John B. Nowell Jr. <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/reference\/messages\/Documents\/NAVADMINS\/NAV2020\/NAV20337.txt\" target=_blank>wrote in a NAVADMIN Dec. 23<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Zone A, those with up to six years of service, the retention rate was 69 percent. That\u2019s up from the 57 percent target the Navy established. For Zone B, those who have between six and 10 years of service, the retention rate was 76 percent, an increase from the 67 percent benchmark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, for Zone C \u2014 those with between 10 and 14 years of service \u2014 the retention rate was 89 percent, ahead of the 82 percent benchmark. Those retention numbers for Zones A through C include those serving in the Reserves, and the retention benchmarks will remain the same for FY21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One side effect stemming from exceeding these retention targets is that \u201csome enlisted ratings have become overmanned, creating imbalances in the fleet,\u201d Nowell said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/12\/15\/big-navy-offering-early-separation-options-for-overmanned-ratings\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/201120-N-JX182-1165C.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Big Navy offering early separation options for overmanned ratings<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The sea service is looking to cull 714 sailors across 23 ratings.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As a result, the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/12\/15\/big-navy-offering-early-separation-options-for-overmanned-ratings\/\" target=_blank>Navy announced <\/a>this fall it was aiming to release 714 sailors from 23 ratings to leave the Navy early under the Enlisted Early Transition Program to restore the proper quotas for each rating. Furthermore, Nowell said there will be additional conversion opportunities so sailors can move from overmanned to undermanned ratings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs we move into FY-21, the Navy will make a concerted effort to provide balanced enlisted ratings and improve community-rating health across the Fleet,\u201d Nowell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLeadership and engagement at every level is needed to sustain our level of retention, with a renewed focus on strengthening undermanned ratings and providing for expanded career progression opportunities for our sailors,\u201d Nowell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/10\/20\/largest-class-of-new-sailors-since-2004-graduates-from-navys-recruit-training-command\/\" target=_blank>Navy <\/a>revealed that it had also exceeded its enlisted recruiting goals for fiscal 2020 \u2014 despite the COVID-19 pandemic upending the Navy\u2019s recruiting efforts. The service\u2019s accession goal for fiscal 2020 was 39,600 sailors and the service ultimately welcomed a total of 39,678 new sailors. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince COVID became a part of our lives this past March, we\u2019ve managed to hit our recruiting goals for FY20,\u201d Nowell told reporters in October. \u201cWe met those goals, in fact, we exceeded them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The enlisted accession goal for fiscal year 2021 is 38,000 personnel, Cmdr.
