{"id":21311,"date":"2021-12-20T15:13:46","date_gmt":"2021-12-20T15:13:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/12\/20\/plan-to-guarantee-all-troops-a-15-minimum-wage-gets-more-congressional-support\/"},"modified":"2026-08-08T06:08:05","modified_gmt":"2026-08-08T06:08:05","slug":"plan-to-guarantee-all-troops-a-15-minimum-wage-gets-more-congressional-support","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/management\/pay-benefits\/2021\/12\/20\/plan-to-guarantee-all-troops-a-15-minimum-wage-gets-more-congressional-support\/","title":{"rendered":"Plan to guarantee all troops a $15 minimum wage gets more congressional support"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">All service members would be guaranteed at least <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2021\/07\/15\/proposal-to-guarantee-minimum-wage-salaries-for-all-troops-fizzles\/\" target=\"_blank\">$15 an hour <\/a>in yearly salary under a plan being revived by a bipartisan group of House lawmakers ahead of next year\u2019s budget debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week, a group of 14 Democrats and Republicans <a href=\"https:\/\/strickland.house.gov\/sites\/evo-subsites\/strickland.house.gov\/files\/evo-media-document\/Letter%20to%20Appropriations%20Committee%20-%20Raising%20Base%20Pay%20for%20Service%20Members.pdf\" target=\"_blank\">sent a letter<\/a> to House Appropriations Committee leaders urging them to set a \u201cpay floor\u201d of roughly $31,000 a year for all troops as part of future budget discussions, saying that anything lower hurts \u201cjunior enlisted service members who are struggling to make ends meet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/mil-money\/2021\/07\/28\/plans-for-military-pay-raise-extra-allowance-for-low-income-troops-move-ahead\/\" target=\"_blank\">current military pay table<\/a>, enlisted troops with less than two years of military experience earn less than $22,000 annually in base pay. It can take up to four years in service before that total goes above $32,000 a year, roughly equivalent to $15 an hour, the minimum wage that federal contractors are required to pay their workers.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/07\/15\/proposal-to-guarantee-minimum-wage-salaries-for-all-troops-fizzles\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21158461895430.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Proposal to guarantee minimum-wage salaries for all troops fizzles<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House leadership promised to look into the idea of at least $15 an hour in base pay for every service member.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cAs wages and salaries increase across many industries economy-wide, the military is now falling behind in the competition for quality recruits, in large part to the base pay issue,\u201d wrote the group, led by Reps. Marilyn Strickland, D-Wash., and Don Young, R-Alaska.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the number of qualified and willing people to serve continues to diminish, the ability of our military to recruit top talent is starting to become a national security issue. Congress must address this pay issue now before it becomes a more significant area of concern.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last summer, during budget debate in the House Appropriations Committee, Rep. Mike Garcia, R-Calif., offered a similar proposal as part of the fiscal 2022 spending plan. At the time, he called service members getting paid less than the defense contractor minimum wage rates \u201can insult\u201d to military families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That plan was scuttled because of technical issues, although appropriations committee leaders promised to raise the idea for debate in future budget discussions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But military base pay totals do not factor in other stipends such as housing allowances, specialty pays and subsistence (food) assistance. Depending on where troops are stationed, the housing and food payouts combined can effectively double younger troops\u2019 total military compensation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, an Army private 2nd class (E-2) without dependents at Fort Bragg, North Carolina, is entitled to a housing allowance of $16,488 a year, and $20,988 a year of they have dependents. A Marine private first class (E-2) at Camp Pendleton, California, without dependents is entitled to a housing allowance of $25,236 a year, and $30,888 a year of they have dependents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest letter comes as lawmakers prepare to start their work on the fiscal 2023 federal budget in early spring, although Congress still has yet to finalize a full-year spending bill for fiscal 2022, which began on Oct. 1.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/07\/28\/plans-for-military-pay-raise-extra-allowance-for-low-income-troops-move-ahead\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20148506224203.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Plans for military pay raise, extra allowance for low-income troops move ahead<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The idea of a basic needs allowance for younger military families has been debated frequently in recent years, but sees its best chance of passage later this fall.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In addition, as part of the annual defense authorization bill passed by Congress last week, lawmakers approved plans for a new Basic Needs Allowance to give additional financial support to some low-income service members. An E-3 with a family of four and a single military income for his or her household would qualify for the allowance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But lawmakers lobbying for the salary boosts said those other offerings aren\u2019t enough to make up for the low base pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNot everyone receives full [housing stipends] or [food stipends], which results in many service members having wildly different discretionary incomes,\u201d they wrote. \u201cService members and their families make an enormous sacrifice for our country, and inadequate compensation should not be one of these sacrifices.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All service members are scheduled to see a 2.7 percent pay raise as of Jan. 1.
