{"id":19230,"date":"2018-06-25T21:22:54","date_gmt":"2018-06-25T21:22:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/06\/25\/secnav-censures-three-more-navy-officers-in-fat-leonard-scandal\/"},"modified":"2026-08-08T19:02:50","modified_gmt":"2026-08-08T19:02:50","slug":"secnav-censures-three-more-navy-officers-in-fat-leonard-scandal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/06\/25\/secnav-censures-three-more-navy-officers-in-fat-leonard-scandal\/","title":{"rendered":"SECNAV censures three more Navy officers in \u2018Fat Leonard\u2019 scandal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Navy Secretary Richard Spencer has issued letters of censure to three officers for their roles in the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/03\/15\/fat-leonard-admiral-keeps-high-level-security-clearance\/\" title=\"\" class=\"\" target=\"_blank\">\u201cFat Leonard\u201d<\/a> scandal, a web of bribery, kickbacks and classified info leaks that took place over more than a decade and ensnared scores of Navy officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the three officers censured on June 14, <a href=\"http:\/\/www.navy.mil\/submit\/display.asp?story_id=98318\" title=\"\" class=\"\" target=\"_blank\">Capt. Charles A. Johnson<\/a> is the only one still on active duty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter slams Johnson for committing graft and lying to investigators regarding his relationship with Glenn \u201cFat Leonard\u201d Francis, the portly magnate of the in-port serving company Glenn Defense Marine Asia, or GDMA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials said they are reviewing what administrative action, if any, will be taken against Johnson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He went on to command Destroyer Squadron 31 and is currently stationed with Navy Region Hawaii.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/06\/22\/navy-hired-retired-officer-despite-fat-leonard-misconduct-investigation\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/csg-7-2008.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy hired retired officer despite \u2018Fat Leonard\u2019 misconduct investigation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The retired captain was under investigation for sleeping with prostitutes and accepting other gifts from &quot;Fat Leonard&quot; when the Navy hired him for a civilian position.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Johnson, who declined comment via a command spokesman, engaged in Fat Leonard-related wrongdoings from 2004 to 2010, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou and Francis had become Facebook friends,\u201d the letter states. \u201cA GDMA employee had referred to you internally as \u2018in (Mr. Francis\u2019) pocket.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While serving as commanding officer of the destroyer McCampbell, Johnson solicited a free Francis-funded dinner for himself and his command\u2019s department heads during a 2009 port call in Australia, the letter states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/08\/fat-leonard-wrongdoing-not-a-definite-career-killer-for-navy-officers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USS-Salvor.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 wrongdoing not a definite career killer for Navy officers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Disciplinary records show several officers found to have accepted gifts from &quot;Fat Leonard&quot; were recommended to retain command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Johnson pitched that free dinner as a chance for GDMA to \u201cindoctrinate\u201d junior officers in Francis\u2019 \u201cway of doing business before they make XO,\u201d according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He later took his executive officer and junior officer department heads to a Francis-funded dinner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis action marks another instance in which you committed the offense of graft, as you received the gift of a dinner in recognition of performing a service for the benefit of GDMA by arranging an opportunity for its representatives to \u2018indoctrinate\u2019 your subordinate officers,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson attended another Francis-funded dinner at an Australian restaurant that year, and disgraced the service by getting wasted, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA GDMA employee later told Mr. Francis by email that you were \u2018blasted\u2019 and that you finished the restaurant\u2019s last bottle of a certain kind of liquor \u2018on the spot,\u2019\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While renewing his security clearance in 2014, Johnson failed to note his relationship with Francis, the letter states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/15\/fat-leonard-admiral-keeps-high-level-security-clearance\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Adrian-Jansen.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 admiral keeps high-level security clearance<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rear Adm. Adrian Jansen was found guilty last year of taking thousands in wine and private dinners from &quot;Fat Leonard&quot; Glenn Francis and failing to report the interactions while serving as Naval Attach\u00e9 in Indonesia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">When Johnson was the readiness officer for Carrier Strike Group 5 in 2006, Francis and his company paid more than $6,000 for the officer\u2019s wetting down party to celebrate a promotion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In return, Johnson shared a GDMA force protection marketing CD with two force readiness officers, and shared official information with Francis, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson also accepted other free dinners, a chocolate and fruit gift basket and two elephant vases from Francis and GDMA, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired Rear Adm. <a href=\"http:\/\/www.navy.mil\/submit\/display.asp?story_id=27642\" title=\"\" class=\"\" target=\"_blank\">Richard Wren<\/a> also received a letter of censure this month for transgressions that took place from 2007 to 2010 while serving in leadership positions that included commander of Carrier Strike Group 5 and U.S. Naval Forces Japan.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2481\" height=\"1772\" src=\"\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg\" alt=\"\" class=\"wp-image-41242\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg 2481w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg?resize=300,214 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg?resize=768,549 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg?resize=1024,731 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg?resize=1536,1097 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Richard-Wren.jpg.jpg?resize=2048,1463 2048w\" sizes=\"auto, (max-width: 2481px) 100vw, 2481px\" \/><figcaption class=\"wp-element-caption\">070202-N-1332Y-276\rYokosuka, Japan (Feb. 2, 2007) &#8211; Rear Adm. U.S. Navy photo by Mass Communication Specialist 3rd Class Adam York (RELEASED)\r<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Wren took a bevy of gifts from Francis and his company over the years and lied to investigators in 2015 about being personally invited to a dinner by Francis, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those kickbacks included an $8,827 dinner in Japan in 2008 for Wren, Francis and one other GDMA employee, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few months later, Wren attended another dinner in Hong Kong with Francis and eight other officers, including some senior officers from his staff, that ran up a $32,422 food and drink tab for which Wren paid nothing, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Later that year, Wren accepted \u201ctwo boxes of steaks, a bag full of wine and cigars, and three bottles of Dom Perignon\u201d from Francis and his company, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After assuming command of Naval Forces Japan in late 2009, Wren accepted a $2,000 box of steaks from Francis, according go the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wren could not be reached for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/06\/22\/navy-hired-retired-officer-despite-fat-leonard-misconduct-investigation\/\" title=\"\" class=\"\" target=\"_blank\">Capt. Timothy Conroy<\/a> was the third censured this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aviator was hired for a civilian job by the Navy just a few months after investigators interviewed him for at least the second time in 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Francis pleaded guilty in federal court in 2015 to bribery and fraud charges in connection to a conspiracy that spanned more than a decade and involved scores of Navy officials, and millions of dollars in fraud, bribes and gifts, according to the U.S. Justice Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He supplied Navy officials with gifts and expenses in return for classified and confidential information regarding ship schedules, and overbilled for goods and services, receiving preferential treatment for his company in the contracting process, according to the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Justice Department is prosecuting the highest-level cases and has referred hundreds of other cases back to the Navy for adjudication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some have gone to court-martial while others have ended with letters of censure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some cases, wrongdoing has been substantiated but officers have been allowed to stay in
