{"id":19037,"date":"2017-10-09T19:23:59","date_gmt":"2017-10-09T19:23:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2017\/10\/09\/shiloh-sailors-voiced-concerns-about-safety-and-readiness\/"},"modified":"2026-08-08T19:10:27","modified_gmt":"2026-08-08T19:10:27","slug":"shiloh-sailors-voiced-concerns-about-safety-and-readiness","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/shiloh-sailors-voiced-concerns-about-safety-and-readiness\/","title":{"rendered":"Shiloh sailors voiced concerns about safety and readiness"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The cruiser Shiloh in recent years has steamed through west Pacific waters while vital maintenance and readiness issues went neglected, raising crew concerns about their safety and the ships\u2019 readiness in the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are just a few of several recurring complaints revealed in a series of Shiloh command climate surveys obtained by Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The surveys are meant to gauge crew morale. Yet in the Shiloh\u2019s case, they also offer a personalized window into Navy issues that have come to light since two destroyer collisions this summer killed 17 sailors in the waters of 7th Fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three surveys feature hundreds of pages worth of anonymous comments from sailors describing a dismal state of morale aboard the ship during Capt. Adam M. Aycock\u2019s 26-month command.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/i-now-hate-my-ship-surveys-reveal-disastrous-morale-on-cruiser-shiloh\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-cover2-1016.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018I now hate my ship\u2019: Surveys reveal disastrous morale on cruiser Shiloh<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Morale aboard the cruiser Shiloh plummeted during the command of Navy Capt. Adam Aycock, making the ship the butt of jokes on the waterfront in Yokosuka, Japan.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Navy officials said Aycock was counseled on the low morale starting a few months after he took command, and that higher-ups were aware of the situation. Nevertheless, he left the Shiloh in what appeared to be a standard change-of-command ceremony on Aug. 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one survey, a sailor wrote that an official casualty report sent out was \u201cdiluted,\u201d and did not reflect the extent of the equipment problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not sure how sailors have not gotten hurt from lack of rest or sleep and just the (plan of the day) being packed with several things,\u201d a sailor wrote in May 2016. \u201cThe lack of trust in the chain of command as a whole is very unhealthy and will sooner or later get someone hurt or killed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials did not respond to specific questions regarding the Shiloh\u2019s readiness issues that sailors wrote of in the surveys.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/uss-bread-and-water-punishment-loomed-over-a-demoralized-crew\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"272\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">&#8216;USS Bread and Water&#8217;: Old and rare punishment loomed over a demoralized crew<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors aboard the cruiser Shiloh often worried about the commanding officer\u2019s use of an antiquated punishment: Three days in the brig with nothing to eat but bread and water.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Aycock commanded the Shiloh from June 2015 to this August, and declined to comment for this story via a spokesperson at the Naval War College, where he is now stationed as a researcher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comments also showcase the frenetic realities and unforgiving operational tempo of life in the 7th Fleet, where ships like the Japan-based Shiloh are expected to shoot down North Korean missiles and deter ascendant Chinese and Russian navies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo cover otherwise debilitating ship standards while underway, the Captain underreported and downplayed the severity of SHILOH\u2019s ability to effectively operate as a warship,\u201d one sailor wrote. \u201cHe inaccurately reports critical casualties to appear as a well-to-do and mission-ready command to his superiors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor wrote of how the ship went out while the AEGIS weapons system and radar \u2014vital assets for shooting down any North Korean missile \u2015 were \u201cseverely degraded.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(SPY radar) was nominal at best and the ship was put in a real world hostile environment where we could need to potentially shoot down a (intercontinental ballistic missile),\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors also speak of exhaustion, suicidal thoughts and a domineering, micromanaging CO who effectively neutered enlisted leadership on the Shiloh.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1405\" height=\"1340\" src=\"\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg\" alt=\"\" class=\"wp-image-41110\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg 1405w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=300,286 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=768,732 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=1024,977 1024w\" sizes=\"auto, (max-width: 1405px) 100vw, 1405px\" \/><figcaption class=\"wp-element-caption\">Command climate survey results depict the plunging morale of Shiloh sailors under Capt. (Philip Kightlinger\/staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor wrote that, hopefully, the comments would make a difference, and insisted the criticism was \u201cnot just the blue jackets trying to take down the man.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI understand that we are (Forward Deployed Naval Force) and we are underway more than a state side ship but we are gone too much,\u201d the sailor wrote. \u201cThat needs to be slowed down a bit. The ships are really starting to see their age.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s 7th Fleet is one of the service\u2019s busiest commands, and has come under renewed scrutiny after two of its destroyers, the Fitzgerald and the John S. McCain, sustained <a href=\"https:\/\/www.navytimes.com\/news\/your-military\/2017\/08\/17\/water-on-deck-get-out-the-navys-official-report-of-the-fitzgeralds-catastrophe-at-sea\/\">fatal collisions this summer <\/a>that killed 17 sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The May 2016 survey includes several sailors lamenting the ship\u2019s uncoordinated training cycles, maintenance planning and scheduling, as well as repairs that required the crew to work until after dark while in port to get the Shiloh ready for her next underway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others complained that Shiloh\u2019s command was disregarding subject matter experts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(The weapons officer) was very adamant about shooting our (five-inch) gun for a practice gun shot when it could possibly put some of the (five-inch) techs in danger due to the system not working correctly,\u201d one crew member wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was never enough time to do repairs that could only be done in shipyards or in port, one sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs a consequence, we are always having stuff fail or break down at sea, where repairs are more difficult and add to everyone\u2019s workload and stress,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor in the same survey wrote that the crew is put out on missions the Shiloh may not have been able to handle, and that Aycock \u201cencourages us to do them without telling the truth to his chain-of-command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe were rushed out to station and kept here for an extended period of time even though there were many issues, safety included,\u201d the sailor wrote. \u201cWe had life rails from the (radar) platform fall and almost injure a sailor, yet we remained on station even though we couldn\u2019t safely maintain the RADAR without those rails.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>In port in Singapore<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One item that stoked the ire of several Shiloh sailors in the November survey was a port call in Singapore a few months prior.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There, several sailors wrote of how vital maintenance was neglected in favor of a command-created \u201cCaptain\u2019s Cup\u201d event, featuring a variety of athletic contests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy (work center) had a lot of maintenance we NEEDED to do, and seeing as we don\u2019t always get much port time, a lot of checks were scheduled that could only be done in port,\u201d one sailor wrote. \u201cBut we did not get most of it done because Captains [sic] cup took priority over maintenance. So captains cup ironically lowered morale.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHaving a mandatory participation Captain\u2019s Cup in Singapore I feel was a poor choice since there was large amounts of work to get done that had to either be rushed or put aside to support,\u201d another sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor said there was no information disseminated about the event, no sign-up sheets or other advance notice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen one department was unable to provide enough bodies for an event, the CO ordered the department, in its entirety, to attend,\u201d they wrote. \u201cForget the maintenance that needed doing\u2026forget the repairs\u2026no, priority is watching people lift weights.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cup created a lot of cynicism in one department, according to a crew member.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe sailors care about their equipment and their maintenance, but by forcing mando-fun on them, we are taking away precious hours of maintenance time, forcing them to come in during liberty hours, sacrifice sleep, or receive poor scores on 3M inspections, kicking the can of maintenance checks down the road for another day,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors were getting yelled at and reprimanded near the end of the Captain\u2019s Cup because the ship preservation wasn\u2019t complete, one sailor said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the complaints echoed throughout the Shiloh surveys, the shipmates expressed pride in each other and their ship\u2019s mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIm [sic] proud of the importance of the ships ballistic missle [sic] defense,\u201d one sailor wrote. \u201cIf the morale was higher, I feel this ship would be more of something to be proud of.
