Bill Moran<\/a> that he won\u2019t become the next chief of naval operations and instead will retire after 39 years in uniform has rocked the highest echelons of the sea service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Picked by President Donald J. Trump and confirmed without a whiff of scandal by the Senate, his elevation to CNO was derailed by an ongoing Pentagon probe into emails he allegedly exchanged with his former spokesman, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/10\/12\/pentagon-probe-chides-navys-top-officer-for-his-handling-of-bad-santa-scandal\/\">Chris Servello<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although he was never charged with a crime and has long professed his innocence, Servello\u2019s own career foundered in late 2016 after he was accused of sexually-tinged shenanigans while dressed as Santa Claus at a boozy Pentagon holiday party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With CNO Adm. <a href=\"https:\/\/dod.defense.gov\/About\/Biographies\/Biography-View\/Article\/621885\/admiral-john-m-richardson\/\" target=_blank>John M. Richardson<\/a> poised to retire this summer, <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=1001\" target=_blank>Secretary of the Navy Richard Spencer <\/a>must find a replacement that will win over Acting Secretary of Defense <a href=\"https:\/\/dod.defense.gov\/About\/Biographies\/Biography-View\/Article\/1378166\/dr-mark-t-esper\/\" target=_blank>Mark T. Esper<\/a>, then the White House and finally lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[Secretary]Spencer is committed to quickly recommending a new CNO for nomination, and he will move to that decision urgently but deliberately,\u201d Cmdr. Sarah Higgins, his spokeswoman, told Navy Times on Monday.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/07\/08\/adm-bill-moran-out-as-navys-next-cno\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"184\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Moran5.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Adm. Bill Moran out as Navy\u2019s next CNO<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Moran abruptly announced his retirement Sunday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Although he has other options, secretaries traditionally have fished for CNOs from the smallest pool of commissioned officers, four-star admirals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By law, the service is allowed only six full admirals on active duty at a time. Currently, there are eight but that\u2019s because two lead joint commands and they don\u2019t count against the statutory limit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Spencer also could dive deeper, selecting a vice admiral if he believes that officer is the best person to run the Navy. There are 41 three-stars on the Navy\u2019s rolls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll three and four-star admirals are eligible to be recommended for service as the CNO,&#8221; Higgins said. \u201cThe Secretary of the Navy will make his recommendation based on who is the best and most fully qualified officer for the position.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=636\" target=_blank>Adm. Christopher Grady<\/a> \u2014 the top officer at Fleet Forces Command in Norfolk \u2014 and current Pacific Fleet Commander <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=595\" target=_blank>Adm. John C. \u201cLung\u201d Aquilino<\/a> in Hawaii likely are two of the front-runners, according to retired Navy Capt. <a href=\"https:\/\/telemusgroup.com\/wp-content\/uploads\/2018\/06\/bio-Jerry-Hendrix.pdf\" target=_blank>Jerry Hendrix<\/a>, a Defense Strategy and Force Structure Analyst at the Telmus Group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGrady and Aquilino are are really the most likely candidates at this point, but are by no means the only options,\u201d Hendrix said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGrady\u2019s experience, as of late, has been in Europe and the Middle East, where Adm. Aquilino has been out in the Pacific. And given the focus on that region these days, that could be a consideration in favor of Aquilino.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aquilino is a career aviator, Grady a surface warfare officer. In the wake of twin warship collisions in the Western Pacific two years ago that killed 17 sailors, \u201cthere might be an argument to be made that having a SWO in the job would be a good decision,\u201d Hendrix said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for seniority, it\u2019s a wash. Both have occupied their current posts since May of 2018.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/02\/26\/pacfleet-commander-says-this-happens-when-a-ship-isnt-ready-to-deploy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"162\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Aquilino2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">PACFLEET commander says this happens when a ship isn\u2019t ready to deploy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Navy Adm. Christopher W. Grady, U.S. Fleet Forces Command, and Navy Adm. John C. Aquilino, U.S. Pacific Fleet, testified Tuesday before the House Armed Services Committee\u2019s Readiness Subcommittee.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But also in the mix is the highly respected <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=560\" target=_blank>Adm. James G. Foggo<\/a> III, the commander of Allied Joint Forces Command Naples, Naval Forces Europe and Naval Forces Africa since late 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Hendrix, Foggo is \u201cvery intelligent&#8221; and has the potential to be an excellent CNO, but his nomination would raise eyebrows because he\u2019s a career submariner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you went with Foggo, you would have had three submarine officers in a row as CNO,\u201d Hendrix said. \u201cWe\u2019ve done that before, with Admirals [James] Watkins, [Carlisle] Trost and [Frank] Kelso in the 1980\u2032s, but it\u2019s not something that\u2019s really wise, to have one community to hold the chief of naval operations office for such a long time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not to mention that newly-promoted Vice Chief of Naval Operations Adm. Bob Burke also is a submariner. He became VCNO on June 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRobert Burke is a submarine officer and was viewed as a complement to Moran,\u201d Hendrix said. \u201cThat\u2019s why it would be unlikely to see Adm. Foggo, who is also a submariner, come into the job as CNO if the plan was to still have Burke as the vice chief.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That also could remove <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=423\">Adm. James F Caldwell<\/a> Jr. from consideration. The director of the Naval Nuclear Propulsion Program, he\u2019s also a career submariner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stacking the deck with submariners might irk the other line officer communities, Hendrix said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So if Foggo or Caldwell became CNO, Burke might be shifted to a four-star command elsewhere while the sea service began the search for a new VCNO.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/02\/14\/as-navy-pledges-surface-reforms-some-ask-for-proof-of-improvement\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/still-a10-Navy-upping-training-standards.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">As Navy pledges surface reforms, some ask for proof of improvement<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Navy leaders defended reform efforts a day after a Senator questioned the lack of data on such efforts.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Hendrix said the odds might be long for <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=431\" target=_blank>Adm. Phil Davidson<\/a> at U.S. Pacific Command and Adm. Craig Faller at U.S. Southern command, assuming that as combatant commanders they would want the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hendrix pointed to Davidson\u2019s <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/02\/12\/admiral-to-congress-think-about-the-280-plus-ships-that-didnt-have-collisions\/\" target=_blank>tense February testimony<\/a> before the Senate Armed Services Committee where he bristled at questions concerning readiness levels in the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although he was confirmed last year by the Senate for the Southern Command post, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2015\/04\/10\/report-2-star-improperly-accepted-hotel-suite\/\" target=_blank>Faller<\/a> is weighed down by an Inspector General report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators revealed that while commanding the Stennis Carrier Strike Group in 2011, Faller accepted from an unnamed \u201cprohibited source\u201d a free room upgrade for a two-night stay in a Kuala Lumpur luxury hotel, a gift valued between $2,000 and $10,000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Navy concluded the perk ran afoul of ethics rules, officials ruled that Faller\u2019s actions were mitigated because he accepted the suite on behalf of his shipmates, not himself, and his staff judge advocate general appeared to bless the upgrade.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2015\/04\/10\/report-2-star-improperly-accepted-hotel-suite\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635642168025921931-faller2jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Report: 2-star improperly accepted hotel suite<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy&#039;s two-star chief of legislative affairs improperly accepted a suite at a luxury hotel in Kuala Lumpur.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">If Spencer and Trump really want to shake up the Navy bureaucracy, there are two other options Hendrix believes they could consider.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn 2003, President George W. Bush recalled <a href=\"https:\/\/history.army.mil\/books\/CG&#038;CSA\/schoomaker.htm\" target=_blank>Gen. Peter Schoomaker<\/a> to be the Army\u2019s chief of staff, three years after he retired,&#8221; Hendrix said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hendrix didn\u2019t name any candidates from the retired rolls, but indicated their main problem is age. The statutory retirement age for officers is 62, although a special act of Congress could grant a waiver.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then there\u2019s the threat of a deep selection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cArleigh Burke was a two-star admiral in 1955, when he was picked over 52 more senior three- and four-stars to be CNO,\u201d Hendrix said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Current rules limit the bench to three- and four-star admirals today, but it\u2019s possible the perfect person for the job isn\u2019t a full admiral \u2014 even if Hendrix concedes \u201cit is unlikely they would do that.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for keeping Adm. Richardson at the helm, that\u2019s tricky, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would say is the idea of just extending John Richardson in the job is not an automatic,\u201d said Hendrix. &#8220;Richardson has a term of office. That term expires and so in order for him to continue, there\u2019s going to have to be Congressional action taken. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf that action doesn\u2019t get taken because of the summer holidays or some other reason, then Burke, as the Vice Chief could become the acting CNO. It\u2019s one thing to say that Adm.
