilots could soon be getting a boost to their retention bonuses as the Navy tries to fend off competition from the airline industry and quell growing frustration and pilot concerns over a lack of flying hours and broken aircraft.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy is not the only branch to face aviator retention challenges. In fiscal 2017, only 44 percent of eligible <a href=\"https:\/\/www.militarytimes.com\/news\/your-air-force\/2017\/11\/19\/the-air-force-is-throwing-money-at-pilots-to-stay-fewer-and-fewer-are-interested\" title=\"\" class=\"\" target=\"_blank\">Air Force pilots<\/a> accepted their retention bonuses and remained in the service. Last September, the Army was forced to revive its retention bonus program after struggling to hold on to <a href=\"https:\/\/www.navytimes.com\/news\/your-army\/2017\/09\/07\/the-army-is-bringing-back-pilot-retention-bonuses\" title=\"\" class=\"\" target=\"_blank\" style=\"\">seasoned pilots<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to aviators, the Navy is also falling short on retaining nuclear-trained surface warfare officers, submarine officers and officers within naval special warfare, according to Burke\u2019s statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an effort to reverse this trend, the Navy requested increased retention bonuses in its FY 2019 <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2018\/02\/12\/navy-budget-seeks-more-cash-for-recruitment-and-retention-bonuses\/\">budget
