{"id":18721,"date":"2020-03-06T20:21:17","date_gmt":"2020-03-06T20:21:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/03\/06\/explainer-why-it-took-40-years-to-pass-a-bill-acknowledging-the-armenian-genocide\/"},"modified":"2026-08-08T18:58:52","modified_gmt":"2026-08-08T18:58:52","slug":"explainer-why-it-took-40-years-to-pass-a-bill-acknowledging-the-armenian-genocide","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/03\/06\/explainer-why-it-took-40-years-to-pass-a-bill-acknowledging-the-armenian-genocide\/","title":{"rendered":"Explainer: Why it took 40 years to pass a bill acknowledging the Armenian genocide"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Between <a href=\"https:\/\/archive.nytimes.com\/www.nytimes.com\/ref\/timestopics\/topics_armeniangenocide.html\" target=_blank>1914 and 1921, the Ottoman Empire carried out an extended campaign to expel or kill the Armenians<\/a> living in Turkey and its border regions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From massacres to death marches, 1.5 million of Turkey\u2019s historic Armenian population was murdered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 1923, <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13608746.2010.513605?src=recsys\" target=_blank>Turkey<\/a> has denied perpetrating what came to be called the Armenian genocide. It has pressured its allies to refrain from officially declaring the events a \u201cgenocide,\u201d which the <a href=\"https:\/\/www.un.org\/en\/genocideprevention\/genocide.shtml\" target=_blank>United Nations defines<\/a> as acts committed with the \u201cintent to destroy, in whole or in part, a national, ethnical, racial or religious group.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in a milestone vote in late 2019, both the U.S. <a href=\"https:\/\/www.nytimes.com\/2019\/12\/12\/us\/politics\/senate-armenian-genocide.html\" target=_blank>House<\/a> and <a href=\"https:\/\/www.latimes.com\/world-nation\/story\/2019-12-12\/senate-armenian-genocide-resolution\" target=_blank>Senate<\/a> defied that pressure and the weight of over 40 years of precedent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They passed a bill declaring that the killing of 1.5 million Armenians by the Ottoman Turks was, in fact, a genocide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 1975, <a href=\"https:\/\/schiff.house.gov\/news\/press-releases\/schiff-presses-secretary-of-state-rice-on-armenian-genocide-recognition\" target=_blank>numerous efforts<\/a> were<a href=\"https:\/\/www.nytimes.com\/2007\/10\/10\/world\/europe\/10iht-10turkey.7834745.html\" target=_blank> made<\/a> to pass an Armenian genocide bill. I am currently writing a book that focuses on <a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/14682745.2018.1483342?src=recsys&#038;journalCode=fcwh20\" target=_blank>Israeli-Turkish-American relations<\/a> and the contested memories of <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/19448953.2018.1385932?src=recsys\" target=_blank>the Armenian genocide<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political struggle over U.S. recognition of the Armenian genocide was set in motion during the presidency of Jimmy Carter in 1976. Carter came to the job with a <a href=\"https:\/\/www.sup.org\/books\/title\/?id=25540\" target=_blank>commitment to protecting human rights<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That commitment was soon tested by the longstanding strategic relationship between the U.S. and Iran, which was ruled by the Shah with an iron fist. By late 1977, <a href=\"https:\/\/www.palgrave.com\/gp\/book\/9781137598714\" target=_blank>U.S.-Iranian relations were deteriorating<\/a> after Carter sent mixed signals about the Shah\u2019s dictatorship and his abuse of Iranians\u2019 human rights.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 1978, Carter\u2019s fraught relations with the Shah weakened the Iranian leader\u2019s hold on power. Popular protest movements mounted, culminating in the Shah\u2019s overthrow in 1979, the <a href=\"https:\/\/www.britannica.com\/event\/Iranian-Revolution\" target=_blank>Iranian fundamentalist revolution<\/a> and the <a href=\"http:\/\/www.jimmycarterlibrary.org\/documents\/list_of_hostages\/\" target=_blank>American hostage crisis<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The criticism at home about the Carter-Shah relationship and <a href=\"https:\/\/global.oup.com\/academic\/product\/holocaust-angst-9780190237820?cc=nl&#038;lang=en&#038;\" target=_blank>American Jews\u2019 reluctance to support Carter\u2019s administration<\/a> convinced the president and his staff members to re-promote human rights through American foreign policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their strategy: Use the Holocaust as a universal lesson for genocide prevention to help reinforce ties with Jewish voters.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"411\" src=\"\/wp-content\/uploads\/2026\/08\/Carter-Shaw.gif.gif\" alt=\"\" class=\"wp-image-40879\"\/><figcaption class=\"wp-element-caption\">President Jimmy Carter and Shah of Iran inspect the troops during a 1977 welcoming ceremony for the Shah.  (National Archives)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>Holocaust remembrance<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Iran crisis was playing out, on Nov. 1, 1978, Carter launched the President\u2019s Commission on the Holocaust. Carter requested that the commission submit a report <a href=\"https:\/\/www.ushmm.org\/information\/about-the-museum\/presidents-commission\" target=_blank>addressing the<\/a> \u201cestablishment and maintenance of an appropriate memorial to those who perished in the Holocaust.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commission included American Holocaust survivors like <a href=\"https:\/\/www.ushmm.org\/information\/about-the-museum\/presidents-commission\" target=_blank>Elie Wiesel<\/a> and <a href=\"https:\/\/www.ushmm.org\/information\/press\/in-memoriam\/benjamin-meed-1918-2006\" target=_blank>Benjamin Meed<\/a>. The commission\u2019s September 1979 report recommended special days of remembrance for the Jewish victims of the Holocaust, a dedicated education program, and the establishment of the <a href=\"https:\/\/www.ushmm.org\/\" target=_blank>United States Holocaust Memorial Museum<\/a> as a national memorial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The museum, the <a href=\"https:\/\/www.ushmm.org\/m\/pdfs\/20050707-pres-commission-79.pdf\" target=_blank>report said<\/a>, should be focused on one specific aspect of the Nazis\u2019 many crimes: the \u201cunique\u201d and unprecedented nature of the murder of the Jews \u2013 even over other Nazi victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMillions of innocent civilians were tragically killed by the Nazis. They must be remembered. However, there exists a moral imperative for special emphasis on the six million Jews. (National Archives)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>A \u2018campaign to remember\u2019<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another heated debate was taking place about who should pay for the museum, which was estimated to cost $100 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The land allocated on the National Mall in Washington, D.C., was a contribution by the federal government. But the remaining funds to build the museum were to be donated mainly by the American public through a \u201c<a href=\"https:\/\/www.jewishvirtuallibrary.org\/united-states-holocaust-memorial-museum\" target=_blank>Campaign to Remember<\/a>.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This was the moment \u2013 the convergence of Carter\u2019s vision of human rights protection and the \u201cCampaign to Remember\u201d \u2013 that the organized American-Armenian community believed could bring the almost-forgotten memory of the Armenian genocide back to public consciousness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">California Gov. <a href=\"https:\/\/www.jdlasica.com\/feature-story\/gov-george-deukmejian-on-the-armenian-genocide\/\" target=_blank>George Deukmejian<\/a>, an Armenian-American, pressured museum leaders to appoint Set Momjian as its American-Armenian community representative. The Armenian community in the U.S. made <a href=\"https:\/\/www.nytimes.com\/1990\/04\/22\/magazine\/holocaust-museum-a-troubled-start.html\" target=_blank>a donation of $1 million<\/a>, aiming to be able to include the Armenian genocide in the museum\u2019s focus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In August 1983, the Armenian expectations became reality when the museum commission reached a decision to include the Armenian genocide in the exhibition narrative. It turned for help to its regional and Cold War ally, Israel. Turkey pressured Israel to influence the concept of the museum and to make sure the Armenians were left out of the memorial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of an <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/00940798.2019.1702467\" target=_blank>oral history project<\/a>, I interviewed Gabi Levy, who <a href=\"https:\/\/ivarfjeld.com\/2009\/11\/06\/islamic-mob-throws-egg-on-israeli-ambassador-in-turkey\/\" target=_blank>served as Israeli ambassador to Turkey from 2007 to 2011<\/a>. Levy told me that throughout the history of Israeli-Turkish relations, whenever Turkey had an urgent concern in the U.S., \u201cthe Turks carried assumptions regarding the \u2018magical power\u2019 of Israel\u2019s foreign policy,\u201d especially their purported ability to use the American Jewish lobby for influence the U.S. political arena.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israel capitalized on presumptions about the Israeli\/Jewish \u201cmagic power\u201d to convince Turkey that they were taking all \u201cpossible measures.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israeli diplomats tried to persuade the relevant American players to prevent the Armenian experience from being incorporated into the museum, requesting influential Jewish congressmen such as <a href=\"https:\/\/www.lantosfoundation.org\/about-tom-lantos\" target=_blank>Tom Lantos<\/a> and <a href=\"https:\/\/bioguideretro.congress.gov\/Home\/MemberDetails?memIndex=S000673\" target=_blank>Stephen Solarz<\/a> to convince the museum commission to exclude the Armenian genocide. Lantos and Solarz believed this would serve U.S. interests in the Middle East that included Israel and Turkey maintaining good relations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, as a key U.S. NATO ally, it was Turkey\u2019s own pressure on the U.S. Congress and the <a href=\"https:\/\/www.amazon.co.uk\/Armenia-Survival-Christopher-J-Walker\/dp\/041504684X\" target=_blank>Reagan administration\u2019s Cold War<\/a> fears that forestalled any presence of the Armenian genocide in the museum as well as resulted in the failure to pass the Armenian genocide bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the memorial finally opened its doors in 1991, its focus was the Holocaust and Jewish victims.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"423\" height=\"600\" src=\"\/wp-content\/uploads\/2026\/08\/Wiesel.jpg.jpg\" alt=\"\" class=\"wp-image-40903\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Wiesel.jpg.jpg 423w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Wiesel.jpg.jpg?resize=212,300 212w\" sizes=\"auto, (max-width: 423px) 100vw, 423px\" \/><figcaption class=\"wp-element-caption\">President William J. (Sharon Farmer, now in the Library of Congress)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>What changed in 2019?<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Internationally, a number of developments supported the dramatic changes in U.S.-Turkish relations in 2019. They include Turkey\u2019s July purchase of a <a href=\"https:\/\/www.bbc.com\/news\/world-europe-48620087\" target=_blank>Russian-made<\/a> air defense system, which angered the Americans, and the October military offensive by Turkey in Northern Syria <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-50011468\" target=_blank>against the Kurds, who were U.S. allies<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the U.S., the unprecedented condemnation by both Democrats and Republicans of Turkish President Recep Tayyip Erdo\u011fan for his attack on Kurds in Syria, as well as the <a href=\"https:\/\/www.nytimes.com\/2019\/12\/18\/us\/politics\/impeachment-vote.html\" target=_blank>impeachment process<\/a> against Erdogan ally Donald Trump, weakened <a href=\"https:\/\/www.middleeasteye.net\/news\/erdogan-in-washington-tensions-Congress-criticism\" target=_blank>Congress\u2019 adherence to the longtime official position favoring<\/a> Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress passed <a href=\"https:\/\/www.nytimes.com\/2019\/10\/29\/us\/politics\/house-turkey-sanctions.html\" target=_blank>powerful sanctions<\/a> against Turkey. The Armenian genocide <a href=\"https:\/\/www.congress.gov\/116\/bills\/hres296\/BILLS-116hres296eh.pdf\" target=_blank>bill<\/a> was part of the package.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, the bill passed by the U.S. Congress <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-resolution\/150?q=%7B%22search%22%3A%5B%22Senate+Armenian+genocide%22%5D%7D&#038;r=1&#038;s=2\" target=_blank>states<\/a> the U.S. will \u201ccommemorate the Armenian Genocide through official recognition and remembrance.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. is thus committed to allocate federal resources to build a U.S. memorial to commemorate the 1915 genocide \u2013 just as with the the 1978 President\u2019s Commission on the Holocaust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Practically speaking, building a U.S. Armenian genocide museum or memorial will have further negative implications for U.S.-Turkish relations, which might take another 40 years to rebuild.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"740\" src=\"\/wp-content\/uploads\/2026\/08\/Armenian-cross.jpg.jpg\" alt=\"\" class=\"wp-image-40906\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Armenian-cross.jpg.jpg 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Armenian-cross.jpg.jpg?resize=300,217 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Armenian-cross.jpg.jpg?resize=768,555 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Armenians with the flag they used to signal for help after their resistance on Musa Dagh, Turkey, during the Armenian Genocide.
