{"id":18988,"date":"2018-03-22T18:06:23","date_gmt":"2018-03-22T18:06:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/03\/22\/sailor-faces-deployment-and-immigrant-wifes-deportation\/"},"modified":"2026-08-08T19:12:30","modified_gmt":"2026-08-08T19:12:30","slug":"sailor-faces-deployment-and-immigrant-wifes-deportation","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/22\/sailor-faces-deployment-and-immigrant-wifes-deportation\/","title":{"rendered":"Sailor faces deployment and immigrant wife\u2019s deportation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As summer nears in <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/03\/14\/san-diego-sailor-fatally-stabbed-inside-his-home-authorities-say\" title=\"\" class=\"\" target=\"_blank\" style=\"\">San Diego<\/a>, Ship\u2019s Serviceman 2nd Class Juan Quiroz and his family are readying for the rigors of another at-sea deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But unlike his shipmates, Quiroz has a unique worry piled on top of the standard-issue stress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He wonders if his wife, Irais, will still be here when he comes home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irais has made a life here illegally, and has since 2004, when she was smuggled across the border in the back of a truck during a journey she calls \u201cthe worst 10 days.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A week before that successful attempt, she had been caught trying to cross, fingerprinted, and sent back to <a href=\"https:\/\/www.militarytimes.com\/news\/your-marine-corps\/2017\/12\/19\/deported-marine-vet-wins-case-to-return-to-us-from-mexico\/\" title=\"\" class=\"\" target=\"_blank\">Mexico<\/a>.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/03\/05\/more-military-families-come-forward-with-deportation-fears\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"222\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IMG_9375.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">More military families come forward with deportation fears<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">With thousands of dollars in legal fees and fading hope, more military families reach out.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After running her fingerprints last fall, an <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/03\/05\/immigration-court-clears-army-wife-to-stay-in-us\/\" title=\"\" class=\"\" target=\"_blank\">immigration<\/a> attorney told the family that Irais had an active deportation order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any encounter with authorities could send her away from Quiroz and their two boys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could happen while Quiroz is underway later this year with the amphibious assault ship Essex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The attorney said nothing could be done to naturalize Irais until the removal order is addressed, and \u201cthe fear kicked in right away,\u201d the 30-year-old Quiroz recalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Quiroz and Irais, who asked that her last name not be used, said they were slow to getting her legal for fear she would be deported if they failed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Better to live in the shadows together, as a family, than apart in the open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know I broke the law when I crossed the border without papers,\u201d Irais said. \u201cBut since then, I\u2019ve been living here for years. We got married, my husband joined the military. We pay taxes. Defense Secretary Jim Mattis has said military members are now protected from deportation, but the families want to know, what about the spouses and kids?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">They stay close to home, and away from anywhere near the border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI work on cars a lot,\u201d Quiroz said. \u201cI always make sure the simple things like headlights and blinkers work, so she won\u2019t draw the attention of law enforcement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quietly, they plan for the unthinkable as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irais originally hails from outside Mexico City, but can\u2019t imagine being so far away from her 15-year-old and 5-year-old boys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t want to think about that, but we need to have a plan,\u201d she said. \u201cTo live in Mexico City, I don\u2019t think so. Probably just in Tijuana, because it\u2019s closer to San Diego.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy children can\u2019t be without their mother,\u201d Quiroz said. \u201cBut at least we can cross the border to see her.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their little one remains unaware of what hangs in the balance, Quiroz said, but their teen is as worried and preoccupied as his mom and dad.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/02\/28\/wife-of-7th-special-forces-group-vet-faces-deportation-under-tighter-immigration-rules\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"164\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Crawfords_1200.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Wife of 7th Special Forces Group vet faces deportation under tighter immigration rules<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Virginia immigration court on Monday could decide to deport the wife of an Army 7th Special Forces Group veteran, despite provisions in the law that allow her to remain in the United States.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re a family of faith, so we have a lot of faith that it won\u2019t happen,\u201d he said. \u201cBut at the same time, we just try to prepare for the worst.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quiroz said he was moved to share his family\u2019s story after reading other reports in Military Times about fellow service members facing similar issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a delicate situation,\u201d he said. \u201cI don\u2019t want to expose it like that. But military members are coming out. I talked to my wife about it, and we should share our story.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quiroz said he initially planned to just do four years in uniform before becoming a police officer, but his wife made a Navy career possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe reason I\u2019m in the military is because of my wife,\u201d he said. \u201cShe\u2019s supported me through good and bad, all the long underways, the long deployments, she\u2019s always been the rock, taking care of our house and children.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor me, it\u2019s an honor to know my husband is in the Navy, defending this country and fighting for this country,\u201d Irais said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quiroz doesn\u2019t know what he\u2019ll do if Irais is deported while he is gone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cShe sacrifices as a military spouse,\u201d Quiroz said. \u201cI love this country, she loves this country, it\u2019s done so much for us. By the grace of God, something happens. Something comes of this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cOur Fear\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quiroz\u2019s parents brought him to Los Angeles from Sonora, Mexico, when he was just three months old.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He became a U.S. citizen at 20 and met Irais while they worked at Jack in the Box.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHer eyes just caught my attention,\u201d he said. \u201cShe was very sweet, very talkative and we had a good conversation back then, and still.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also liked that she wasn\u2019t a stereotypical beautiful California girl, with all the affectations that entails.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2018\/03\/05\/immigration-court-clears-army-wife-to-stay-in-us\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ARM-crawfords-web.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Immigration court clears Army wife to stay in US<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Thousands of readers shared the plight of the 7th Special Forces Group veteran whose wife faced deportation. &quot;It means the world to us,&quot; former Sgt. 1st Class Bob Crawford said. &quot;I know there&#039;s other families in this same situation.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cShe was beautiful and she talked to me,\u201d he said. \u201cThat\u2019s how it all started.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe was always smiling,\u201d Irais recalled. \u201cHe was very nice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They married in 2006.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After learning of his wife\u2019s deportation order, Quiroz said he was told he needs to speak with the Customs and Border Patrol director in San Diego about getting the removal order lifted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while his next underway looms, Quiroz wonders what happens to his wife if he steps up and they say no.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they deny it, then that gives them the green light to come and get her,\u201d he said. \u201cThat\u2019s been our fear.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their 15-year-old, Bryan, is worried about his mom, even as he goes about living an American youth filled with basketball, school and church.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo see daddy gone for so long, and mom stuck here not knowing what\u2019s going on, it\u2019s really hard,\u201d said Alex Avila, a senior pastor at the family\u2019s church, Fuente de Vida.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 5-year-old drum-playing Jayden never leaves his mom\u2019s side, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe\u2019s really attached to mom,\u201d Avila said. \u201cHe doesn\u2019t want to go with anyone else but mom.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irais leads children\u2019s programs in the church, Avila said, and the pastor is preparing to help them get through deployment and potential deportation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She always saddens when Quiroz is gone, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a minister, you can only do so much,\u201d Avila said. \u201cEvery time he departs, she goes into this really sad phase. Even though she\u2019s there, you can see it on her face that there\u2019s a part of her missing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quiroz\u2019s is not the only military family attempting to navigate America\u2019s labyrinthine immigration system, according to Martin Lester, an immigration attorney with the American Immigration Lawyers Association\u2019s <a href=\"http:\/\/www.aila.org\/practice\/pro-bono\/find-your-opportunity\/military-assistance-program\" title=\"\" class=\"\" target=\"_blank\">Military Assistance Program<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The free program helps troops who have immigration issues regarding citizenship, facilitating family immigration and other problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cQuite often, it\u2019s situations\u2026in which a spouse or family member could be subject to deportation,\u201d Lester said. \u201cWhile every case is different, we certainly hear this kind of concern quite frequently.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program often receives referrals from military legal offices, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf a service member contacts their command\u2019s JAG office or legal service office, those officers are not typically set up for immigration issues,\u201d Lester said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attorneys across the country can help troops figure out which agency issued a removal order, mitigating factors and what can be done, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOftentimes, one of our first tasks is unraveling what exactly happened and determining whether or not it is something that is easy to fix,\u201d Lester said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1600\" height=\"900\" src=\"\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg\" alt=\"\" class=\"wp-image-41087\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg 1600w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg?resize=300,169 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg?resize=768,432 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg?resize=1024,576 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/quiroz-fam-2.jpg.jpg?resize=1536,864 1536w\" sizes=\"auto, (max-width: 1600px) 100vw, 1600px\" \/><figcaption class=\"wp-element-caption\">Ship&#8217;s Serviceman 2nd Class Juan Quiroz&#8217;s wife, Irais, has been in the United States illegally since 2004. they are now a spouse of a U.S. active-duty service member doesn\u2019t just make that deportation order go away,\u201d Lester said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People in the country illegally with deportation orders have at times been able to remain because the feds choose not to enforce it, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Obama administration never ignored such orders, Lester said the federal position appears to be changing under President Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Orders of supervision allow those here illegally to remain, but they are becoming harder to obtain and easier to lift under the current administration, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s become not unusual to see people who have been on orders of supervision for a long time receiving notice that when your order is up, it\u2019s not going to be renewed and you need to be prepared to be removed,\u201d Lester said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between a multitude of agencies and the vagaries of immigration law, sailors like Quiroz are left to find their way through \u201can incredibly complicated system,\u201d Lester said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNothing is automatic when you\u2019re dealing with immigration,\u201d he said. \u201cThis system is complex and
