{"id":22276,"date":"2018-04-03T16:03:40","date_gmt":"2018-04-03T16:03:40","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/04\/03\/its-getting-harder-to-make-master-chief\/"},"modified":"2026-08-08T19:04:50","modified_gmt":"2026-08-08T19:04:50","slug":"its-getting-harder-to-make-master-chief","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/04\/03\/its-getting-harder-to-make-master-chief\/","title":{"rendered":"It\u2019s getting harder to make master chief"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">After three years of growth, the chance to make E-9 is slipping slightly this year, dropping to just over 14 percent, down from a nearly 15 percent chance of moving up <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/04\/03\/chances-of-moving-up-to-e-9-are-good-this-year\" title=\"\" class=\"\" target=\"_blank\">last year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s the news as Navy officials released the 2019 active-duty master chief quotas, kicking off this year\u2019s selection board in Millington, Tennessee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decline is due to higher competition for fewer openings. This year\u2019s board will review the records of 3,460 eligible senior chiefs, 42 fewer than last year. And those sailors will compete for 20 fewer openings than last year\u2019s 506.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/partner-mco-archive.s3.amazonaws.com\/client_files\/1522770767.pdf\" class=\"smg-interstitial-link__fallback-link\">Active Duty E-9 Quotas<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Yet there is some good news, as the number of ratings with no quotas this year was cut in half to three from last year\u2019s six. That dropped the number of senior chiefs with zero chance to advance from 47 last year to 36 this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year&#8217;s board was marred by a scandal that caused Navy officials to pull the plug on the panel and throw out the results just hours before it was slated to adjourn. A Navy investigation later determined that two active-duty master chiefs on the panel conspired with a retired master chief to advance a specific candidate.<br><\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/09\/18\/rigging-the-e-9-board\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"287\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-cover-door.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Rigged: Two master chiefs\u2019 plot to fix E-9 advancements<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An anonymous email alleged that at least two of the board-sitting master chiefs had conspired to violate board rules and lobby outside the Navy\u2019s traditional selection process.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The board was re-convened in July with different members, using the same set of quotas and eligible sailors.
