That Russia\u2019s delegation did not walk out of the talks and remained open to the prospect of future discussions after having its main positions rebuffed were seen as positive notes in a&nbsp;<a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/12\/nato-russia-in-high-level-talks-as-ukraine-tensions-simmer\/\">week of high-level meetings<\/a>&nbsp;aimed at staving off a feared Russian invasion of Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian President Vladimir Putin wants NATO to withdraw its troops and military equipment from countries that border Russia, which include Ukraine but also NATO allies like Estonia, Latvia and Lithuania. (Olivier Hoslet, Pool Photo via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking after the meeting at NATO headquarters in Brussels, U.S. Deputy Secretary of State Wendy Sherman reaffirmed that some of Putin\u2019s security demands \u201care simply non-starters.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will not slam the door shut on NATO\u2019s open-door policy,\u201d she told reporters after almost four hours of talks. \u201cWe are not going to agree that NATO cannot expand any further.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting was called as <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/12\/08\/russians-have-120000-troops-on-its-border-increased-intel-gathering-ukraine-ministry-says\/\" target=\"_blank\">an estimated 100,000 combat-ready Russian troops<\/a>, tanks and heavy military equipment are massed near Ukraine\u2019s eastern border. The buildup has caused deep concerns in Kyiv and the West that Moscow <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/12\/16\/all-out-war-or-creeping-occupation-among-putin-options-says-ukraine-mod\/\" target=\"_blank\">is preparing for an invasion<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia denies that it has fresh plans to attack its neighbor and in turn accuses the West of threatening its security by positioning military personnel and equipment in Central and Eastern Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While noting that \u201cescalation does not create optimum conditions for diplomacy, to say the least,\u201d Sherman also expressed optimism following the Brussels meeting given that Moscow did not dismiss the idea of further talks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2021\/12\/13\/russian-invasion-of-ukraine-could-be-costly-even-without-us-troops-involved-experts-say\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"153\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21347404171606.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russian invasion of Ukraine could be costly even without US troops involved, experts say<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Outside observers say Ukrainian troops are better prepared for a fight now than they were in 2014.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">NATO Secretary General Jens Stoltenberg, who chaired the meeting, said NATO nations and Russian envoys both \u201cexpressed the need to resume dialogue and to explore a schedule of future meetings.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg said NATO is keen to discuss ways to prevent dangerous military incidents or accidents involving Russia and the Western allies, reducing space and cyber threats, as well as setting limits on missile deployments and other arms control initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Stoltenberg said any talks about Ukraine wouldn\u2019t be easy. Russia annexed the Crimean Peninsula from Ukraine and backed a separatist insurgency in Ukraine\u2019s eastern industrial heartland in 2014. In the years since, the fighting has killed more than 14,000 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are significant differences between NATO allies and Russia on this issue\u201d of Ukraine\u2019s potential NATO membership, Stoltenberg told reporters after what he said was \u201ca very serious and direct exchange\u201d with Russian Deputy Foreign Minister Alexander Grushko and Deputy Defense Minister Alexander Fomin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg underlined that Ukraine has the right to decide its future security arrangements and that NATO would continue to leave its door open to new members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNo one else has anything to say, and of course, Russia does not have a veto,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grushko, who described Wednesday\u2019s talks as \u201cserious, deep and substantive,\u201d countered by saying that \u201cthe freedom to choose ways of ensuring one\u2019s security mustn\u2019t be implemented in a way that infringes on legitimate security interests of others.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He did not rule out more discussions with the Western allies but scoffed at NATO\u2019s assurances that it doesn\u2019t threaten Russia and warned that the alliance\u2019s attempts to ensure its security by deterring Russia were doomed to fail.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/2022\/01\/10\/in-russia-talks-us-floats-deal-to-limit-missiles-and-war-games\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP22010338288696.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">In Russia talks, US floats deal to limit missiles and war games<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. officials have raised the possibility of limiting missile deployments in Eastern Europe and the size and scope of its military exercises<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIf NATO opts for the policy of deterrence, we will respond with a policy of counter-deterrence,\u201d Grushko said. \u201cIf it turns to intimidation, we will respond with counter-intimidation. If it looks for vulnerabilities in Russia\u2019s defense system, we will look for NATO\u2019s vulnerabilities. It\u2019s not our choice, but we don\u2019t have other options if we don\u2019t overturn this current very dangerous course of events.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NATO-Russia Council was set up two decades ago, but full meetings paused when Russia annexed the Crimean Peninsula nearly eight years ago. It has met only sporadically since.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moscow\u2019s&nbsp;<a href=\"https:\/\/mid.ru\/ru\/foreign_policy\/rso\/nato\/1790803\/?lang=en&#038;clear_cache=Y\">draft agreement<\/a>&nbsp;with NATO countries and the offer of&nbsp;<a href=\"https:\/\/mid.ru\/ru\/foreign_policy\/rso\/nato\/1790818\/?lang=en\">a treaty<\/a>&nbsp;between Russia and the United States would require NATO to halt all membership plans, not just with Ukraine, and scale down its presence in countries close to Russia\u2019s borders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Endorsing such an agreement would mean NATO abandoning a key tenet of its founding treaty, which holds the alliance can invite in any willing European country that can contribute to security in the North Atlantic area and fulfill the obligations of membership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian draft also proposed mutual limits on war games and confidence-building measures to prevent accidents involving warships and aircraft. Grushko said Russia would be willing to continue discussions on those issues and arms control steps, such as the non-deployment of intermediate-range missiles in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the United States on Wednesday, Senate Democrats released their White House-backed proposal for legislation that would ratchet up&nbsp;<a href=\"https:\/\/apnews.com\/article\/business-russia-europe-germany-congress-63628b959d33763b6ed475b93e4b0037\">sanctions on Russia<\/a>&nbsp;if it sends troops into Ukraine. The measures would target Putin, his top civilian and military leaders, and leading Russian financial institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Vladimir Isachenkov in Moscow, Ellen
