{"id":18965,"date":"2018-11-02T13:22:47","date_gmt":"2018-11-02T13:22:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/11\/02\/prosecutors-sailors-ran-an-lsd-ring-off-the-ronald-reagan-two-charged\/"},"modified":"2026-08-08T19:00:50","modified_gmt":"2026-08-08T19:00:50","slug":"prosecutors-sailors-ran-an-lsd-ring-off-the-ronald-reagan-two-charged","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/11\/02\/prosecutors-sailors-ran-an-lsd-ring-off-the-ronald-reagan-two-charged\/","title":{"rendered":"Prosecutors: Sailors ran an LSD ring off the Ronald Reagan, two charged"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Two sailors from the nuclear section of the aircraft carrier <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/06\/01\/the-carrier-ronald-reagan-was-late-to-deploy-last-month-heres-why\/\" target=_blank>Ronald Reagan<\/a> are facing court-martial for allegedly using and distributing <a href=\"https:\/\/tripsafe.org\/lsd\/\" target=_blank>LSD<\/a>, a powerful hallucinogenic drug, according to Navy officials and their criminal charge sheets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the two petty officers already heading to court-martial, the Navy is weighing charges on at least three other Reagan sailors for allegedly using and possessing illegal drugs, officials told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">News first broke in February that the Navy was probing an alleged drug ring aboard the Japan-based carrier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Machinist\u2019s Mate Nuclear 2nd Class Andrew W. Miller faces charges for using, possessing and distributing the hallucinogenic drug from January to February of this year, according to charge sheets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Electrician\u2019s Mate Nuclear 2nd Class Sean M. Gevero also is charged with distributing LSD and possessing <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/15076791\" target=_blank>nandrolone decanoate<\/a>, an anabolic steroid, the legal filings state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military attorneys for the accused sailors did not return telephone calls seeking comment.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/02\/09\/navy-investigating-sailor-drug-ring-in-japan\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Reagan.jpg_2ead72.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy investigating sailor drug ring in Japan<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The sailors are suspected of buying, selling and using LSD, ecstasy and other drugs.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Seventh Fleet spokesman Lt. Joseph Keiley said special courts-martial for the two sailors are pending but did not provide a trial date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy was tight-lipped about the alleged incidents when the <a href=\"https:\/\/www.wsj.com\/articles\/u-s-navy-probes-suspected-drug-selling-use-among-sailors-in-japan-1518210550\" target=\"_blank\">Wall Street Journal<\/a> first broke the story earlier this year, and Keiley this week refused to even name the accused sailors&#8217; defense attorneys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three other sailors have not been formally charged yet but potentially face similar charges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of those three, an E-2 and an E-5 face conspiracy to distribute and wrongful use and possession charges, respectively, Keiley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those two are awaiting an Article 32 hearing, where an officer will hear the evidence and make a recommendation to the command as to whether the cases should go to trial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another E-5 facing possible conspiracy to distribute and possession charges went before an Article 32 hearing in September.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keiley said no decision on whether that sailor will go to court-martial has been made yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keiley insisted there\u2019s no evidence that any drugs were sold to Japanese citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c<a href=\"https:\/\/www.police.pref.kanagawa.jp\/eng\/eng_idx.htm\" target=_blank>Kanagawa prefectural police <\/a>conducted an investigation into a Sailor\u2019s alleged involvement in drug distribution, and the case was dropped by the local prosecutors\u2019 office May 30,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keiley said the Naval Criminal Investigative Service probe into the matter is complete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/10\/25\/navy-puts-three-carrier-strike-groups-in-7th-fleet-waters\/\" target=_blank>Seventh Fleet<\/a> refused to provide charge sheets for the three sailors facing Article 32s. Other Navy commands regularly provide such documents, usually with the names of the accused redacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. Navy takes allegations of misconduct very seriously,\u201d Keiley said in an email. \u201cAll accused Sailors are presumed innocent until proven guilty.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Miller, of Indiana, enlisted in 2014 and pinned on second class in 2016, according to service records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Miller arrived at the Reagan in 2015, his first assignment after his nuclear schooling and training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gevero, of Nevada, enlisted in 2013 and made second class in 2016.
