Bush, a junior airman died in 2018 after he lost situational awareness and was struck by the spinning propeller of an <a href=\"https:\/\/www.navy.mil\/navydata\/fact_display.asp?cid=1100&#038;tid=700&#038;ct=1\" target=_blank>E-2 Hawkeye<\/a>, according to a command investigation obtained by Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The probe into the Sept. 17, 2018, death of 21-year-old <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/19\/navy-ids-sailor-who-died-after-being-struck-by-a-propeller-on-the-aircraft-carrier-bush\/\" target=\"_blank\">Aviation Boatswain\u2019s Mate (Handling) Airman Apprentice Joseph Min Naglak<\/a> offers a sobering reminder of the dangers faced daily by deck crews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have replayed the events in my head to see where we, as a team, could have avoided this tragic accident,\u201d said one sailor whose name is redacted in the report. \u201cThe deck was not packed. Crews were not moving excessively fast. Leadership, at all levels, had emphasized safety.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/08\/08\/how-a-chief-nearly-died-on-a-carriers-flight-deck\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/chief-leg-2.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How a chief nearly died on a carrier\u2019s flight deck<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A Super Hornet ran over him.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The tragedy occurred while <a href=\"https:\/\/www.navytimes.com\/news\/2018\/12\/01\/former-president-george-hw-bush-dies-at-age-94\/\" target=_blank>George H.W. Bush<\/a> was conducting carrier qualifications in the Atlantic Ocean for twin-prop Hawkeye and <a href=\"https:\/\/www.navy.mil\/navydata\/fact_display.asp?cid=1100&#038;tid=100&#038;ct=1\" target=_blank>C-2 Greyhound<\/a> crews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just before 5 p.m., Naglak moved to secure a parked Hawkeye.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After receiving chock and chain signals, Naglak and another unnamed sailor walked between the starboard spinning prop of the mishap aircraft and the port spinning propeller of another aircraft, the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naglak properly approached the mishap Hawkeye\u2019s starboard tires at a 90-degree angle to avoid the propeller.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He chocked the tires and then attempted to chain the aircraft to the nearby pad eye \u2014 a metal loop through which a plane can be secured \u2014 forward of the plane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But \u201cinstead of walking back at a 90 degree angle perpendicular to the aircraft, he walked at an angle in the direction of the starboard propeller,\u201d the investigating officer wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another sailor saw Naglak &#8220;looking back down toward the main mount behind him,\u201dsearching for the appropriate pad eye, the investigator determined. \u201cHe was very near the spinning starboard propeller and the (other sailor) yelled at him to stop walking, but ABHAN Naglak did not respond.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naglak was glancing down and to the left when the propeller struck him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials later described Naglak\u2019s death as \u201cnearly instantaneous,\u201d meaning the promising young sailor likely did not suffer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the report found that all rules and regulations were followed prior to the mishap, the investigating officer noted the challenges faced by \u201cflight deck personnel to maintain the safety arcs on multiple spinning aircraft propellers at the same time, especially when two operating aircraft are parked next to each other.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"715\" src=\"\/wp-content\/uploads\/2026\/08\/Naglak-memorial.jpg.jpg\" alt=\"\" class=\"wp-image-41397\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Naglak-memorial.jpg.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Naglak-memorial.jpg.jpg?resize=300,215 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Naglak-memorial.jpg.jpg?resize=768,549 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Then-Lt. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Shipmates described Naglak as a \u201cmodel sailor\u201d who hadn\u2019t been in the service long but was already ahead of his peers when it came to gaining in-rate and Navy-wide qualifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He had an \u201cexceptional work ethic\u201d and was ready to advance to truck driver on the flight deck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSailors and peers looked up to ABHAN Naglak and considered him a friend and good shipmate,\u201d the investigator wrote. \u201cEveryone who knew him believed he was a happy person.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naglak\u2019s sister, Stephanie Naglak, said her brother joined the military to honor their grandfathers, who both had military ties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs someone adopted from South Korea as an infant, Joseph\u2019s goal was to give back to a country that had given so much to him,\u201d she told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLife will always be a little bit darker without him in it.
