{"id":18310,"date":"2019-04-16T23:21:25","date_gmt":"2019-04-16T23:21:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/04\/16\/big-navy-sweetens-retention-incentives-starting-now\/"},"modified":"2026-08-08T19:06:46","modified_gmt":"2026-08-08T19:06:46","slug":"big-navy-sweetens-retention-incentives-starting-now","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/16\/big-navy-sweetens-retention-incentives-starting-now\/","title":{"rendered":"Big Navy sweetens retention incentives, starting now!"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As sailors anticipate news about upcoming reenlistment bonuses, the Navy\u2019s outgoing chief of personnel has another message \u2014 grab the money when it\u2019s offered, because it could disappear quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nominated by President Donald J. Trump to become the next Vice Chief of Naval Operations and pick up his fourth star, Vice Adm. Bob Burke told Navy Times that personnel planners are eyeing an incentive update that will boost bonuses for some sailors while dropping them for others. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He calls it a \u201cmore dynamic\u201d incentive program because it dangles money for sailors in more ratings and skill sets than have traditionally received bonuses. It also boosts bonus bucks for the Navy\u2019s top performers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it\u2019s evolving to include other strategies to help staff a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/03\/26\/this-is-why-big-navy-is-getting-bigger\/\" target=\"_blank\">growing Navy<\/a> beyond merely throwing cash around. In the works are non-monetary retention and detailing incentives designed to keep sailors in uniform while getting them to take the jobs that are the hardest to fill, Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s also testing incentives such as geographic stability for sailors who don\u2019t want to leave an area or offering specialized training as part of retention packages. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve been spreading [Selective Reenlistment Bonuses] out quite differently over the last year and a half and that was deliberately to build that kind of cadre of knowledgeable experienced mariners at the E-6 and E-6 level,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe want a deep bench of warfighting sailors that know what the heck they\u2019re doing running that larger Navy. We need to keep that experience in the Navy, so we\u2019ve been targeting it across the broader audience.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/03\/04\/why-big-navy-wants-to-do-more-to-retain-sailors\/\" retain sailors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy plans to add 17,000 billets by the end of Fiscal Year 2023.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Burke wants his deputies to craft a 21st century Selective Reenlistment Bonus program that\u2019s unlike past initiatives, when officials would publish a list of perks that would stand for a year or longer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTwo years ago, we were putting out one to two SRB messages a year,\u201d he said. \u201cWe\u2019ve been averaging five to six a year now.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is to manage the talent pool by nimbly using monetary bonuses and other incentives to quickly grab those sailors with the right ratings and skills and, once they\u2019re signed up, move to fill other billets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo you\u2019ll see different ratings ebb and flow on the SRB levels because as build up a deep bench in one area we will probably scale back on SRB levels there, to build up a bench in another area,\u201d Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Burke, that sort of system is \u201cas likely to have a multiple go down as it is up\u201d or even go away totally \u201cbecause of how dynamic we\u2019re doing the market.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a ahead<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">In a few years, sailors might be able to take advancement exams online and get promoted that month.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">And once a rating or skill comes off the list, it might not reappear a while, if at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It may take it may take several cycles and could even take a year before it comes back again, depending on what&#8217;s going on with the economy and in your particular job skill overall in the Navy,&#8221; Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To make sure that that the largest number of sailors can collect bonuses in exchange for reenlisting in the Navy, officials have widened the re-up windows sailors. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials also allow deployed sailors in combat exclusion zones to collect their initial bonus payout and anniversary incentives without incurring a tax liability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe message is to act and ask, because the flexibility is there to reenlist a bit earlier to get that money while it is still there,\u201d Burke said. \u201cAnd if you have extenuating circumstances \u2014 for example, you missed your window by a day, or something like that \u2014 ask that question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We would like to be a commonsense organization and (the) tie goes to the sailor willing to make that commitment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Merit bonuses for proven performers was a reform the Navy began testing late last year and Burke said \u201cit\u2019s going well.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/12\/19\/bigger-re-up-bonuses-for-top-sailors-what-you-need-to-know-now\/\" target=_blank>In December<\/a>, the service began awarding bonus bucks to top sailors in seven surface engineering ratings. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors who had been graded an \u201cearly promote\u201d on two of their last three evaluations could qualify, provided they hadn\u2019t failed their physical fitness tests or recorded disciplinary problems over the previous three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe especially want to incentivize the best sailors with those skills we need by paying a little bit more money,\u201d Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke said \u201cwe\u2019re finding we were a little bit restrictive\u201d by requiring the two \u201cearly promote\u201d recommendations over a three-year span and officials began \u201cfinding that our eligible pool was relatively small.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He\u2019s letting the pilot program play out a little longer to get the data staffers need to tweak the initiative but he\u2019s seen enough to say his \u201cintent is to continue to expand this as a tool.\u201d<\/p>\n\n\n\t<aside Fighter Squadron 147 have some good news to share.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Not all sailors have skills that qualify them for re-up bonuses but Burke wants to explore non-monetary incentives to keep them in uniform or prod them to pull duty where the service needs them most.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think we have most of the non-monetary benefits kind of worked out and we\u2019re using them in isolated places right now,\u201d Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to a critical need now for aviation maintenance ratings to take orders to <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2015\/05\/17\/nas-lemoore-is-a-hidden-gem-with-an-image-problem\/\" target=_blank>Naval Air Station Lemoore<\/a> in California\u2019s rural San Joaquin Valley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy traditionally struggles to convince sailors to relocate there but now the base is expanding as the service <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/03\/01\/this-is-whats-going-on-with-the-navys-f-35c-program\/\" target=\"_blank\">grows its F-35C Joint Strike Fighter program<\/a>,forcing officials to get creative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re offering bundled orders deals to aviation maintenance, aviation structural mechanics and aviation ordnance and willing to go to LeMoore,\u201d Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those sailors can negotiate for future back-to-back tours at their next duty station, giving them geographic stability, according to the Navy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Detailers also can hammer out deals for sailors to attend technical schools or get a pay grade boost with the new \u201cadvance to vacancy\u201d option.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s new orders negotiation system, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/17\/its-like-linkedin-for-the-navy\/\" target=_blank>\u201cDetailing Marketplace,\u201d<\/a> is slated to premier online in August and \u201ctie all these things together\u201d by letting sailors negotiate bundled deals on a broader scale, Burke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just because it\u2019s not online yet doesn\u2019t mean sailors can\u2019t start making deals with detailers, Burke said. He urged service members to give them a call and talk about what\u2019s available. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThose kind of conversations can be on the table right now for geographic stability or training opportunities,\u201d he said. \u201cBut that conversation will be that you do something for the Navy and the Navy will do something for you in return, or vice versa.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Vice Adm.
